310 <br /> <br />October 2S, 1977 <br /> <br />"A RESOLUTION AUTHORIZING THE CITY MANAGER TO CONVEY CITY-OWNED PROPERTY <br />TO THE PORTSMOUTH'REDEVELOPMENT AND HOUSING AUTHORITY (MT. HERMON CONSER- <br />VATION AND REDEVELOPMENT PROJECT, LONDON BOULEVARD RESIDUE PARCELS). <br /> <br /> WHEREAS, the City of Portsmouth desires to convey to Portsmouth Redevelopment <br />And Housing Authority certain parcels of property which are hereinafter desCribed; and <br /> <br />WHEREAS, the said parcel is no longer needed by the City of Portsmouth; and <br /> <br /> WHEREAS, the Portsmouth Redevelopment And Housing Authority desires this land to <br />be incorporated into an adjoining tract of land owned by said Authority in the Mt. Hermon <br />Conservation And Redevelopment Project; and <br /> <br /> WHEREAS, the City of Portsmouth will be compensated for this property by the payment <br />of $1,540.00; and <br /> <br /> WHEREAS, Section 2.09(c) of the Charter of the City of Portsmouth provides that the <br />City may convey property to the Commonwealth of Virginia or any political subdivision <br />thereof, without advertisement and without receiving bids; and <br /> <br /> WHEREAS, the Portsmouth Redevelopment And Housing Authority is a political subdivision <br />of the Commonwealth of Virginia. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that the City Manager be, and he hereby is, authorized to convey the following described <br />property to the Portsmouth Redevelopment And Housing Authority: <br /> <br />PARCEL I <br /> <br /> Ail that certain piece or parcel of land, situate, lying and being in <br />the City of Portsmouth, Virginia, bounded and described as follows: <br /> <br /> Beginning at the southwestern intersection of Florida Avenue and London <br />Boulevard; thence along the southern boundary of London Boulevard S84°O8'SO'' <br />west 225.10' to a point; thence continuing along the southern boundary of <br />London Boulevard along a curve to the left having a radius of 472.98', an <br />arc distance of 240.91' to a point being marked by a Virginia Department of <br />Highways monument, said point being the True Point of Beginning; thence <br />south 05°49'19'' east 57.92' to a point marked by a Virginia Department of <br />Highways monument; thence south 85°58'20'' west 67.11' to a point on the <br />southern boundary of London Boulevard marked by a Virginia Department of <br />Highways monument; thence along the southern boundary of London Boulevard <br />in a northeasterly direction to the True Point of Beginning. <br /> <br />PARCEL II <br /> <br /> All that certain piece or parcel of land, situate, lying and being <br />in the City of Portsmouth, Virginia, bounded and described as follows: <br /> <br /> Beginning at the Ture Point of Beginning of the hereinabove described <br />Parcel I; thence continuing along the southern boundary of London Boulevard <br />along a curve to the left having a radius of 472.98' to a Virginia Department <br />of Highways monument, the True Point of Beginning; thence south 08705'S2" <br />west 46.62' to a Virginia Department of Highways monument; thence north 89° <br />1S'SY" west 5t.7~' to a Virginia Department of Highways monument on the south- <br />ern boundary of London Boulevard; thence along the southern boundary of London <br />Boulevard in a northeasterly direction to the True Point of Beginning. <br /> <br /> BB IT EURTHBR RBSOLVED that the City Manager be, and he hereby is, authorized to <br />complete all transactions &nd execute all documents incident to such conveyance." <br /> <br />Ayes: Barnes, Early, Elliott, Holley, Oast, Wentz <br />Nays: None <br /> <br /> 77-401 - "Consideration of a motion to award the lowest responsible bid for the bulkhead <br />for the 18th green at Sleepy Hole Golf Course." <br /> <br /> Motion of Mr. <br />Developers, being <br />animous vote. <br /> <br />Barnes and seconded by Mr. Holley, the conmract <br />lowest responsible bid, in the amount of $15,800, <br /> <br />to be awarded to Lynphaven <br />and was adopted by un- <br /> <br /> 77-402 - Motion of Mr. Barnes and seconded by Mr. Holley, City Manager's Quarterly <br />Financial Report to be received as information, and was adopted by unanimous vote. <br /> <br /> 77-403 The following letter from :Russell F. Gallette, Chairman, Po'r~smouth Parking <br />Autk.~ri~¥.was~sBbmitt~; .~ - <br /> <br /> "In response to your direztive to the Portsmouth Parking Authority to review a request <br />from the Senior Citizens for free parking at the King Square Parking Lot, please be advised <br />that the subject was discussed in detail at the meeting held on October 4, 1977. <br /> <br /> The Commission recognizes the senior citizens' limited financial position and is in <br />sympathy with their request. We must also remognize the possible consequences of providing <br />special privileges for a special group without providing the same privileges for all special <br />groups. It was also the consensus of opinion that the availability of bus transportation at <br /> <br /> <br />
