333 <br /> <br />December 13~ 1977 <br /> <br />Boulevard, and Burton Road. Other phases of this project will e~entually loop into the Cradocl <br />district grid. The City has received a Coastal Plains Management grant in the amount of $50,0 <br />to off-set part of the cost for Phase ~. This project is included in the 1977-78 Capital Im- <br />provements Program. The City Manager recommends adoption on first reading. <br /> <br /> Consideration of a motion authorizing the City Manager to award contract to the lowest <br />responsible bidder." <br /> <br /> On motion of Mr. Early and seconded by Mr. Elliott, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $280,000 FROM THE CAPITAL IMPROVEMENT <br />CONSTRUCTION OF WASTE WATER IMPROVEMENT ALONG ELM AVENUE - VICTORY <br />AREA." <br /> <br />FUND FOR <br />BOULEVARD <br /> <br /> Motion of Mr. <br />Contractors, being <br />by unanimous vote. <br /> <br />Early and seconded by Mr. Holley, that the contract be awarded to A & W <br />the lowest responsible bidder in the amount of $249,950, and was adopted <br /> <br />7~7-456 "Consideration of an ordinance on first reading to appropriate $1,150,000 from <br />the Capital Improvements Fund for the improvements to the Lake Kilby Godwin Street pumping <br />station. <br /> <br /> This appropriation will provide the necessary funds to do Phase I of the proposed improve <br />ments for the Lake Kilby - Godwin Street pumpoing station. Funds were previously appropriated <br />for this project to complete the engineering bid specifications and bid the project. We have <br />received bids on Phase I, which is the Lake Kilby pumping station in the amount of $1,062,981. <br />Attached for your information is a letter outlining what is to be accomplished in Phase I. <br />This project was included in the 1977-78 Capital Improvements Program for an estimated cost of <br />$1,138,000. The project is to be funded with Public Utility Bond proceeds. The City Manager <br />recommends adoption on first reading. <br /> <br /> Consideration of a motion authorizing the City Manager to award bid to the lowest respon- <br />sible bidder." <br /> <br /> On motion of Mr. Holley and seconded by Mr. Barnes, the~ following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $1,150,000 FROM THE CAPI%AL IMPROVEMENT FUND FOR <br />THE IMPROVEMENTS TO LAKE KILBY - GODWIN STREET PUMP%NG STATION." <br /> <br /> Motion of Mr. <br />Corporation, being <br />by unanimous vote. <br /> <br />Barnes and seconded by Mr. Oast, <br />the lowest responsible bidder ~n <br /> <br />that the contract be awarded to Gavco <br />the amount of $1,070,000, and was adopted <br /> <br /> 77-457 "Consideration of an ordinance closing a portion of Partridge Street and Reid <br />Street. <br /> <br /> The City of Portsmouth has made application to close a portion of Partridge Street and <br />Reid Street. The viewers were appointed on November 8, 1977; and, have made a report that <br />in their opinion no inconvenience would result from the closing of said streets. A copy of <br />their report and a map showing the portions to be closed is attached for your information. <br />The City Manager recommends adoption. <br /> <br /> On motion of Mr. Holley and seconded by Mr. Barnes, the following ordinance was adopted <br />on first and final reading, and by the following vote: <br /> <br />"AN ORDINANCE CLOSING THE FOLLOWING STREETS: PARCEl I, A PORTION OF PARTRIDGE <br />STREET; AND PARCEL II, A PORTION OF REID STREET." <br /> <br />Ayes: Barnes, Early, Elliott, Holley, Oast, Wentz, Davis <br />Nays: None <br /> <br /> 77-458 "Consideration of a resolution endorsing the City's priorities for legislative <br />action for the 1978 Session of the General Assembly. <br /> <br /> This resolution sets forth items of significant importance to the City of Portsmouth <br />requiring additional funding from the 1978 General Assembly. This resolution includes such <br />items as increased local sales tax, the funding of standards and goals for educatinn, provisior <br />of a surtax on State income tax, and other items as outlined in the resolution. The City <br />Manager recommends adoption." <br /> <br /> On motion of Mr. Holley and seconded by Mr. Early, the following resolution was adopted <br />as amended to include Item 12 ~ additional support for State and local libraries, and by the <br />following vote: <br /> <br />"A RESOLUTION OUTLINING THE 1978 GENERAL ASSEMBLY LEGISLATIVE PRIORITIES <br />OF THE CITY OF PORTSMOUTH. <br /> <br />and <br /> <br />WHEREAS, <br />WHEREAS, <br /> <br />the General ASsembly of Virginia meets <br />the City of Portsmouth has prioritized <br /> <br />in January, 1978; and <br />its legislative programs; <br /> <br /> <br />
