309 <br /> <br />1977 <br /> <br /> 77-598 - "Consideration of a~resolution requesting the General Assembly of Virginia to <br />designate the segment of Route S8 from the Midtown Tunnel to High Street as the Martin Luther <br />King Freeway. <br /> <br /> We have been informed by the Commissioner of the State Department of Highways and Trans- <br />portation that it is the policy of the Highway Commission to have the names of State ~ighways <br />and bridges done by the General Assembly. Also, Mr. Harwood indicated that he believed that <br />those persons for whom the highways and bridges were named consider it a great honor to have <br />them so designated by the General Assembly. A copy of Mr. Harwood's letter requesting that <br />this be forwarded to the General Assembly is attached for your information. The City Manager <br />recommends adoption." <br /> <br /> On motion of Mr. Holley and seconded%by Mr. Early, the following resolution was adopted, <br />and by the following vote: <br /> <br />"A RESOLUTION REQUESTING THE GENERAL ASSEMBLY OF <br />SEGMENT OF U. S. ROUTE 58 FROM MIDTOWN TUNNEL TO <br />LUTHER KING FREEWAY. <br /> <br />VIRGINIA TO DESIGNATE THAT <br />HIGH STREET AS THE B~RTIN <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the General Assembly of Virginia is requested <br />to designate that segment of U. S. Route S8 from Midtown Tunnel to High Street as the Martin <br />Luther King Freeway. <br /> <br /> BE IT FURTHER RESOLVED that the City Clerk send a copy of this resolution to the repre~= <br />pentatives of the City of Portsmouth in the General Assembly." <br /> <br />Ayes: Barnes, Early, Elliott, Holley, Oast, Wentz <br />Nays: None <br /> <br /> 77-599 "Consideration of a resolution appointing viewers for the closing of a portion <br />of Twin Pines Road. <br /> <br /> Peachtree Associates have made application to vacate a portion of Twin Pines Road. <br />This resolution will appoint viewers pursuant to State law. The City Manager recommends <br />adoption." <br /> <br /> On motion of Mr. Early and seconded by Mr. Elliott, the following resolution was adopted: <br />and by the following vote: <br /> <br />"A RESOLUTION APPOINTING VIEWERS FOR CLOSING THE FOLLOWING STREET: A PORTION <br />OF TWIN PINES ROAD. <br /> <br /> WHEREAS, Peachtree Associates has made application to vacate, close and discontinue <br />the hereinafter described portion of a certain street and it appearing that Notice of Applica- <br />tion and request for the appointment of viewers was duly posted the 14th day of October, <br />1977 on the bulletin board of the City Hall Building of the City of Portsmouth, the bulletin <br />board of the General District Court, Civil Division, of the City of Portsmouth and the <br />bulletin board of the Circuit Court of the City of Portsmouth. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that Frank N. Bilisoly, F. J. Bergeron, Robert Reed, R. Irvine Smith and L. A. Clarke be <br />appointed viewers and James V.~McGehee be appointed the alternate viewer in the event one <br />of the preceding viewers fails to participate, said viewers to view the hereinafter described <br />portion of such street and to report to this Council in writing whether in their opinion <br />any, and if any, what inconvenience would result in vacating and closing the following: <br /> <br />Twin Pines Road <br /> <br /> That portion of Twin Pines Road beginning at the northeast corner <br />of the intersection of the northern right of way tines of Twin Pines Road <br />and Southampton Arch; thence N 10° OO' W approximately 70'; thence S 80° <br />OO' W 17.6'; thence southwest along a curve 58.02'; thence southeast along <br />the north right of way line of Southampton Arch projected approximately <br />80' to the point of origin; said portion containing approximately 1,800 <br />square feet; [S-77-12]." <br /> <br />Ayes: Barnes, Early, Elliott, Holley, Oast, Wemtz <br />Nays: None <br /> <br /> 77-400 - "Consideration of a resolution authorizing the City Manager to convey two <br />parcels of land to the Portsmouth Redevelopment and Housing Authority in the Mount Hermon <br />Conservation and Redevelopment area. <br /> <br /> The City of Portsmouth has de~ermined that two parcels of land situated in the Mount <br />Hermon Conservation and Redevelopment area re no longer needed by the City. Portsmouth <br />Redevelopment and Housing desires to purchase the two parcels for $1,540. This price is <br />fair market value for the parcels to be sold.
