<br /> On motion of Mr. Wentz and seconded by Mr. Elliott, the ordinance was adopted, and by

<br /> 77-417 - The following ordinance approved on first reading at the regular meeting of
<br />November 8, 1977, was taken up and read:

<br />"AN ORDINANCE TO APPROPRIATE $1,098,410 FROM THE CAPITAL IMPROVEMENT FUND
<br />FOR ~RB AND GUTTER, PUBLIC UTILITIES AND STREET IMPROVEMENTS."

<br /> On motion of Mr. Wentz and seconded by Mr. Barnes, the ordinance was adopted, and by
<br />the following vote:

<br />The following reports from the City Manager were presented:
<br />
<br /> 77-430 "Consideration of an ordinance on first reading to appropriate
<br />the Anti-recession Fiscal Assistance Fund for local match for the EDA Grant,
<br />Program, and Building Demolitions.
<br />
<br />$125,000 from
<br />Financial Control
<br />
<br /> This appropriation will provide the necessary funds for the local match required for the
<br />EDAr_Planning Grant for the period October 1, 1977, through November 30, 1978, in the amount
<br />of $15,000. Also included in this appropriation is a Financial Control Program which includes
<br />3 positions, all benefits, etc., at an annual cost of $60,000. However, this appropriation
<br />provides for 18 months of funding through June 30, 1979 for a total cost of $90,000. This
<br />program is attached for your information. The balance of this appropriation, $20,000, will
<br />be utilized for building demolitions in non-CD block grant areas to support the Codes Enforce
<br />ment Program. The City Manager recommends adoption on first reading."

<br /> On motion of Mr. Barnes and seconded by Mr. Wentz, the following ordinance was approved
<br />on first reading, and by unanimous vote:
<br />
<br />"AN ORDINANCE APPROPRIATING S125,000 FROM THE ANTI-RECESSION FISCAL ASSISTANCE
<br />FUND FOR A LOCAL EDA GRANT, A FINANCIAL CONTROL PROGRAM AND BUILDING DEMOLITION.
<br />
<br /> 77-431 "Consideration of an ordinance on first reading to appropriate $300,000 in the
<br />Capital Improvements Fund for the purchase of school buses and other capital equipment from
<br />the Revenue Sharing Trust Fund.
<br />
<br /> This appropriation will provide the necessary funds to purchase 10 school buses and other
<br />capital equipment for the City, which was approved as part of the General Revenue Sharing
<br />Program and the 1977-78 Capital Improvements Program. This entire appropriation is being
<br />funded from General Revenue Sharing. The General Revenue Sharing funds have previously been
<br />approved by City Council; and, there have been public hearings on the proposed use as well
<br />as on the appropriation of the Revenue Sharing funds. The City Manager recommends adoption
<br />on first reading."

<br /> On motion of Mr. Early and seconded by Mr. Barnes, the following ordinance was approved
<br />on first reading, and by unanfmo~s vote:

<br />"AN ORDINANCE APPROPRIATIONG $300,000 FROM THE CAPITAL IMPROVEMENT FUND FOR
<br />THE PURCHASE OF SCHOOL BUSES AND OTHER CAPITAL EQUIPMENT."

<br />77-432 "Consideration of an ordinance closing a portion of Twin Pines Road.
<br />
<br /> Peachtree Assoziates have made application to close a portion of Twin Pines Road. Counci
<br />by resolution adopted October 25, 1977 appointed viewers pursuant to State law. The viewers
<br />have reported in writing that in their opinion no inconvenience would result from the dis-
<br />continuance of this portion of Twin Pines Road. A copy of the viewers report and a plat
<br />showing the portion to be closeJ is attached for your information. The City Manager recommend
<br />adoption.

<br /> On motion of Mr. Barnes and seconded by Mr. EaYly, the following ordinance was adopted
<br />on first and final reading, and by the following vote:
<br />
<br />"AN ORDINANCE CLOSING THE FOLLOWING STREET: A PORTION OF TWIN PINES ROAD."

<br /> 77-433 "Consideration of a resolution expanding the membership of the Mayor's Commissio.
<br />on the Handicapped.
<br />
<br /> On July 26, 1977, the Mayor's Commission on the Handicapped was created for the purpose
<br />of advising and informing the public and private sectors of the City of the problems facing
<br />handicapped persons. Such commission was created to include not less than - persons; but, the
<br />amount of interest expressed in the work of this Commission justifies expansion of its member-
<br />ship to 15 members. Upon request of the Mayor, this resolution is being presented for adoptio~
<br />
