April 25, 1978 <br /> <br /> 78-154 "Consideration of an ordinance on first reading to appropriate $2~0,000 from <br />the unappropriated balance of the General Fund for operation of the Portsmouth Public Schools. <br /> <br /> The 1977-78 School Operating Budget was adopted with the understanding that if an addi- <br />tional amount of up to $400,000 was needed to fund operations, which included the 2 1/2 % pay <br />raise granted in Eebruary of 1978, the City would fund this financial obligation. I have <br />received a request from the Superintendent of Schools indicating that $200,000 is needed to <br />meet the financial obligations of the School Board for the balance of the Fiscal Year 1977-78. <br />The Superintendent has indicated that through austerity measures and other reductions in cost <br />that he was able to reduce his request from the original $400,000 to the current request of <br />$200,000. The City Manager recommends adoption on first reading. <br /> <br /> On motion of Mr. Early and seconded by Mr. Elliott, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $200,000 FROM tHE UNAPPROPRIATED FUND BALANCE OF <br />THE GENERAL FUND FOR OPERATION OF THE PORTSMOUTH PUBLIC SCHOOLS." <br /> <br /> Robert Kiesewetter, 2817 Yanpon Street, senior in High School, spoke concerning pay <br />raise for the teachers. <br /> <br /> 78-135 "Consideration of an ordinance on first reading to appropriate $24,185 for the <br />purchase of an ambulance by tke City for the Portsmouth Emergency Medical Services. <br /> <br /> The City has received confirmation from the Tidewater Emergency Medical Services Council <br />that Federal funds in the amount of $10,000 has been approved toward the purchase of an am- <br />bulance by the City of Portsmouth. The same terms and conditions under which the City pur- <br />chased the original two ambulances and received $20,000 from TEMs applies toward the purchase <br />Of this ambulance. The balance of the appropriation, $14,815, will be paid as the City's <br />share from funds already appropriated in the General Fund. The City Manager recommends adop- <br />tion on first reading. <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Elliott, the following ordinance was approvec <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $24,815 FROM THE GRANTS FUND FOR THE PURCHASE <br />OF AN AMBULANCE BY THE CITY FOR THE PORTSMOUTH EMERGENCY MEDICAL SERVICE." <br /> <br /> 78-136 <br />licenses. <br /> <br />"Consideration of an ordinance to amend the City Code pertaining to business <br /> <br /> "Attached is a letter from the Commissioner of Revenue recommending that the City Code <br />be amended providing for a license fee to be charged the business of Cable Television in the <br />amoun% of $250. The City Manager recommends adoption.- <br /> <br /> On motion of Mr. Barnes ~nd sezonded by Mr. Holley, the following ordinance was approved <br />on first reading, and by 6-P(Davis-abstaining) vote: <br /> <br />"AN ORDINANCE TO AMEND CHAPTER 20 OF THE CODE OF THE CITY OF PORTSMOUTH, <br />VIRGINIA, 1973, BY ADDING SECTION 20-122 THEREOF; PERTAINING TO CABLE TV." <br /> <br /> 78-137 "Consideration of a resolution opposing the Environmental Protection Agency's <br />proposed new regulations concerning additional attainment levels for drinking water. <br /> <br /> Under the auspices of the Safe Water Drinking Act the EPA has published interim regula- <br />tions which dictate maximum limits of Trihalometha~newhich can be present in treated water. <br />The American Water Works Association has taken the stand that this requirement is arbitrary <br />and unnecessary. Under the present regulations the City would have to undertake a substantial <br />capital improvement involving the issuance of public utility bonds in order to meet the EPA <br />requirements. The City Manager recommends adoption." <br /> <br /> On motion of Mr. east and seconded by Mr. Barnes, the following resolution was adopted, <br />and by the following vote: <br /> <br />"A RESOLUTION OPPOSING THE'ENVIRONMENTAL PROTECTION AGENCY'S PROPOSED NEW <br />REGULATIONS CONCERNING ADDITIONAL ATTAI~IENT LEVELS FOR DRINKING WATER. <br /> <br /> WHEREAS, the Safe Water Drinking Act adopted by the U. S. Congress authorized the <br />Environmental Protection Agency (EPA) to publish interim regulations which dictate attainment <br />levels for drinking water; and <br /> <br /> WHEREAS, the American Water Works Association has taken the stand that this requirement <br />is arbitrary and unnecessary; and <br /> <br /> WHEREAS, the City would have to undertake large capital improvements in order to <br />meet such Environmental Protectioh Agency regulations. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that this Council opposes the Environmental Protection Agency's proposed new regulations <br />concerning additional attainment levels for drinking water." <br /> <br />Ayes: Barnes, Early, Btliott, Holley, east, Wentz, Davis <br />Nays: None <br /> <br /> <br />
