October 25~ 1977 <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Early, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $55,000 FROM THE CITY GARAGE FUND FOR THE PURCHASE <br />OF A COMMERCIAL COLLECTION VEHICLE." <br /> <br /> 77-395 - "Consideration of an ordinance on first reading to appropriate $47,204 in the <br />Mental Health Services Fund for operation of the Portsmouth Local Alcoholism Services Program <br />effective October 1, 1977. <br /> <br /> This appropriation will provide the necessary funds to transfer the Portsmouth Local <br />Alcoholism Services Program to the Portsmouth Community Mental Health and Mental Retardation <br />Services Board pursuant to changes in the Code of Virginia. This program has been funded sinc <br />March 1973~as a State operated program within Portsmouth. 100% funding for this program will <br />be provided by the State Department of Mental Health and Mental Retardation. No local cash <br /> match is required. The City Manager recommends adoption on first reading." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Early, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $47,204 FROM THE MENTAL HEALTH SERVICE FUND FOR THE <br />OPERATION OF THE PORTSMOUTH LOCAL ALCOHOLISM SERVICE," <br /> <br /> 77-396 - "Consideration of a resolution requesting the Virginia DePartment of, Highways <br />and Transportation to design and construct as an urban~type project a signalized "K" inter- <br />section for Route 17 at Churchland BoUlevard. <br /> <br /> This resoltuion requests the Virginia Department of Highways and Transportation to procee <br />with the design and construction of a signalized "K" intersection for Route 17 at Churchland <br />Boulevard. It is estimated that the total cost of the project is $150,000 including all traff <br />signals. This resolution also commits the City's 10% share of the project under the Urban <br />Transportation Funding formula. The City Manager recommends adoption." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Elliott, the following resolution was adopted <br />and by the following vote: <br /> <br />"A RESOLUTION REQUESTING THE VIRGINIA DEPARTMENT OF HIGHWAYS AND TRANSPORTATION <br />TO DESIGN AND CONSTRUCT AS AN URBB2q TYPE PROJECT A "K" INTERSECTION AT THE ROUTE <br />17 AND CHURCHLAND BOULEVARD INTERCHANGE. <br /> <br /> WHEREAS, the City of Portsmouth and the Virginia Department of Highways and Transportatio~ <br />has agreed upon the necessary geometric changes to be made at the Route 17 and the Churchland <br />Boulevard interchange. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that <br />the Virginia Department of Highway and Transportation is requested to design and construct as <br />an urban type project a "K" intersection at the Route 17 and Churchl~nd Boulevard interchange. <br /> <br /> BE IT FURTHER RESOLVED that the City of Portsmouth guarantees to reimburse the Virginia <br />Department of Highways and Transportation for ten (10%) percent of ali costs incurred in the <br />design and construction of this project." <br /> <br />Ayes: .Barnes Early, Elliott, Holley, Oast, Wentz <br />Nays: None <br /> <br /> 77-397 - "Consideration of a resolution authorizing the execution of an easement agree- <br />ment between the City and Seaboard Coastline Railrogd for the Gander Creek Drainage Project. <br /> <br /> The City is~presently reloca$iig, and piping Gander Creek from Washington Street to First <br />Street and involves certain right-of-way owned by Seaboard Coast Line Railroad. This easement <br />grants the City the right to install and maintain the pipes constructed in the right-of-way <br />and under the tracks of the Seaboard Coast Line Railroad. The City Manager recommends adoptiol <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Early, the following resolution was <br />and by the following vote: <br /> <br /> "A RESOLUTION AUTHORIZING THE CITY MANAGER TO SIGN AND THE CITY CLERK TO ATTEST <br />-'~ AN EASEMENT AGREEMENT ON BEHALF OF THE CITY OF PORTSMOUTH WITH SEABOARD COAST <br /> ~'~LINE RAILROAD COMPANY AS A PART OF THE GANDER CREEK PROJECT. <br /> <br />adopted, <br /> <br /> WHEREAS, the City of Portsmouth and Seaboard Coast Line Railroad Company have negotiated <br />certain conditions to an Easement Agreement as part of the Gander Creek Project; and <br /> <br />WHEREAS, the City Manager has recommended that the City enter into such easement. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth that the City Man, <br />is authorized to sign and the City Clerk to attest an Easement Agreement on behalf of the City <br />of Portsmouth with the Seaboard Coast Line Railroad Company as a part of the Gander Creek Proj <br /> <br />Ayes: Barnes, Early, Elliott, Holley, Oast, Wentz <br />Nays: None <br /> <br />,ger <br /> <br /> Ct." <br /> <br /> <br />
