4O2 April 2S, 1978 78-158 - "Consideration of a motion authorizing a refund of public utility taxes paid in error by the Tidewater Transportation District Commission, which is a political sub-divisic of the Commonwealth of Virginia. Sub-divisions of the Commonwealth are exempt from City taxes. The city Manager recom- mends adoption." Motion of Mr. Holley and seconded by Mr. Elliott, that authorization be granted to refund $146.27, without interest, to Tidewater Transportation District, and was adopted by unanimous vote. 78-139 "Submission of the City Manager's Quarterly Financial Report on all operating funds in accordance with requirements of the City Code. This report is being furnished for your of the City as of March 31, 1978." Motion of Mr. Early and seconded by Mr. by unanimous vote. 78-140 "Consideration of a resolution changing the regularly scheduled City meeting of May 9, 1978, to the T. A. Willett Auditorium." On motion of Mr. Barnes and seconded by Mr. Wentz, the following resolution was and by the following vote: "A RESOLUTION CHANGING THE LOCATION OF THE REGULAR SCHEDULED PUBLIC HEARING ON F~Y 9, 1978 TO THE T. A. WILLETT AUDITORIUM AT WOODROW WILSON HIGH SCHOOL. and information outlining the financial status Oast, the report to be accepted, and was adopted Council adopted, ~H~EREAS, May 9, 1978 is scheduled to be a Public Hearing on the 1978-79 Operating Budge WHEREAS, it is deemed appropriate that a larger facility for such Public Hearing be made available. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that the location of the regular scheduled Public Hearing on May 9, 1978 be changed to the T. A. Willett Auditorium at Woodrow Wilson High School." Ayes: Barnes, Early, Elliott, Holley, east, Wentz, Davis Nays: None NEW BUSINESS 78-143 Motion of Mr. Wentz and seconded by Mr. Elliott, to go into the elections of members to Boards/Commissions, and was adopted by unanimous vote. Mr. Wentz nominated the following: Board of Architectural Review M~s. Dennis F. ~cMurran to be reappointed for a term of five years, expiring May 1, 1983. Board of ELectrical Examiners W. Aubrey Roane to be appointed for a term of four years, expiring March 1, 1982, replacing D. O. Hawkins. Mental Health/Mental Retardation Services Board Mrs. Susan D. Carroll to be appointed for an unexpired term, ending December 31, 1978, replacing Dr. David A. Rosin; Dr. Fred D. Lumpkin to be appointed for an unexpired term, ending December 31, 1980, replacing Ms. Helen H. Jones.
