July 13, 1999 <br /> <br />Financial Impact: <br /> <br />· Total anticipated project cost for this project is outlined on Attachment <br />No. 2. <br /> <br />· The funding source is previously appropriated, unexpended balances in <br />CIP contingency and economic development initiatives line items. <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Whitehurst, to transfer $560,000 <br />from the Capital Improvements Fund for completion of asbestos abatement and <br />demolition of the former I. C. Norcom High School and Cavalier Manor Elementary <br />School, and was adopted by the following: <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br />99 -156 - Adoption of an ordinance creating the new Transportation District of <br />Hampton Roads. <br /> <br />This ordinance is the next step in the process of merging the Tidewater <br />Transportation District Commission and the Peninsula Transportation <br />District Commission. All component governments will file their ordinances <br />with the Secretary of the Commonwealth, who will certify that the <br />ordinances have been filed and meet requirements of the Code of Virginia, <br />Section 15.2-4504. <br /> <br />Recommendation: <br /> <br />· Adoption of an ordinance creating the new Transportation District of Hampton <br />Roads. <br /> <br />Purpose and Need: <br /> <br />· On March 23, 1999, the Portsmouth City Council adopted a resolution authorizing <br />the City Manager to enter into a definitive merger agreement among the Tidewater <br />Transportation District Commission, the Peninsula Transportation District Commission, <br />and the seven component governments. <br /> <br />· On June 22, 1999, the City Council approved an amended definitive agreement <br />taking into account comments made by some of the other component governments <br />when they adopted resolutions. <br /> <br />· State law requires that each component government adopt an ordinance creating <br />the new Transportation District of Hampton Roads. All component governments will file <br />their ordinances with the Secretary of the Commonwealth, who will certify that the <br />ordinances have been filed and meet requirements of the Code of Virginia, Section <br />15.2-4504. <br /> <br />· After certification, the component governments will each appoint two members (and <br />alternates) to the new commission. <br /> <br />Financial Impact: <br /> <br />· There will be no direct financial impact by the adoption of this ordinance. However, <br />it is expected that the merger will create efficiencies that will reduce the costs of public <br />transit to the member jurisdictions. <br /> <br />Mayor Holley relinquished the gavel to Vice Mayor Griffin. <br /> <br /> Motion by Mr. Holley, and seconded by Mr. Pitts, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"AN ORDINANCE CREATING THE TRANSPORTATION DISTRICT OF HAMPTON <br />ROADS IN ACCORDANCE WITH AND PURSUANT TO THE TRANSPORTATION <br />DISTRICT ACT OF 1964, AS AMENDED." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br /> <br />
