<br /> ENGINEERING AND DESIGN OF A SLUDGE DISPOSAL EACILITY FOR THE WATER TREATMENT
<br /> PLANT IN SUFFOLK."

<br /> On motion of Mr. Wentz and seconded by Mr. Elliott, the ordinance was adopted, and by

<br /> OFF-SITE DRAINAGE FOR THE MOUNT HERMON URBAN RENEWAL PROJECT."

<br />RENOVATION AND ALTERATIONS TO THE 1846 COURTHOUSE."

<br />The following reports from the City Manager were presented:
<br />
<br /> 77-378 ~ "Consideration of an ordinance on first reading to appropriate $1,175,000 from
<br />the Capital Improvements Fund for the constzuction of the sUb-surface parking for the twin
<br />towers and the attached three level parking ramp.
<br />
<br /> This appropriation will provide the necessary funds for the first year's commitment for
<br />construction of the sub-surface parking and the three level parking deck. This appropriation
<br />includes $900,000 allocated in the 1977-78 Capital Work Program and $275,000 from the 1976-77
<br />Capital Work Program. The entire cost of the sub-surface parking and parking ramp will be
<br />paid for by General Obligation bonds to be reduced by the amount received from sale of the
<br />air rights as a net cost for debt. Revenues produced from the rental of the parking spaces
<br />will apply to the debt service requirement on the net cost. The City Manager recommends adop-
<br />tion on first reading."

<br />PARTIAL FUNDING OF THE SUB-SURFACE PARKING STRUCTURE OF THE TWIN TOWER OFFICE
<br />BUILDING AND THREE LEVEL ATTACHED PARKING RAMPS."

<br /> 77z379 - "Consideration of an ordinance on first reading to appropriate $3,118 from the
<br />Grants Fund for the Annual Commonwealth Attorney's Training Program.
<br />
<br /> This appropriation will provide the necessary funds to continue the Annual Commonwealth
<br />Attorney's training Program for FY 1978. Funds for this program are provided by the Virginia
<br />Association of Commonwealth Attorneys with the City of Portsmouth providing $156 of the total
<br />appropriation as its required local match. This year's prqgram will offer training in the
<br />areas of trial techniques, law enforcement management and major fraud. ~Five staff members
<br />will participate. The City Manager reconmlends adoption on first reading."

<br />"AN ORDINANCE TO APPROPRIATE $3,118 FROM THE GRANTS FUND FOR THE ANNUAL
<br />C. OMMONWEALTH ATTORNEY'S TRAINING PROGRAM."

<br /> 77-380 - "Consideration of an o~dinance on first reading to appropriate $66,613 from the
<br />Grants Fund for the continuation of the Office of Economic Development.
<br />
<br /> This appropriation will provide the necessgYy funds to continue for a thl~dyear the
<br />Office of Economic Development. The office was developed to assist in the planning and Coordi
<br />nation of the City's economic development policy. As such, it serves as an advisory body to
<br />the City Manager and as a liaison between public and private groups involved in economic de-
<br />velopment; and it acts as a catalyst for the Special Impact Redevelopment Area economic revi-
<br />talization program, and participates in other economic revitalization programs, and participat~
<br />in other economic development planning activities. In addition, the office will continue to
<br />revise and improve the overall economic development program. Of the total appropriation,
