January 10. 1978 <br /> <br />At a regular meeting of the City Council held on January 10, 1978, there were present: <br />Richard J. Davis, E. Saunders Early, Jr., A~chie Elliott, Jr., James W. Holley, <br />Edward L. Oast, Jr., R. ~. Williams, City Manager, Gordon B. Tayloe, Jr., City <br />Attorney. <br /> <br />Absent: Jack P. Barnes, Robert W. Wentz, Jr. <br /> <br /> Rev. Rhodes N. Artz, Pastor, Park View Christian Church, opened the meeting with prayer, <br />followed by the Pledge of Allegiance to the Flag. <br /> <br /> Motion of Mr.-Oast and seconded by Mr. Early, the minutes of Public Hea~ing meeting of <br />December 12, 1977; minutes of the called meeting of December 13, 197S; minutes of the regular <br />meeting of December 13, 197~; minutes of the special meeting of December 22, 1977, to be <br />approved as received, was adopted by unanimous vote. <br /> <br /> 78-2 - Public Hearing was held on the proposed rate increases requested by Cox Cable <br />Television of Portsmouth with the following parties speaking: <br /> <br />John C. Thorne, 212 60th Street, Va. Beach, representing Cox Cable T6t~vi~ion Of <br />Portsmouth, Inc., stating the reasons for the rate increases. <br /> <br />C. A. Forrester, Jr., 3111 Dartmouth Street, spoke regarding cable television being <br />regulated by the State as other utilities. <br /> <br /> ~k~i~.Mot~On of Mr. Early and seconded by Mr. Elliott, to approve the proposed rates of Cox <br />Cable Television of Portsmouth. <br /> <br /> The following letter submitaed by the City Attorney was read: <br /> <br /> "On December l, 1977, the Cable Television Commission met for the purposes of being <br />made aware of the activities of the City's Franchisee~ Cox Cable of Portsmouth. Mr. John~ <br />Thorne of Cox Cable appeared before the Commission and reviewed the anticipated schedule <br />for operations which Cox Cable presently has developed. In addition, Mr. Thorne proposed a <br />rate increase from that originally approved by the Council. The Cable Television Commission <br />was apprised that Cable Television would begin actual operation on or about February 1, 1978. <br />The initial area which would be served is in and around the Maryview Hospital Section. It <br />was anticipated by Mr. Thorne that the entire City would be operational, in approximately <br />three years. <br /> <br />In reference to the proposed increase in rates, Mr~cThorne advised that inflation ~as the <br />cause; that the increased prices are less than six percent (6%) ~er year compounded annually <br />(since 1973). The only other comparable rate in Virginia is that of Roanoke, Virginia where <br />the rate for a similar service is $8.50 per month. The charge for residential customers in <br />the City of Portsmouth will be $7.50. , <br /> <br /> I attach hereto a listing of the proposed price increases and advise you that the Cable <br />Television Commission, by motion, passed unanimously, the recommendation that Council approve <br />such increases." <br /> <br /> Substitute motion of Mr. Holley and seconded by Mr. Oast, that the matter to be deferred <br />to the meeting of January 24 and the report.requested from Cox Cable to be ~entii~o the City <br />Manager prior to that time, and was adopted by 4-0 (Davis - abstaining). <br /> <br />- UNFINISHED BUSINESS - <br /> <br /> 77-448 - The following ordinance approved on first reading at the Public Hearing meeting <br />of December 12, 1977, was taken up and read: <br /> <br />*(a) "2ONING AMENDMENT ORDINANCE Z 77-32" (Approved as UP 77-10) <br /> following <br /> On motion of Mr. Early and seconded by Mr. Oast, th~resolutionwas adopted, <br /> following vote: <br />* See Resolution on page 3S0 <br /> Ayes: Early, Elliott, Holley, Oast, Davis <br /> Nays: None <br /> <br /> 77-448 The follewing ordinance approved on first reading <br />of December 12, 1977, was taken up and read: <br /> <br />and by the <br /> <br />at the Public Hearing meeting <br /> <br />(c) "ZONING AMENDMENT ORDINANCE Z 77-34" <br /> <br /> On motion of Mr. Early and seconded by Mr. Elli~tt, the ordinance was adopted, <br />~ollowing vote: <br /> <br /> Ayes: Early, Elliott, Nolley, Oast, Davis <br /> Nays: None <br /> <br />and by the <br /> <br /> <br />
