<br />The following reports from the City Manager were presented:

<br /> 78-130- "Consideration of an ordinance on first reading to appropriate $51,000 from the
<br />Capital Improvements Fund for replacement of tennis courts located at I. C. Norcom High School
<br />
<br /> The City's Capital Improvements Work Program for 1977-78 included the necessary funds for
<br />the replacement of S tennis courts at I. C. Norcom. The courts at I. C. Norcom have deteri-
<br />orated to the point that replacement is required. In an attempt to determine if the courts
<br />could be salvaged, a surface treatment was applied to two courts approximately 18 months ago.
<br />This procedure was not successful in holding the surface area. Based on this, the project
<br />was included in the current year's Capital Improvements Program. The City Manager recommends
<br />adoption on first reading."

<br />the Grants Fund for the establishment of a Lead Based Paint Poisoning Control Program.
<br />
<br /> This appropriation will provide the necessary funds to create a program which will screen
<br />and evaluate children, age l-S, who may be in danger of lead based paint poisoning. The progr:
<br />funded through the Public Health Service, also will provide diagnosis, treatment and other Eot
<br />low-up care, identification and abatement of the environmental casuses of the lead poisoning,
<br />and community health .education. Of the total program cost of $164,997, the Federal share is
<br />$147,000 and $S,000 in local cash and $12,896 in local in-kind services. The City Manager
<br />recommends adoption on first reading."

<br />Grants Fund for the establishment of a Criminal
<br />Summer Law Intern Program.

<br /> This appropriation will provide the necessary funds to establish a Criminal History Recor
<br />Automation Program within the Portsmouth Police Department utilizing $18,500 of this appro-
<br />priation. The balance of the appropriation, $2,130, will be utilized for the institution of a
<br />Summer Law Intern Program for the Commonwaalth Attorney's Office. This program, which is an
<br />annual program, is funded through LEAA for the Commonwealth Attorney's Office. The Criminal
<br />History Records Program will provide for the purchase of microfilming and processing equipment
<br />and supplies to microfilm criminal history recoreds, permit quick access to documents, reduce
<br />errors, and most importantly to increase necessary storage area. There is $1,031 of local cast
<br />match included in this appropriation which has already been proVL~led in the current operating
<br />budget. The City Manager recommends adoption on first reading.

<br /> In May o£ 1977, the State assumed disbursement of all ADC payments through a centralized
<br />system at the State level. At that time, the City estimated an amount in the Virginia Public
<br />Assistance Fund that would be utilized for emergency payments issued at the local level due
<br />to lost check~, ~t~ticatio~s th~ ~is~'d [th~~e~:~r~ng mailing address, and other variou:
<br />reasons. The assistance payments for this category are 100% reimbursable by the State; there-
<br />fore, there are no local funds required for this application. The City Manager recommends
<br />adoption on first reading."
