July 13, 1999 <br /> <br /> At a Regular Meeting of the City Council on Tuesday, July 13, 1999, <br />there were present: <br /> <br />Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, P. <br />Ward Robinett, Jr., J. Thomas Benn III, William E. Moody, Jr., Charles B. Whitehurst, <br />Sr., Deputy City Manager Johnna R. Lee, City Attorney G. Timothy Oksman. <br /> <br /> Councilman Charles B. Whitehurst, Sr., opened the meeting with prayer, which <br />was followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Whitehurst, and seconded by Mr. Pitts, to approve the minutes of a <br />Called Meeting on June 22, 1999, a Regular Meeting on June 22, 1999, and was <br />adopted by unanimous vote. <br /> <br />99 - 153 - Presentations: <br /> <br />Presentation of special pins to the "Portsmouth Golden Olympians". <br /> <br />- Public Hearing - <br /> <br />99 - 154 - Public Hearing on code amendment applications: <br /> <br />(a) CA-99-01 <br /> <br />CITYWIDE - The City of Portsmouth requests a Code Amendment <br />to Section 40-22 Definitions to delete the definition of Child Care <br />center, add three definitions: Family Day Home, Child Care Center, <br />and Religious Facility-based Child Care Center. This amendment <br />will also change the Use Tables to clarify where the child care <br />operations are permitted. <br /> <br /> Motion by Mr. Griffin, and seconded by Mr. Whitehurst, to concur with the <br />recommendation of the Planning Commission that CA-99-01 be approved on first <br />reading, and was adopted by unanimous vote. <br /> <br />(b) CA-99-02 <br /> <br />CITYWIDE - The City of Portsmouth requests a Code Amendment <br />to amend the Zoning Ordinance to insert language allowing for the <br />establishment of Parking Overlay Districts. <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Moody, to concur with the <br />recommendation of the Planning Commission that CA-99-02 be approved on first <br />reading, and was adopted by unanimous vote. <br /> <br />- City Manager's Report - <br /> <br />99 - 155 - Adoption of a motion to transfer $560,000 in the Capital Improvements Fund <br />for completion of asbestos abatement and demolition of the former I. C. Norcom High <br />School and Cavalier Manor Elementary School. <br /> <br />Recommendation: <br /> <br />· Adoption of a motion to transfer $560,000 in the Capital Improvements Fund <br />for completion of asbestos abatement and demolition of the former I.C. Norcom <br />High School and Cavalier Manor Elementary School. <br /> <br />Purpose and Need: <br /> <br />· The Cavalier Manor Elementary School and old I.C. Norcom High School <br />were turned over to the City for demolition. <br /> <br />· Bids were received on June 24, 1999 for asbestos removal and <br />demolition of these buildings. <br /> <br />· Project costs are substantially below the estimated cost due to the <br />currently favorable bid climate. <br /> <br />· Project time is estimated to be 280 days. <br /> <br /> <br />
