<br />At a regular meeting of the City Council held on November 22~ 1977, there were present:
<br />
<br />Jack P. Barnes, E. Saunders Early, Jr., Archie Elliott, Jr., James W. Holley,
<br />Edward L. Oast, Jr., Robert W. Wentz, Jr., R. T. Williams, City Manager,
<br />Gordon B. Tayloe, Jr., City Attorney.
<br />
<br />Absent: Richard J. Davis
<br />
<br /> Rev. C. K. Jones, Pastor, Ebenezer Baptist Church, Virginia Beach, opened the meeting
<br />with prayer, followed by the Pledge of Allegiance to the Flag.
<br />
<br /> Vice Mayor Wentz presided in the absence of Mayor Davis and welcomed all visitors in
<br />attendance.
<br />
<br /> Motion of Mr. Oast and seconded by Mr. Early, the minutes of the called meeting of
<br />November 8, 1977 and minutes of the regular meeting of November 8, 1977, to be approved as
<br />received, was adopted by unanimous vote. 77-428
<br /> Vice Mayor Wentz presented All-America mementoes to Mark Raynard, Eagle Scout of Troop
<br />233 and Gary Leroy Pope, Jr., Eagle Scout of Troop 215, Boy Scouts of America.
<br />
<br />Mayor Davis arrived at 7:40 p.m. and chaired the remainder of the meeting.

<br /> 77-412 The following ordinance approved on first reading at the regular meeting of
<br />November 8, 1977, was taken up and read:
<br />
<br />"AN ORDINANCE TO APPROPRIATE $752,000 FROM THE GRANTS FUND TO PROVIDE INDUSTRIAL
<br />INFRASTRUCTURE FOR THE SOUTHSIDE INDUSTRIAL PARK IN THE SOUTHSIDE NEIGHBORHOOD."
<br />
<br /> On motion of Mr. Wentz and seconded by Mr. Early, the ordinance was adopted, and by the
<br />following vote:

<br /> 77-413 The following ordinance approved on first reading at the regular meeting of

<br />"AN ORDINANCE TO APPROPRIATE $9,052 FROM THE GRANTS FUND TO PROVIDE A DEFENSIVE
<br />DRIVING COURSE FOR CITY EMPLOYEES, EMERGENCY MEDICAL SERVICES EQUIPMENT AND
<br />SERVICES FOR THE AGING."

<br /> On motion of Mr. Wentz and seconded by Mr. Barnes, the ordinance was adopted, and by the

<br /> LEAD-BASED PAINT RENOVATION PROGRAM IN THE CITY OF PORTSMOUTH."

<br /> Dr. Carl Root, Director of Public Health, was present to answer questions;concerning the
<br />Program.
<br />
<br /> On motion of Mr. Wentz and seconded by Mr. Early, the ordinance was adopted, and by the
