<br /> WHEREAS, the

<br /> On motion~o~r..i:Barnes and seconded by Mr. Oast, the following resolution was adopted,
<br />and by the following vote:
<br /> "A RESOLUTION EXPANDING THE MEMBERSHIP OF the "MAYOR'S CO~4ITTEE ON THE HANDICAPPED".
<br /> WHEREAS, by a resolution adopted by the Council of the City of Portsmouth, Virginia,
<br />on July 26, 1977, the "Mayor's Committee on the Handicapped" was created for the purpose
<br />of advising and informing the public and private sectors of the City of Portsmouth and
<br />environs of the problems facing handicapped persons; and
<br /> said resolution provided that such Committee was
<br /> and
<br />
<br /> WHEREAS, the
<br />of its membership.

<br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of
<br />the membership of the "Mayor's Committee on the Handicapped"

<br /> 7?-434 - "Consideration of a resolution authorizing the City Manager to enter into a
<br />Close-out Agreement with the Portsmouth Redevelopment and Housing Authority and the Department
<br />of Housing and Urban Development for the Olde Towne Renewal Project, VA. R-49.
<br /> A letter is attached giving the backgroud information on this project and also the pro-
<br />jects included in the next three succeeding resolutions. The City Manager recommends adoption
<br /> On motion of Mr. Early and seconded by Mr. Barnes, the following resolution was adopted,
<br />and by the following vote:
<br /> "A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A CLOSEOUT AGREEMENT
<br /> WITH PORTSMOUTH REDEVELOPMENT AND HOUSING AUTHORITY AND THE DEPARTMENT OF HOUSING
<br /> AND URBAN DEVELOPMENT FOR OLdE TOWNE RENEWAL PROJECT, VA. R-49.
<br /> W~EREAS, the,Portsmouth Redevelopment And Housing Authority has undertaken a redevelopment
<br />program with financial assistance from the Department of Housing And Urban Development
<br />(HUD) and local cooperation by the City, with programs identified as "Olde Towne Renewal
<br />Project" VA. R-49; and
<br /> WHEREAS, the Portsmouth Redevelopment And Housing Authority entered into a Loan Contract
<br />with the Department pf Housing And Urban Development to provide Federal financial assistance
<br />with the undertaking of the program; and
<br /> WHEREAS, on May 15, 1968, Portsmouth Redevelopment And Housing Authority and the
<br /> City of Portsmouth entered into a Cooperation Agreement, said Agreement having been amended
<br /> from time to time, by which the City agreed to, and did provide, certain local assistance
<br /> for the program; and
<br /> WHEREAS, the parties hereto desire to enter into a financial settlement"of the program
<br /> as authorized by Section 112 of the Housing And Community Development Act of 1964 (PL95-
<br /> 385) and the provisions of 24CFR of Part 570, sub-part I; and
<br /> WHEREAS, it is certified that environmental review pursuant to 24CFR Part 58.20 has
<br /> been completed by Portsmouth Redevelopment And Housing Authority, and that the citizen
<br /> participation required under Section 570.803(d)(2) of said Federal Registrar has been
<br /> completed.
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia,
<br /> that the City Manager be, and he hereby is, authorized to sign a Closeout Agreement for
<br /> the Olde Towne Renewal Project, VA.
<br /> This resolution shall take effect from the date of i~s adoption."
