38'8 <br /> <br />March 28, 1978 <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Holley~ the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $8,000 FROM THE CITY GARAGE FUND FOR THE SUPPLEMENTARY <br />CONTRIBUTION ON THE CURRENT POST-RETIREMENT ADJUSTMENT FOR THE RETIRED EMPLOYEES OF <br />THE CITY GARAGE." <br /> <br /> 78-104 "Consideration of an ordinance amending Section 24985 Of the City ~de pertain- <br />ing to the closing hours of certain City Tennis Courts. <br /> <br /> This amendment will ~tend the hours of operation for the lighted tennis courts in City <br />Park and Churchland Park to 11~:00 p.m., Eastern Standard Time, and 12:00 a.m., Eastern Dayligh~ <br />Savings Time. The current ordinance requires that all tennis courts will be closed by 10:00 <br />p.m., Eastern Daylight time, and 8:00 P.m., Eastern Standard Time. This amendment will pro- <br />vide for better utilization of the courts as well as the capital investment that has been made <br />in the lighting of these courts. The City Manager recommends adoption." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Early, the following ordinance was adopted <br />on first and final reading, and by the following vote: <br /> <br />"AN ORDINANCE AMENDING SECTION 24-85 OF THE CODE OF THE CITY OF PORTSMOUTH, <br />VIRGINIA, 1973, AS AMENDED, PERTAINING TO THE CL©SiNG HOURS OF CERTAIN DESIG- <br />NATED TENNIS COURTS." <br /> <br />Ayes: Barnes, Early, Elliott, Holley, Oast, Wentz <br />Nays: None <br /> <br /> 78-105 - "Consideration of a resolution requesting our Congressional Representatives to <br />support continuation of the CETA Programs at the current level of funding. <br /> <br /> There are currently 166 Portsmouth residents enrolled in various training programs under <br />Title I and 458 residents employed in public service employment positions with public and <br />private non-profit agencies under Title I1 and VI of the CETA Program. This resolution reques <br />our Congressional Representatives to support the continuation of the CETA Program at the cur- <br />rent level of funding. The City Manager recommends adoption." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Elliott, the following resolution was adopted <br />and by the following vote: <br /> <br />"A RESOLUTION SUPPORTING THE <br />THE COMPRBHBNSIVE EMPLOYMENT <br />OF FUNDING THEREFOR. <br /> <br />CONGRESS OF THE UNITED STATES' CONTINUATION OF <br />AND TRAINING ACT PROGRAM AND THE CURRENT LEVEL <br /> <br /> WHEREAS, there are currently in Portsmouth some 166 residents enrolled in various trainin <br />programs under Title I and 458 residents employed in public service employment positions <br />with public and private nonprofit agencies and institutions under Title II and VI of the <br />Comprehensive Employment and Training Agency; and <br /> <br /> WHEREAS, these previously unemployed and economically disadvantaged residents are partici <br />paring in skill training or benefiting from subsidized employment and the community is receiv~ <br />~nga needed expansion of public services; and <br /> <br /> WHEREAS, Portsmouth and the various training and host employing agencies are generally <br />not experiencing sufficient revenue growth both to offset inflation and to retain these CETA <br />participants should CETA funding be contracted or terminated; and <br /> <br /> WHEREAS, the CETA program in Portsmouth, a program agent and member of the Southeastern <br />Tidewater Manpower Authority, has been characterized by conscientious and sound administration <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Portsmouth, Virginia, <br />hereby requests the energetic support of their congressional representatives in fostering <br />the continuation of the CETA program and the current level of funding in order to insure <br />the delivery of meaningful services to the community and the employment and skill-training <br />opportunities for residents who, otherwise, will be denied appropriate realization of their <br />career and economic potential." <br /> <br />Ayes: Barnes, Early, Elliott, Holley, Oast, Wentz <br />Nays: None <br /> <br /> - Consideration of a resolution authorizing the City Manager to convey City owned <br /> 78-106 " ' <br />property located at R{~ Q~en Street, <br /> <br /> The City Council~ authorized the.~City Manager to advertise property located at 915 Queen <br />Street by resolution, adgp~ed>on February 28, 1978. The City received one bid from Mr, William <br />R. Davis, which was to ~xchangeproperty located at 329 Fayette Street for the City owned <br />property located at 915 Queen Street. Since the City is currently purchasing property in the <br />Southside Redevelopment Area, it is my recommendation that we_exchange the Queen Street pro- <br />perty for the Fayette Street property." <br /> <br /> On motion of Mr. Early and seconded by Mr. Oast, the following resolution was adopted, <br />and by the following vote: <br /> <br /> <br />
