387 <br /> <br />Ma!rch 28, 1978 <br /> <br />The following reperts from the City Manager were presented: <br /> <br /> 78-99 '~'Consideration of an ordinance on first reading to appropriate $8,243 in the <br />Grants Fund for the Anti-litter Program for the City of PortsmOuth. <br /> <br /> The Department of Conservation and Economic Development, Division of Litter Control, has <br />approved a grant for the City of Portsmouth in the amount of $8,243. This program has been <br />approved as part of the City's Anti'litter Program and will be utilized by the Clean Communi- <br />ties 6ommission for developing criteria for the control of litter. The details of the opera- <br />tion of the program is attached for xour information. The City Manager recommends adoption <br />on first reading." <br /> <br /> On motion of Mr; Barnes and seconded by Mr. Elliott, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $8,243 FROM THE GRANTS FUND FOR THE ANTI-LITTER <br />PROGRAM OF THE CITY OF PORTSMOUTH." <br /> <br /> 78-100 "Consideration of an ordinance on first reading to appropriate $543,535 from <br />the General Fund for the Continuation of the Concentrated Employment and Training Act (CETA) <br />Program for the remainder of this fiscal year. <br /> <br /> This appropriation will provide the necessary funds for the CETA Program to continue at <br />its present level through June 30, 1978. Included in the 1977-78 Operating Budget for Title <br />II and Title VI funding is $1,120,000, which will be an insufficient appropriation due to the <br />acceleration and reallocation of CETA funds. CETA expenditures are reimbursed 100% by the <br />Federal Government. A report on the CETA Program is submitted to the City Council on a <br />quarterly basis and the 3rd quarter report will be ~urnished at the first meeting in April. <br />The City Manager recommends adoption on first reading." <br /> <br /> On motion of Mt. Barnes and seconded by Mr. Elliott, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $543,535 FROM THE GENERAL FUND FOR THE CONTINUATION <br />OF THE COMPRESHENSIVE EMPLOYMENT AND TRAINING ACT (CETA) FOR THE REMAINDER OF THE <br />FISCAL YEAR 1977-78." <br /> <br /> 78-101 "Consideration of an ordinance amending Section 31-49 and 31-135 of the City <br />Code pertaining to employer contributions to the retirement systems. <br /> <br /> Under the provisions of the current City Code, funding of the retirement systems is com- <br />prised of a normal contribution rate and an accrued liability contribution rate. This latter <br />rate is derived by amortizing the unfunded accrued liability over a 40 year period. Under <br />this method post retirement adjustments are added to the unfunded accrued liabitS~y and'are <br />also amortized over a 40 year period, which is substantially longer than the period o~i~fi~e <br />during which the benefits are actually paid. This amendment would provide for pay-as-you go <br />funding for post retirement adjustments by establishing a supplementary contribution rate. <br />The effect of this amendment is to more economically fund the retirement system. A letter is <br />attached, with enclosures, which gives a detailed explanation of this amendment. The City <br />Manager recommends adoption." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Early, the following ordinance was adopted <br />on first a~d f~i~al reading;~ and. by the following vote: <br /> <br />"AN ORDINANCE TO AMEND'THE CODE OF TH~ CITY OF PORTSMOUTH, VIRGINIA, t973, <br />BY AMENDISG SECTIONS 31-49 AND 31-135, THEREOF, PERTAINING TO CONTRIBUTIONS <br />TO THE SUPPLEMENTAL RETIREMENT STYSTEM AND THE FIRE AND POLICE RETIREMENT <br />SYSTEM BY THE EMPLOYER." <br /> <br />Ayes: Barnes, Early, Elliott, Holley, Oast, Wentz <br />Nays: None ~ <br /> <br />Fund <br /> <br />78-102 - "Consideration of a motion to transfer $168,000 from the Emergency Contingency <br />to the following accounts: <br /> <br />$160,000--General Fund - Employee Benefits, Retirement <br />$ 8,000 -City Garage Fund - Employee Benefits, Retirement <br /> <br />The City Manager recommends adoption." <br /> <br /> Motion of Mr. Barnes and seconded by Mr. Early, to concur in the recommendation of the <br />City Manager to transfer $168,000 as requested, was adopted by unanimous vote. <br /> <br /> 78-103 "Consideration of an ordinance to appropriate $8,000 from the City Garage Fund <br />fo~:the~supplementary contribution required on the current post retirement adjustments for <br />the retired employees of the City Garage. <br /> <br /> The purpose of this ordinance is to appropriate the $8,000 from the Garage Fund that was <br />transferred from the General Fund in the previous motion. Ail other funds in the City would <br />have sufficien~.comtingencies-~to cover thief contribution, since the City Garage is a revolvin <br />account, there are no contingencies shown in their line item budget. This appropriation will <br />fund the post retirement adjustments made for their employees. The City Manager recommends <br />adoption on first reading." <br /> <br /> <br />
