July 13, 1999 Financial Impact: · Total anticipated project cost for this project is outlined on Attachment No. 2. · The funding source is previously appropriated, unexpended balances in CIP contingency and economic development initiatives line items. Motion by Mr. Robinett, and seconded by Mr. Whitehurst, to transfer $560,000 from the Capital Improvements Fund for completion of asbestos abatement and demolition of the former I. C. Norcom High School and Cavalier Manor Elementary School, and was adopted by the following: Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley Nays: None 99 -156 - Adoption of an ordinance creating the new Transportation District of Hampton Roads. This ordinance is the next step in the process of merging the Tidewater Transportation District Commission and the Peninsula Transportation District Commission. All component governments will file their ordinances with the Secretary of the Commonwealth, who will certify that the ordinances have been filed and meet requirements of the Code of Virginia, Section 15.2-4504. Recommendation: · Adoption of an ordinance creating the new Transportation District of Hampton Roads. Purpose and Need: · On March 23, 1999, the Portsmouth City Council adopted a resolution authorizing the City Manager to enter into a definitive merger agreement among the Tidewater Transportation District Commission, the Peninsula Transportation District Commission, and the seven component governments. · On June 22, 1999, the City Council approved an amended definitive agreement taking into account comments made by some of the other component governments when they adopted resolutions. · State law requires that each component government adopt an ordinance creating the new Transportation District of Hampton Roads. All component governments will file their ordinances with the Secretary of the Commonwealth, who will certify that the ordinances have been filed and meet requirements of the Code of Virginia, Section 15.2-4504. · After certification, the component governments will each appoint two members (and alternates) to the new commission. Financial Impact: · There will be no direct financial impact by the adoption of this ordinance. However, it is expected that the merger will create efficiencies that will reduce the costs of public transit to the member jurisdictions. Mayor Holley relinquished the gavel to Vice Mayor Griffin. Motion by Mr. Holley, and seconded by Mr. Pitts, to adopt the following ordinance, and was adopted by the following vote: "AN ORDINANCE CREATING THE TRANSPORTATION DISTRICT OF HAMPTON ROADS IN ACCORDANCE WITH AND PURSUANT TO THE TRANSPORTATION DISTRICT ACT OF 1964, AS AMENDED." Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley Nays: None
