<br /> 77-585 - "Consideration of a resolution appointing viewers for closing of a portion of
<br />King Street.
<br />
<br /> The City of Portsmouth has made application to vacate,close and discontinue a portion
<br />of Kipg Street. The application has been reviewed and recommended for approval by the City
<br />Planning Commission. This resolution appoints the viewers as set forth in the Code of
<br />Virginia. The City Manager recommends adoption."
<br />
<br /> On motinn of Mr. Barnes and seconded by Mr. Elliott, the following resolution was adopt-
<br />ed, and by the following vote:
<br />
<br /> "A RESOLUTION APPOINTING VIEWERS FOR CLOSING THE FOLLOWING STREET: A PORTION
<br /> OF KING STREET.
<br />
<br /> WHEREAS, the City of Portsmouth has made application to vacate, close and discontinue
<br />the hereinafter described portion of a certain street, and it appearing that Notice of Applica
<br />tion and request for the Appointment of Viewers was duly posted September 50, 1977 on the
<br />bulletin board of the General District Court, Civil Division, of the City of Portsmouth and
<br />the bulletin board of the Circuit Court of the City of Portsmouth.

<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that
<br />Frank N. Bilisoly, John H. Griffin, James Choate, Raymond Tweed, Colonel Henry P. Crowe and
<br />Zalmon Blachman be appointed an alternate viewer in the event one of the preceding viewers
<br />fail to participate, said viewers to view the hereinafter described portion of such street
<br />and to report to this Council in writing whether in their opinion any, and if any, what inconv
<br />ience would result in vacating and closing the following:

<br /> Beginning at the northwest corner of Middle Mall and King Street;
<br />thence west along the northern right-of-way of King Street 84.0'; thence
<br />south 50~t~.the s.~ -~er~:'rig~'-of-way Fine of King Street; thence east
<br />along said right-of-way line 294 feet to a point; thence north 50.0' to
<br />a point in the northern right-of-way line of King Street; thence west
<br />a~ng the northern right-of-way line of King Street approximately 210'
<br />to the Point of Orgin. (S-77-26)."

<br />
<br /> 77-586 - "Consideration of a resolution authorizing the Virginia Port Authority to ex-
<br />pend up.to $10,000 from the revenues of the Portsmouth Marine Terminal for capital improve-
<br />ments at the Portsmouth Marine Terminal.
<br />
<br /> This resolution will authorize the Virginia Port Authority to expend up to $10,000
<br />over the next 5 months for further site development on,the 54 acre east waterfront tract at
<br />the Portsmouth Marine Terminal. The Virginia Port Authority's Board of Commissioners request-
<br />ed this authorization at their meeting on September 20, 1977. The proposed Cash flnw of
<br />terminal receipts indicate that such funds will be available without adversely affecting the
<br />Authority's obligations to the City. The City Manager recommends adoption."

<br /> On motion of Mr. Barnes and seconded by Mr. Oast, the following resolution was adopted,
<br />and by the following vote:
<br />
<br /> "A RESOLUTION AUTHORIZING THE VIRGINIA PORT AUTHORITY TO EXPEND FUNDS UP TO
<br /> $10,O00. FROM REVENUES RECEIVED FROM THE PORTSMOUTH ~RINE TE~iINALS FOR
<br /> FURTHER SITE DEVELOPMENT ON THE 54 ACRE EAST WATERFRONT TRACT.
<br />
<br /> WHEREAS, the Virginia Port Authority has requested authorization from the Portsmouth
<br />City Council to expend funds for certain capital improvements to the Portsmouth Marine Termi-
<br />nals; and
<br />
<br /> WHEREAS, the Virginia Port Authority is required by the Port Unification Agreement to
<br />obtain consent from the City Council before making such expenditures; and
<br />
<br /> WHEREAS, the expenditures to be made will be funded from surplus revenue generated by
<br />the Portsmouth Marine Terminals; and
<br />
<br /> WHEREAS, the Portsmouth City Council after duly considering the contemplated improve-
<br />ments is of the opinion that such improvements are necessary and prudent investments.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that
<br />it approves the expenditures of up to Ten Thousand ($10,0OO.) Dollars for the site development
<br />on the 54 acre east waterfront tract."

<br />
<br /> 77-587 - "Consideration of a resolution authorizing the offer of $690,000 for the Coast
<br />Guard Base and authorizing the City Manager to execute the necessary documents including the
<br />Offer of Purchase.
<br />
<br /> The General Services Administration has advised that the Federal guidelines f~ disposal
<br />of surplus Federal property requires official authorization of the local govern~mg body to sub
<br />stantiate the offer that has been made. Also, the resolution must set forth that the C~ty
<br />Manager has been authorized on behalf of Council to execute the documents required to complete
<br />
