357 <br /> <br />November 8, 1977 <br /> <br />"AN ORDINANCE TO APPROPRIATB $119,986 FROM THB GRANTS FUND TO ESTABLISH A <br />LEAD-BASED PAINT RENOVATION pROGRAM IN THE CITY OF PORTSMOUTH." <br /> <br />Ayes: Barnes, Early, Elliott, Holley, Oast, Wentz, Davis <br />Nays: None <br /> <br /> 77-415 "Consideration of an ordinance on first reading to appropriate $20,000 from <br />the Capital Improvements~Fund for engineering and design specifications for repairs to the <br />Clifford Street Bridge. <br /> <br /> This appropriation will provide the necessary funds to complete the engineering and de- <br />sign specifications for the necessary repairs to the Clifford Street Bridge. Under our annual <br />bridge inspection program, the Clifford Street Bridge was listed as the top priority in the <br />City requiring repairs due to deterioration and heavy traffic volume. This project is include <br />in the 1977-78 Capital Improvements Program for engineering and design costs. The City Manag~ <br />recommends adoption on £irst reading." <br /> <br /> On motion of Mr. Holley and seconded by Mr. Early, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE ~20,000 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />ENGINEERING AND DESIGN SPECIFICATIONS FOR REPAIRS TO THE CLIFFORD STREET BRIDGE." <br /> <br /> 77-416 "Consideration of an ordinance on first reading to appropriate $77,575 ~rom <br />the Capital Improvements Fund for repairs to fire facilities and hot spot allocations for <br />minor storm drainage construction end repair. <br /> <br /> This appropriation will provide the necessary funds to make repairs to fire facilities <br />including major plumbing repairs at Fire Headquarters, paving repairs at Fire Station 10 and <br />3; and, to install diesel fuel tanks at 9 and 11. There is $50,000 in this appropriation <br />which was included in the 1977-78 Capital Improvements Program for the 'hot spots' (min6r con- <br />struction or repairs to drainage, curbs and gutters). We have appropriated this amount <br />annually and utilized the 'hot spot' funding to make minor repairs to alleviate, where pos- <br />sible, serious drainage and flooding problems that are minor in nature from the standpoint <br />of cost. The City Manager recommends adoption on first reading." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Elliott, the following ordinance was <br />on first reading, and by unanimous vote: <br /> <br /> '~AN ORDINANCE TO APPROPRIATE $77,575 FROM THE CAPITAL IMPROVEMENT FUND FOR <br /> REPAIR TO FIRE FACILITIES AND HOT SPOT ALLOCATION FOR MINOR STORM DRAINAGE <br /> CONSTRUCTION AND REPAIR." <br /> <br />approved <br /> <br /> 77-417 "Consideration of an ordinance on first reading to appropriate $1,098,410 from <br />the Capital Improvements Fund for curb and gutter, public utilities and street improvements. <br /> <br /> This appropriation will provide the necessary £unds to do $817,000 of curb and gutter, <br />and street improvements mn the Brighton area. There is also included in this appropriation <br />$270,929 of Public Utilities funds for improvements to the public utilities system in the <br />project area. The area to be improved is bounded by Lincoln Street on the north, Portsmouth <br />Boulevard on the south, Effingham Street on the east, extending to and including Pearl Street <br />on the west. Of the total appropriation, $446,000 is being provided under the Local Public <br />Works EDA Grant, Round [I. The balance of the funds for this project includes $270,000 to <br />be furnished from Public Utility bond proceeds and approximately $380,000 of General Obliga- <br />tion bonds. The City Manager recommends adoption on first reading." <br /> <br />Consideration of a motion to award bids to the lowest responsible bidders. <br /> <br /> On motion of Mr. Holley and ~seconded by Mr. Elliott, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $1,098,410 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />CURB AND GUTTER, PUBLIC UTILITIES AND STREET IMPROVEMENTS." <br /> <br /> Motion of Mr. Barnes and seconded by Mr. Holley, to award contract to Portsmouth Pa%i~g <br />Corporation, being lowest responsible bid in the amount of $823,986; Lone Star Industries, <br />being lowest responsible bid for reinforced pipe; Water Works Supply, being lowest responsibl <br />bids for wager pmpe, water valve boxes and water line valves, sleeves and hydrants, was <br />adopted by unanimous vote. <br /> <br /> 77-418 "Consideration of a resolution endorsing Alternate I for the proposed highway <br />project £or 1-264 parallel tunnel from Des Moines Avenue in Portsmouth in Brambleton Avenue <br />in Norf61k. <br /> <br /> This resolution endorses Alternate I design'ed by the Highway Department which includes <br />a parallel tunnel south of the existing tunne~;and, a parallel draw bridge south of the <br />existing Berkley Bridge in Norfolk. This alternative appears not only to be the most economi <br />cally £easible; but, also from the Environmental Impact standpoint appears to be less dis- <br />ruptive for the City of Portsmouth.
