<br />The following reports from the City Manager were presented:
<br />
<br /> 78-4 - "Consideration of an ordinance on first reading to appropriate $120,526 from the
<br />Grants Fund to provide a fire prevention education program for the City schools, renovation
<br />of the Colony Theater and Thomas Jefferson School and renovations and improvements to re-
<br />creation centers and facilities.
<br />
<br /> This appropriation will provide the necessary funds to provide three separate programs.
<br />The fire prevention education program to be administered by the Fire Prevention Bureau of
<br />the Portsmouth Fire Department is designed to educate Sth graders in Portsmouth City Schools
<br />regarding fire prevention and safety. The renovation of the Colony Theat-~r and the Thomas
<br />Jefferson School will provide a theater building for the performing arts, will provide a
<br />setting for the increased use of the downtown area and provide cultural services for the
<br />central urban core District. In addition, a former s~hool building will be renovated to serv,
