309 1977 77-598 - "Consideration of a~resolution requesting the General Assembly of Virginia to designate the segment of Route S8 from the Midtown Tunnel to High Street as the Martin Luther King Freeway. We have been informed by the Commissioner of the State Department of Highways and Trans- portation that it is the policy of the Highway Commission to have the names of State ~ighways and bridges done by the General Assembly. Also, Mr. Harwood indicated that he believed that those persons for whom the highways and bridges were named consider it a great honor to have them so designated by the General Assembly. A copy of Mr. Harwood's letter requesting that this be forwarded to the General Assembly is attached for your information. The City Manager recommends adoption." On motion of Mr. Holley and seconded%by Mr. Early, the following resolution was adopted, and by the following vote: "A RESOLUTION REQUESTING THE GENERAL ASSEMBLY OF SEGMENT OF U. S. ROUTE 58 FROM MIDTOWN TUNNEL TO LUTHER KING FREEWAY. VIRGINIA TO DESIGNATE THAT HIGH STREET AS THE B~RTIN NOW, THEREFORE, BE IT RESOLVED that the General Assembly of Virginia is requested to designate that segment of U. S. Route S8 from Midtown Tunnel to High Street as the Martin Luther King Freeway. BE IT FURTHER RESOLVED that the City Clerk send a copy of this resolution to the repre~= pentatives of the City of Portsmouth in the General Assembly." Ayes: Barnes, Early, Elliott, Holley, Oast, Wentz Nays: None 77-599 "Consideration of a resolution appointing viewers for the closing of a portion of Twin Pines Road. Peachtree Associates have made application to vacate a portion of Twin Pines Road. This resolution will appoint viewers pursuant to State law. The City Manager recommends adoption." On motion of Mr. Early and seconded by Mr. Elliott, the following resolution was adopted: and by the following vote: "A RESOLUTION APPOINTING VIEWERS FOR CLOSING THE FOLLOWING STREET: A PORTION OF TWIN PINES ROAD. WHEREAS, Peachtree Associates has made application to vacate, close and discontinue the hereinafter described portion of a certain street and it appearing that Notice of Applica- tion and request for the appointment of viewers was duly posted the 14th day of October, 1977 on the bulletin board of the City Hall Building of the City of Portsmouth, the bulletin board of the General District Court, Civil Division, of the City of Portsmouth and the bulletin board of the Circuit Court of the City of Portsmouth. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that Frank N. Bilisoly, F. J. Bergeron, Robert Reed, R. Irvine Smith and L. A. Clarke be appointed viewers and James V.~McGehee be appointed the alternate viewer in the event one of the preceding viewers fails to participate, said viewers to view the hereinafter described portion of such street and to report to this Council in writing whether in their opinion any, and if any, what inconvenience would result in vacating and closing the following: Twin Pines Road That portion of Twin Pines Road beginning at the northeast corner of the intersection of the northern right of way tines of Twin Pines Road and Southampton Arch; thence N 10° OO' W approximately 70'; thence S 80° OO' W 17.6'; thence southwest along a curve 58.02'; thence southeast along the north right of way line of Southampton Arch projected approximately 80' to the point of origin; said portion containing approximately 1,800 square feet; [S-77-12]." Ayes: Barnes, Early, Elliott, Holley, Oast, Wemtz Nays: None 77-400 - "Consideration of a resolution authorizing the City Manager to convey two parcels of land to the Portsmouth Redevelopment and Housing Authority in the Mount Hermon Conservation and Redevelopment area. The City of Portsmouth has de~ermined that two parcels of land situated in the Mount Hermon Conservation and Redevelopment area re no longer needed by the City. Portsmouth Redevelopment and Housing desires to purchase the two parcels for $1,540. This price is fair market value for the parcels to be sold. The City Manager recommends adoption."
