The City Manager recommends adoption." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. east, the tollowing resolution was adopted, <br />and by the following vote: <br /> <br />"A RESOLUTION APPROVING AMENDMENT NO. 1 TO THE 1977 COMMUNITY DEVELOPMENT <br />PROGRAM AND AUTHORIZING THE CITY MANAGER TO FILE AN APPLICATION THEREFOR. <br /> <br /> WHEREAS, the Department of Housing and Urban Development has previously approved and <br />the City of Portsmouth is carrying out the 1977 Community Development Program; and <br /> <br /> WHEREAS, the City of Portsmouth has made application to the Coastal Plains Regional <br />Commission for Federal assistance to undertake the installation of water mains in the Southe <br />eastern sector of the City; and <br /> <br /> WHEREAS, the Coastal Plains Regional Commission has approved this grant application; <br />and <br /> <br /> WHEREAS, the Department of Housing and Urban Development has agreed to administer <br />the Coastal Plains Regional Commission's grant through the Community Development Program; <br />and <br /> <br /> WHEREAS, it is necessary to amend the 1977 Community Development Program to incorporate <br />the grant proceeds; and <br /> <br /> WHEREAS, public hearings have been held and this Council has reviewed Amendment No. <br />1 to the 1977 Community Development Program; and <br /> <br /> WHEREAS, it is necessary that this Council take appropriate official action respecting <br />said Amendment to the Program to comply with the regulations of the aforementioned Act; <br />and <br /> <br /> WHEREAS, this Council is cognizant of the conditions that are imposed in the undertaking <br />and execution of activities under the Community Development Program; and <br /> <br /> WHEREAS, this Council, on behalf of the City of Portsmouth, possesses the legal authorit <br />to apply for a grant and execute the proposed Program under the provisions of the aforementio <br />Act; and <br /> <br /> WHEREAS, this Council recognizes its responsibility to direct that safeguards be estabE <br />lished to prohibit employees from using their positions for a purpose that is or gives <br />the appearance of being motivated by a desire for private gain for themselves or others, <br />particularly those with whom they have family, business or other ties: <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that Amendar, ent No. 1 to the 1977 Community Development Program having been reviewed and <br />considered is approved in all respects and that the City Manager be, and he hereby is, <br />authorized to file an amendatory application and such additional information as may be <br />required for the Coastal Plains Regional Commission grant totalling $50,000. and thereby <br />increasing the City's 1977 Community Development Program entitlement to $4,620,000. <br /> <br /> BE IT FURTHER RESOLVED that the City Manager is designated as the Certifying Officer <br />and authorized representative of the City of Portsmouth and shall provide assurances as <br />required by the regulations of the Housing and Community Development Act of 1974 for the <br />approval and execution of such program." <br /> <br />Ayes: Barnes, Elliott, Holley, east, Wentz, Davis <br />Nays: None <br /> <br /> 77-349 "Consideration of a motion authorizing the City Manager to proceed with the <br />necessary preparations needed in order for the City Council to designate portions of the <br />Cradock and Truxton neighborhoods as conservation districts eligible for Federal funding. <br /> <br /> This motion will officially authorize the City Manager to commence work in conjunction <br />with the Portsmouth Redevelopment and Housing Authority and the civic organizations in the <br />above neighborhbods for the planning and designation of portions of the Cradock and Truxton <br />neighborhoods as housing conservation districts.
