February 28~ 1978 <br /> <br /> 78-72 - "Consideration of an ordinance on first reading to appropriate $35,000 from the <br />Capital Improvements Fund for engineering costs for the new Hodges Ferry Bridge and redesign <br />of the Crawford Conenctor at First Street. <br /> This appropriation will provide $I0,000 toward the City's share for the preliminary desigl <br />on the new Hodges Ferry Bridge and $25,000 for the redesign of the Crawford Connector at First <br />Street. Both projects ~ere included in the 1977-78 Capital Work Program for the respective <br />amounts. In addition to the redesign at First Street~ additional engineering will be required <br />to correct the poor r~adway that currently exists b~t~en Celumbia Street and First Street. <br />The City Manager recommends adoption on first reading." <br /> On motion of Mr. Barnes and seconded by Mr. Oast, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br /> "AN ORDINANCE TO APPROPRIATE $35,000 FROM THE CAPITAL IMPROVEMENT FUND FOR <br /> ENGINEERING COSTS FOR THE NEW HODGES FERRY BRIDGE AND REDESIGN THE CRAWFORD <br /> CONNECTOR AT FIRST STREET." <br /> <br /> 78-73 - "Cons'ideration of an ordinance on first reading to appropriate $96,270 from the <br />Grants Fund for the funding requirements for the Human Services Project for the balance of <br /> <br />this fis~cal year. <br /> <br />complete the current contract <br />balance of Fiscal Year 1977-78. <br />have been automation of a re- <br /> <br /> This appropriation will provide the necessary funds ~o <br />with fhe Office of the Secretary of Human Resources for the <br />Major accomplishments of the project over the past ? months <br />sources directory on all programs provided within the City, development of a Community Profile <br />analysis of Socio-Economic Conditions, and automation of a Human Services Informatioh System. <br />Additional information is attached for your ~eview. The City Manager recommends adoption on <br />first reading. <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Oast, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br /> "AN ORDINANCE TO APPROPRIATE $96,270 FROM THE GRANTS FUND FOR THE FUNDING <br /> REQUIREMENTS FOR THE HUMAN RESOURCES PROJECT FOR THE BALANCE OF THE FISCAL <br /> YEAR.' <br /> <br /> 78-74 "Consideration of an ordinance changing Southampton Esplanade to Southampton <br />Lane from Rivershore Road to Southampton Arch. <br /> <br /> The citizens in Southampton appeared before the Planning Commission and requested the <br />said street name change from Esplanade to Lane. The Planning Commisson has agreed with the <br />citizens and recommends that the name be changed. The City Manager recommends adoption." <br /> <br /> On mo~ion of Mr. Barnes and seconded by Mr. Oast, the following ordinance was adopted <br />on first and final reading, and by the following vote: <br /> <br />"AN ORDINANCE CHANGING THE NAME OF SOUTHAMPTON ESPLANADE TO SDUTHA~PTON LANE <br />FROM RIVERSHORE ROAD TO SOUTHAMPTON ARCH." <br /> <br /> Ayes: Barnes, Elliott, Holley, Oast, Davis <br /> Nays: None <br /> <br /> 78-75 "Consideration of a resolution accepting the bid of Donald A. Garrett for City <br />owned property located on Portsmouth Boulevard; and, authorizing the City Manager to convey <br />said property. <br /> <br /> The City Council on February 7, 1978, authorized the City Manager to advertise for sale <br />property located on Portsmouth Boulevard to be sold at public auction. The public auction <br />was conducted pursuant to the advertisement on February 15, 1978. The highest bidder was <br />Donald A. Garrett with a bid of $1,500. The City Manager recommends sale to the hi~hes't bidde <br />and authorization be convey said property to Mr. Garrett. <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Holley, the following resolution was adopted, <br />and by the following vote: <br /> <br />"A RESOLUTION ACCEPTING THE BID OF DONALD A. GARRETT TO PURCHASE CITY-OWNED <br />PROPERTY ON PORTSMOUTH BOULEVARD; AUTMORIZING THE CITY ~NAGER TO CONVEY SAID <br />PROPERTY, <br /> <br /> WHEREAS, at a meeting held on February ?, 1978, the Council of the City of Portsmouth <br />authorized the City Manager to advertise the sale of certain hereinafter described property <br />at public auction; and <br /> <br /> WHEREAS, said property was duly advertised in accordance with Section 2.09(b) of the <br />Charter of the City of Portsmouth, Virginia, 1973; and <br /> <br /> WHEREAS, public auction was conducted pursuant to said advertisement on February 15, <br />1978 in the Council Chamber, 1 High Street, Portsmouth, Virginia; and <br /> <br /> WHEREAS, Donald A. Garrett was the last and highest bidder for the purchase of said <br />property in the amount of $1,500.00. <br /> <br /> <br />
