July 27, 1999 <br /> <br />Purpose and Need: <br /> <br />· This is the final year of a four-year grant. <br /> <br />· This project is designed to implement an effective and comprehensive approach to <br />investigating, prosecuting and conducting surveillance of major and repeat drug <br />offenders. <br /> <br />· This grant includes funding for one full-time attorney and one full-time police officer. <br /> <br />· Additionally, this grant provides $15,300 in funds for officers to do surveillance work. <br /> <br />Financial Impact: <br /> <br />· The Department of Criminal Justice Services has approved a Major Drug Violator <br />Grant in the amount of $76,775 in General Funds and $30,973 in a local cash match <br />from the Commonwealth's Attorney's office for a total award of $107,748. <br /> <br />· The funds for the local cash match of $30,973 have been identified. <br /> <br />· There is no further obligation from the City once this grant ends. <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Pitts, to transfer $107,748 from the <br />Grant Contingency Account to fund the major Drug Violator/Repeat Drug Offender <br />Investigation Unit, and was adopted by the following: <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst <br />Nays: None <br /> <br />99 - 168 - Adoption of a motion to transfer $229,188 from the Grants Contingency <br />Account to fund the Victim Witness Program. <br /> <br />This grant allows the City to assist victims and witnesses of crime to <br />overcome problems encountered as a result of their victimization, to <br />explain the criminal justice system process, and to assist them in obtaining <br />services and financial assistance. <br /> <br />Recommendation: <br /> <br />· Adoption of a motion to transfer $229,188 from the Grants Contingency Account to <br />fund the Victim Witness Program. <br /> <br />Purpose and Need: <br /> <br />· The Department of Criminal Justice Services has approved a Victim Witness <br />Program Grant for $229,188 in State Special Funds. <br /> <br />· This is the 13th year for this grant. <br /> <br />· The goal of this grant is to assist victims and witnesses in overcoming problems <br />encountered as a result of their victimization; to explain the criminal justice system <br />process; and to assist them in obtaining services and financial assistance which may be <br />available. <br /> <br />· This grant includes funding for six persons: one director, one assistant director, <br />three coordinators and one administrative assistant. <br /> <br />Financial Impact: <br /> <br />· There are no matching funds required. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Benn, to transfer $229,188 from the <br />Grant Contingency Account to fund Victim Witness Program, and was adopted by the <br />following: <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst <br />Nays: None <br /> <br /> <br />
