October 25~ 1977 On motion of Mr. Barnes and seconded by Mr. Early, the following ordinance was approved on first reading, and by unanimous vote: "AN ORDINANCE TO APPROPRIATE $55,000 FROM THE CITY GARAGE FUND FOR THE PURCHASE OF A COMMERCIAL COLLECTION VEHICLE." 77-395 - "Consideration of an ordinance on first reading to appropriate $47,204 in the Mental Health Services Fund for operation of the Portsmouth Local Alcoholism Services Program effective October 1, 1977. This appropriation will provide the necessary funds to transfer the Portsmouth Local Alcoholism Services Program to the Portsmouth Community Mental Health and Mental Retardation Services Board pursuant to changes in the Code of Virginia. This program has been funded sinc March 1973~as a State operated program within Portsmouth. 100% funding for this program will be provided by the State Department of Mental Health and Mental Retardation. No local cash match is required. The City Manager recommends adoption on first reading." On motion of Mr. Barnes and seconded by Mr. Early, the following ordinance was approved on first reading, and by unanimous vote: "AN ORDINANCE TO APPROPRIATE $47,204 FROM THE MENTAL HEALTH SERVICE FUND FOR THE OPERATION OF THE PORTSMOUTH LOCAL ALCOHOLISM SERVICE," 77-396 - "Consideration of a resolution requesting the Virginia DePartment of, Highways and Transportation to design and construct as an urban~type project a signalized "K" inter- section for Route 17 at Churchland BoUlevard. This resoltuion requests the Virginia Department of Highways and Transportation to procee with the design and construction of a signalized "K" intersection for Route 17 at Churchland Boulevard. It is estimated that the total cost of the project is $150,000 including all traff signals. This resolution also commits the City's 10% share of the project under the Urban Transportation Funding formula. The City Manager recommends adoption." On motion of Mr. Barnes and seconded by Mr. Elliott, the following resolution was adopted and by the following vote: "A RESOLUTION REQUESTING THE VIRGINIA DEPARTMENT OF HIGHWAYS AND TRANSPORTATION TO DESIGN AND CONSTRUCT AS AN URBB2q TYPE PROJECT A "K" INTERSECTION AT THE ROUTE 17 AND CHURCHLAND BOULEVARD INTERCHANGE. WHEREAS, the City of Portsmouth and the Virginia Department of Highways and Transportatio~ has agreed upon the necessary geometric changes to be made at the Route 17 and the Churchland Boulevard interchange. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that the Virginia Department of Highway and Transportation is requested to design and construct as an urban type project a "K" intersection at the Route 17 and Churchl~nd Boulevard interchange. BE IT FURTHER RESOLVED that the City of Portsmouth guarantees to reimburse the Virginia Department of Highways and Transportation for ten (10%) percent of ali costs incurred in the design and construction of this project." Ayes: .Barnes Early, Elliott, Holley, Oast, Wentz Nays: None 77-397 - "Consideration of a resolution authorizing the execution of an easement agree- ment between the City and Seaboard Coastline Railrogd for the Gander Creek Drainage Project. The City is~presently reloca$iig, and piping Gander Creek from Washington Street to First Street and involves certain right-of-way owned by Seaboard Coast Line Railroad. This easement grants the City the right to install and maintain the pipes constructed in the right-of-way and under the tracks of the Seaboard Coast Line Railroad. The City Manager recommends adoptiol On motion of Mr. Barnes and seconded by Mr. Early, the following resolution was and by the following vote: "A RESOLUTION AUTHORIZING THE CITY MANAGER TO SIGN AND THE CITY CLERK TO ATTEST -'~ AN EASEMENT AGREEMENT ON BEHALF OF THE CITY OF PORTSMOUTH WITH SEABOARD COAST ~'~LINE RAILROAD COMPANY AS A PART OF THE GANDER CREEK PROJECT. adopted, WHEREAS, the City of Portsmouth and Seaboard Coast Line Railroad Company have negotiated certain conditions to an Easement Agreement as part of the Gander Creek Project; and WHEREAS, the City Manager has recommended that the City enter into such easement. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth that the City Man, is authorized to sign and the City Clerk to attest an Easement Agreement on behalf of the City of Portsmouth with the Seaboard Coast Line Railroad Company as a part of the Gander Creek Proj Ayes: Barnes, Early, Elliott, Holley, Oast, Wentz Nays: None ,ger Ct."
