July 13, 1999 <br /> <br /> At a Called Meeting of the City Council on Tuesday, July 13, 1999, there were <br />present: <br /> <br />Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, P. <br />Ward Robinett, Jr., J. Thomas Berm III, William E. Moody, Jr., Charles B. Whitehurst, <br />Sr., City Manager Ronald W. Massie, City Attorney G. Timothy Oksman. <br /> <br />99 - 151 - The following call for the meeting was read: <br /> <br /> "Please attend a Called Meeting of the City Council to be held in the City <br />Manager's Conference Room, 801 Crawford Street, 6th floor, 5:00 p.m., Tuesday, July <br />13, 1999, for the purpose of a Public Work Session. <br /> <br />In addition, you may consider a motion to go into a Closed Meeting. <br />By order of the Mayor." <br />99 - 152 - The following items were discussed in Public Work Session: <br />1. Regional Transportation Priorities <br /> <br />2. Portsmouth Riverfront Performing Arts Center Overview <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Whitehurst, to go into Closed Meeting <br />pursuant to provisions of Section 2.1-344 of the Code of Virginia, to discuss or consider <br />the following: <br /> <br /> Appointments by Council to committees, boards, or commissions and the <br />performance of specific public officers, appointees or employees of the City, as <br />permitted by subsection (A)(1); <br /> <br /> The investing of public funds where competition or bargaining is involved where, <br />if made public initially, the financial interest of the City would be adversely affected, as <br />permitted by subsection (A)(6), with said investment involving economic development <br />activities; and <br /> <br /> Consultation with legal counsel and briefings by staff members, consultants or <br />attorneys pertaining to pending federal litigation, as permitted by subsection (A)(7). <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Pitts, pursuant to Section 2.1-344.1 <br />of the Code of Virginia, certifying that to the best of the Council Member's knowledge <br /> <br />during the immediately preceding Closed Meeting of the City Council: <br /> 1. <br /> <br /> Only public business matters lawfully exempted from open meeting <br /> requirements by the Virginia Freedom of Information Act, and <br /> <br /> 2. Only such public business matters as were identified in the motion by which <br /> the Closed Meeting was convened, were heard, discussed or considered in <br /> the meeting by the City Council. <br /> <br /> The motion was adopted by unanimous vote. <br /> <br /> On motion, meeting adjourned. <br /> <br />Minutes prepared by: <br /> <br />Victor H.
