<br />At a regular meeting of the City Council held on October tl, 1977, there were present:
<br />
<br />Richard J. Davis, Jack P. Barnes, E.
<br />Edward L. Oast, Jr., Robert W. Wentz,
<br />B. Tayloe, Jr., City A~torney.
<br />
<br />Saunders Early, Jr., Archie Elliott, Jr.,
<br /> Jr., R. T. Williams, City Manager, Gordon
<br />
<br />Absent: James W. Holley, III
<br />
<br /> Rabbi Judah L. Fish, Gomley Chesed Congregation, opened the meeting with prayer, followed
<br />by the Pledge of Allegiance to the Flag.
<br />
<br />Mayor Davis welcomed all visitors in attendance.
<br />
<br /> Motion of Mr. Wentz and seconded by Mr. Elliott, the minutes of the called meeting of
<br />September 27, 1977 and minutes of the regular meeting of September 27, 1977, to be approved
<br />as received, was adopted by unanimous vote.
<br />
<br /> 7'7-375 - Mayor Davis presented a proclamation to Shipyard Commander Captain Alfred
<br />Kurzenhauser, recognizing ,'Navy Week" October 9 through 15, 1977.
<br />
<br /> 77-376 - N. J. Brown, Chairman of Parks and Recreation Commission, commended the Depart-
<br />ment of Parks and Recreation for outstanding performance of receiving the 1977 National Gold
<br />Medal Award. Mr. Brown introducedMr. James C. Greiner, Director of Parks and Recreation and
<br />Mr. Greiner commended his staff and had those present to stand to be recognized. The 1977
<br />National Gold Medal Award Plaque, presented by The Sports Foundation, Inc., inscribed "For
<br />Excellence in the Field of Park and Recreation Management", was received by City Council from
<br />Mr. Nick Brown. Mr. Jack DeBold, General Manager of DixieSporting Goods Corp. sponsor for
<br />the Award, was present.
<br />
<br /> Mayor Davis, on behalf of City Council, commended Parks and Recreation Commission and
<br />Department of Parks and Recreation, for their splendid achievement.
<br />
<br />UNFINISHED BUSINESS -
<br />
<br /> 77-355 The following ordinance approved on first reading at the regular meeting of
<br />September 27, 1977, was taken up and read:
<br />
<br />"AN ORDINANCE TO APPROPRIATE $4,218,186 PROM THE GENERAL REVENUE~,~HARING TRUST
<br />FUND FOR CAPITAL EXPENSES IN THE CATEGORY OF COMMUNITY SERVICES;;¢~D¢cATI;oN, PARKS
<br />AND RECREATION, SEWERS, GUTTERS AND STREET IMPROVEMENTS AND CAPITAL EQUIPMENT."
<br />
<br /> On motion of Mr. Wentz and seconded by Mr. Elliott, the ordinance was adopted, and by
<br />the following vote:

<br />Ayes: Barnes, Early, Elliott, Oast, Wentz, Davis
<br />Nays: None
<br />
<br /> 77-356 The following ordinance approved on first reading at the regular meeting of
<br />September 27, 1977, was taken up and read:

<br />"AN ORDINANCE TO APPROPRIATE $39,639 FROM THE GRANTS FUND FOR THE PROVISION
<br />OF AGING SERVICES FOR THE CITY OF PORTSMOUTH."
<br />
<br /> On motion of Mr. Wentz and

<br />"AN ORDINANCE TO APPROPRIATE $15,380 FROM THE GRANTS FUND FOR THE ADULT
<br />OFFENDER TRACKING SYSTEM."

<br /> On motion of Mr. Wentz, and seconded by Mr. Elliott, the ordinance was adopted, and by
<br />the following vote:

<br /> 77-358 - The following ordinance approved on first reading at the regular meeting of
<br />September 27, 1977, was taken up and read:

<br />"AN ORDINANCE TO APPROPRIATE $25,275 FROM THE CAPITAL IMPROVEMENT FUND FOR
<br />THE PURCHASE OF CAPITAL EQUIPMENT FOR THE POLICE DEPARTMENT, CENTRAL RECORDS
<br />AND PHOTOGRAPHIC PROCESSING FACILITIES."
<br />
<br /> On motion of Mr. Wentz and seconded by Mr. Barnes, the ordinance was adopted, and by
<br />the following vote:
