<br /> On September 27, 1977 DeLacy Stith appearedopposing the adoption of said agenda item.
<br />The Council referred this matter to me to determine What, if anything, would occur if such
<br />proposed boundary amendments were not adopted.
<br />
<br /> After speaking with a representative of the State Division of Legislative Services and a
<br />representative of the U. S. Census Bureau, I was advised that data which'would be set forth pe~
<br />taining to the 1980 Census in the rejected census tracts would not be accumulated, and that suc
<br />data would not be available.
<br />
<br /> After receiving this information and with concurrence of the Council, I requested Mr.
<br />Stith to dmaw his own boundaries which would be submitted to the U. S. Census Bureau for their
<br />approval. By letter dated October 28, 1977 which I attach to this report, Mr. Stith, for the
<br />reasons stated, did not offer any alternatives.

<br /> Accordingly, it is my recommendation that Agenda Item 77-363 be adopted by the City
<br />Council to meet the mandates of Chapter 376 of the 1976 General Acts of Assembly of Virginia."

<br /> On motion of Mr. Early and seconded by Mr. Elliott, the ordinance was adopted on final
<br />reading, and by the following vote:

<br />The following reports from the City Manager were presented:

<br /> 77-412 - "Consideration of an
<br />Grants Fund to.provide industrial
<br />Southside neighborhood.
<br />
<br />ordinance on first reading to appropriate $752,000 from the
<br />infrastructure for the Southside Industrial Park in the
<br />
<br /> This appropriation will provide the necessary funds to construct industrial infrastructure
<br />for the Southside Industrial Park Project in the Southside area to be administered by the De-
<br />partment of Engineering and Technical Services. The purpose of this project will be to constru
<br />an industrial infrastructure (water lines, streets, drainage, etc.) required to market five
<br />parcels on a 20 acre site in the Southside neighborhood. The pro3ect is located in the EDA
<br />designated Special Impact Redevelopment Area and will complement previous Community Development
<br />efforts. Of the total appropriation $601,600 represents Federal funding received from the
<br />Economic Development Administration and $150,400 represents Community Development funds for
<br />1976 and 1977. The City Manager recommends adoption on first reading.
<br />
<br /> On motion of Mr. Barnes and seconded by Mr. Early, the following ordinance was approved
<br />on first reading, and by unanimous vote:

<br />INFRASTRUCTURE FOR THE SOUTHSIDE INDUSTRIAL PARK IN THE SOUTHSIDE NEIGHBORHOOD."

<br /> 77-413 - "Consideration of an ordinance on first reading to appropriate $9,052 from the
<br />Grants Fund to provide a Defensive Driving Course for City Employees, Emergency Medical Service~
<br />Equipment, and Services for the Aging.
<br />
<br /> This appropmiation will provide the necessary funds to provide three separate programs.
<br />The Defensive Driving Course, to be administered by the Department of Personnel, is designed to
<br />instruct the City of Portsmouth's employees who are responsible for operating City vehicles
<br />in the basic techniques of defensive driving and, as a result, reduce accidents. Emergency
<br />Medical Services Equipment will provide funds for a datascope, oxygen unit, suction unit and
<br />ambulance cot in order to properly outfit a City ambulance and to offer a fuller range of
<br />essential emergency-life support services. Services for the Aging will provide supplemental
<br />administrative support for the Senior Citizens Coordinator and equipment and supplies for the
<br />Dental Clinic for Seniors. The City Manager recommends adoption on first reading.
<br />
<br /> On motion of Mr.. Early and secon'ded by Mr. Barnes, the following ordinance was approved on
<br />first reading, and by unanimous vote:

<br />"AN ORDINANCE TO APPROPRIATE $9,052 FROM THE GRANTS FUND TO PROVIDE A DEFENSIVE
<br />DRIVING COURSE FOR CITY EMPLOYEES, EMERGENCY MEDICAL SERVICES EQUIPMENT AND SERVICES
<br />FOR THE AGING. '
<br />
<br /> 77-414 "Consideration of an ordinance on first reading to appropriate $119,986 from the
<br />G~ants Fund to establish a Lead-Based Paint Renovation Prcgram in the City of Portsmouth.
<br />
<br /> This appropriation will provide the necessary funds to create a Lead-Based Paint Renovatio
<br />Program which will be under the general supervision of the Department of Health. The Renovatioi
<br />Project will be a part of a broader program to screen and identify young children who have ele-
<br />vated lead levels in their blood system, treat poisoned children and remediate the direct en-
<br />vironmental causes of the problem. The project wilI employ work crews to 'de-lead' the struc-
<br />tures by chipping or burning off lead based paint; and, thus, to rehabilitate from 100 to 125
<br />homes during the year. Funded under the Special Projects section of CETA, Title VI, the one-
<br />year project is entirely Federally funded and requires that project employees come from the
<br />rahs of low-income, long-term unemployed local residents. The City Manager recommends adoption
<br />on first reading.
