F~hrnarv 2g_ 1978 <br /> <br /> Motion of Mr. Barnes and seconded by Mr. Elliott, to amend the zoning petition to M-1-R <br />and the following ordinance to be approved on first reading, and a joint public hearing meetink <br />to be held with the Planning Commission at the regular meeting of March 14, 1978, and was <br />adopted by unanimous vote: <br /> <br />"ZONING AMENDMENT ORDINANCE Z 77-39" <br /> <br /> The following reports from the City Manager were presented: <br /> <br /> 78-68 "Consideration of an ordinance on first reading to appropriate $36,S74 from the <br />Grants Fund to establish a General District Court Services Unit for the City of Porksmouth. <br /> <br /> This appropriation will provide the necessary funds to establish a Court Servimes Unit <br />for the General District Court. The program will provide support for the judges and cou~t <br />personnel by providing information necessary for effectively using alternative sentences. The <br />purpose of the program is intended to provide a reduction of misdemeanants being incarcerated <br />as well as impact on the court caseloads by the reduction of repeat misdemeanant offenders. <br />An outline of the program showing the purpose as well as the evaluation and fiscal obligation <br />is attached for your information. Of the total appropriation, $1,820, is the required local <br />match which has previously been approved in the Grants Fund. The City Manager recommends <br />adoption on first reading." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Elliott, <br />on first reading, and by unanimous vote: <br /> <br />the foIt6wing ordinance was approved <br /> <br />"AN ORDINANCE TO APPROPRIATE $36,574 FROM THE GRANTS FUND TO PROVIDE A COURT <br />SERVICES UNIT FOR THE GENERAL DISTRICT COURT IN THE CITY OF PORTSMOUTH." <br /> <br /> 78-69 "Consideration of an brdinance on first reading to appropriate $21,553 from the <br />Grants Fund for the establishment of an Institutional Probation Officer Program; and planning <br />and design costs for renovation of the City Jail. <br /> <br /> This appropriation will provide $12,868 to establish the position of Institutional Pro- <br />bation Officer in Portsmouth'~JC!ty Jail. This position will be in charge of pre-trial servic <br />as recommended in the Municipal Corrections Component P~an FY 77-80. These services will in- <br />clude interviewing arrestees, verifying the information and qualifying them for release on <br />recognizance, reduced bail or supervised pre-trial release program. This grant will also <br />vide $8,685 for the initial planning expenses for renovation of the City. Jail. This planning <br />will include a feasibility study, architectural design and drawings and any other planning <br />documents required by the City Engineering Department and the National Clearinghouse for <br />Criminal Justice Planning and Architecture. The City Manager recommends adoption on first <br />reading." <br /> <br /> On moti-on of Mr. Elliott and seconded by Mr. Barnes, the following ordinance was a~proved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $21,553 FROM THE GRANTS FUND FOR THE ESTABLISH- <br />MENT OF AN INSTITUTIONAL PROBATION OFFICER PROGRAM AND PLANNING AND DESIGN <br />COSTS FOR RENOVATION OF THE CITY JAIL." <br /> <br /> 78-70 - "Consideration of an ordinance on first reading to appropriate $12,334 from the <br />Grants Fund to continue a Drug Abuse Counseling Program in the Norfolk City Jail. <br /> <br /> This appropriation will provide the necessary funds to continue a Drug Abuse Counseling <br />Program in the Norfolk City Jail. The Portsmouth Mental Health and Mental Retardation Board <br />has entered into a contract with the City of Norfolk to provide this service through the <br />Portsmouth Drug Free Center. The project will employ one full-time counselor and is funded <br />entirely from the Law E~forcement Assistance Administration. The Ci%y Manager recommends <br />adoption on first reading." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Elliott, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $12,334 FROM THE GRANTS FUND FOR A DRUG ABUSE <br />COUNSELING PROGRAM IN THE NORFOLK CITY JAIL." <br /> <br /> 78-71 "Consideration of an ordinance on first reading to appropriate $42,063 from the <br />Grants Fund to provide a Teacher Aide Program at the Community ARts Center and additional fund <br />for repair crews for Frank D. Lawrence Stadium. <br /> <br /> This appropriation will provide the necessary funds to establish one new program and <br />expand one existing City project under CETA Title VI. One project will provide a program of <br />art class aides for the Art Center to be administered by the Director of Museums. The projectl <br />will involve hiring six (6) individuals to work with the art instructors to enable the Art <br />Center to serve more people. The expansion funds will provide funds for three (3) additional <br />individuals to work on the repairs to the stadium. The additional positions are necessary <br />to complete the work including construction and installation of benches and recreation equip- <br />ment before the project terminates. The City Manager recommends adoption on first reading." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Oast, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $42,063 FROM THE GRANTS FUND TO PROVIDE A TEACHER <br />AIDE PROGRAM AT THE COMMUNITY ARTS CENTER AND ADDITIONAL FUNDS FOR REPAIR CREWS <br />FOR FRANK D. LAWRENCE STADIUM." <br /> <br /> <br />
