3'32 <br /> <br />December 13. 1977 <br /> <br /> At a regular meeting of the City Council held on December 13~ 1977~ there were present: <br /> Richard J. Davis, Jack P. Barnes, E. Saunders Early, Jr., Archie Elliott, Jr., <br /> James W. Holley, Edward L. Oast, Jr., Robert W. Wentz, Jr., R. T. Williams, <br /> City Manager, James T. Martin, Assistant City Attorney. <br /> <br /> Rev. H. Fred Edge, Pastor, Park View United Methodist Church, opened the meeting with <br />prayer, followed by the Pledge of Allegiance to the Flag. <br /> <br /> Motion of Mr. Wentz and seconded by Mr. Early, the minutes of the regular meeting of <br />November 22, 1977; minutes of the special meetihg of November 28, 1977, to be approved as <br />received, was adopted by unanimous vote. <br /> <br /> 77-450 - Mayor Davis presented <br />"Portsmouth Area Junior Miss 1978." <br /> <br />the "Key to the City" to Miss Beverly Ellen Vaughan, <br /> <br /> 77-451 - Mayor Davis presented the following resolution to Dr~Ethalyn R. Strong: <br /> <br /> "WHEREAS, Dr. Ethelyn R. Strong was recently honored as the "Professional Woman of <br />the Year, 1977", by the Sales & Marketing Executives Club; and <br /> <br /> WHEREAS, this award is given only to those with an extraordinary history pf community <br />service, professional advancement and humanitarian skills; and <br /> <br /> WHEREAS, although Dr. Strong has had a full and productive career, she has also served <br />in many settings aimed at enhancing the quality of life for all our citizens; and <br /> <br /> WHEREAS, Dr. Strong is wellknown in the field of social work through her contribution <br />to the research, development and implementation of major institutional and civic programs <br />and policies. <br /> <br /> THEREFORE, BE IT RESOLVED, by the Council of the City of Portsmouth, Virginia, that <br />the commendation and deep appreciation of the City be expressed to Dr. Strong for her dedicat~- <br />ed service and that this resolution be spread upon the minutes of the Council." <br /> <br /> 77-452 - Mayor Davis presented Certificates of Appreciation to the following former <br />members of B~oards/Commissions commending them for their services: <br /> <br />Judge Gordon F. Marsh <br />Ca,roll O, Ferrell <br />Mrs. Vivian G. Watts <br />James C. Craig <br />Mrs. Mayetta L. Ford <br />Leonard L. Sullivan, Sr. <br />J, W. Bolding, gr. <br /> <br />Highway Safety Commission <br />Law Library Board <br />Library Board <br />MH/MR Services Board <br />Museum & Fine Arts Commission <br />Planning Commission <br />Supplemental/Fire & Police Retirement System <br /> <br />Judge Marsh and Mr. Ferrell were not present. <br /> <br /> 77-453 - Mr. George Brown, Chairman of Parade Committee, Veterans Advisory Committee <br />of Woodland Memorial Gardens, presented proclamation to Mayor Davis that proclaimed Veterans <br />Day, November 11, 1977 and signed by Mayors of the area. <br /> <br />- UNFINISHED BUSINESS <br /> <br /> 77-430 - The following ordinance approved on first reading at the regular meeting of <br />November 22, 1977, was taken up and read: <br /> <br />"AN ORDINANCE APPROPRIATING $125,000 FROM THE ANTI-RECESSION FISCAL ASSISTANCE <br />FUND FOR A LOCAL EDA GRANT, A FINANCIAL CONTROL PROGRAM AND BUILDING DEMOLITION." <br /> <br /> On motion of Mr. Wentz, and seconded by Mr. Elliott, the ordinance was adopted, and <br />by the following vote: <br /> <br />Ayes: Barnes, Early, Elliott, Holley, Oast, Wentz, Davis <br />Nays: None <br /> <br /> 77-431 - The following ordinance~approved on first reading at the regular meeting of <br />November 22, 1977, was taken up and read: <br /> <br />"AN ORDINANCE APPROPRIATING $300,000 FROM THE CAPITAL IMPROVEMENT FUND FOR THE <br />PURCHASE OF SCHOOL BUSES AND OTHER CAPITAL EQUIPMENT." <br /> <br /> On motion of Mr. Wentzand seconded by Mr. Early, the ordinance was adopted, and by <br />the following vote: <br /> <br />Ayes: Barnes, Early, Elliott, Holley, Oast, Wentz, Davis <br />Nays: None <br /> <br />The following reports from the City Manager were presented: <br /> <br /> 77-455 "Consideration of an ordinance on first reading to appropriate $280,000 from <br />the Capital Improvements Fund for the construction of water mains in the Elm Avenue - Victory <br />Boulevard area. <br /> <br /> This appropriation will provide the necessary funds for construction of Phase I of a wat~ <br />mains upgrading project to pro¥ide increased water to industrial areas along Elm Avenue, Victor <br /> <br /> <br />
