<br />as a community services center to house several human service agencies. The renovations and
<br />improvements to recreation centers and facilities will provide for the installation of capital
<br />recreation equipment, renovation of the Cavalier Manor Recreation Center and repairs at other
<br />recreation facilities. The City Manager recommends adoption on first reading.
<br /> On motion of Mr. Holley and seconded by Mr. Elliott, the following ordinance was approved
<br />on first reading, and by unanimous vote:

<br /> "AN ORDINANCE TO APPROPRIATE $120,526 FROM THE GRANTS FUND TO PROVIDE A FIRE PRE-
<br /> VENTION EDUCATION PROGRAM FOR THE CITY SCHOOLS, RENOVATION OF THE COLONY THEATER
<br /> AND THOMAS JEFFERSON SCHOOL AND RENOVATIONS AND IMPROVEMENTS TO RECREATION CENTERS
<br /> AND FACILITIES."

<br /> 78-5 "Consideration of an ordinance on first reading to appropriate $868,054 in the
<br />Grants Fund for Cradock street and sewer improvements Phase II of the Local Public Works
<br />Grant.
<br />
<br /> This appropriation will provide the funds necessary to complete Phase II of the three
<br />phases,included in the Local Public Works Grant for Cradock street, sewer, drainage, and other
<br />improvements. City Council has, previously appropriated $$650.000 for Phase I of this project
<br />and this appropriation brings the total appropriated-to-date to $1,518,054. The total Local
<br />Public Works Grant awarded to the City was for $2,129,000. It is estimated that Phase II will
<br />require approximately 270 days for completion. Engineering, design specifications, ets., will
<br />proceed on Phase III concurrent with construction on Phase II. The City Manager recommends
<br />adoption on first reading.

<br />SEWER IMPROVEMENTS, LOCAL PUBLIC WORKS GRANT, PHASE/II."

<br /> 78-6 "Consideration of an ordinance on first reading to appropriate $90,000 from the
<br />Capital Improvements Fund for water line construction, engineering, inspection, and contin-
<br />gencies as part of the Cradock Local Public Works Phase II Project.
<br />
<br /> This appropriation will provide the applicable water line construction cost that was not
<br />included as part of the grant application for the Local Public Works project. Water line
<br />replacement and construction amounts to $73,550. The balance of the appropriation ~s for
<br />contingencies, engineering and inspection. This appropriation will be funded from unallocated
<br />Public Utility Bond proceeds. The City Manager recommends adoption on first reading.

<br /> Consideration of a motion authorizing the City Manager to award bid to the lowest respon-
<br />sible bidder."

<br /> On motion of Mr. Holley and seconded by Mr. Elliott, the following ordinance was approved

<br /> Motion of Mr. Holley and seconded by Mr. Oast, that the contract to be awarded to
<br />Portsmouth Paving Corporation, being lowest responsible bid in the amount of SV73,391;
<br />contract for pipes be awarded to Lone Star Industries, Inc., being lowest responsible bid
<br />in the amount of $2,629.56, and was adopted by unanimous vote.

<br /> 78-? - "Consideration of an ordinance on first reading to appropriate $3,803,000 from
<br />the Community Development Fund for the 1978 Cemmunit) Development Block Grant.
<br />
<br /> This appropriation appropriates the necessary funds under the 1978 Hold Harmless Communit
<br />Development Block Grant Program for those items previously approved in the City's grant appli-
<br />cation. A breakdown of the costs outlining the City's cost and the cost for the Portsmouth
<br />Redevelopment and Housing Authority has been submitted to the Council as backup information,
<br />requested previously, prior to application. This application included funds for Southside
<br />I, II, III, and IV; Effingham Project, Waterfront; Southside Park View; and other programs
<br />involving human services, codes enforcement, etc. The City Manager recommends adoption on
<br />first reading.
