July 27, 1999 <br /> <br /> At a Regular Meeting of the City Council on Tuesday, July 27, 1999, <br />there were present: <br /> <br />Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, P. Ward Robinett, Jr., J. Thomas <br />Benn III, William E. Moody, Jr., Charles B. Whitehurst, Sr., City Manager Ronald W. <br />Massie, City Attorney G. Timothy Oksman. <br /> <br /> Councilman Cameron C. Pitts opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br />Vice Mayor Griffin called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Moody, to approve the minutes of a <br />Called Meeting on July 13, 1999, and a Regular Meeting on July 13, 1999, and was <br />adopted by unanimous vote. <br /> <br />99 - 166 - Presentations: <br /> <br />Proclamation presented to Assistant Police Chief Hundley for "National Night Out". <br /> <br />Presentation of special pins to new appointed Boards and Commissions Members. <br /> <br />Consent Aqenda <br /> <br />99 - 154 - Code Amendments: <br /> <br />- Unfinished Business - <br /> <br />99-154(a): <br /> <br />"AN ORDINANCE TO AMEND CHAPTER 40 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA (1988) BY AMENDING SECTION 40-22 AND TABLES 40- <br />43.1-1, 40-43.1-2, AND 40-43.1-3 THEREOF PERTAINING TO CHILD CARE <br />CENTERS." <br /> <br />99-154(b): <br /> <br />"AN ORDINANCE TO AMEND CHAPTER 40 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA (1988) BY ENACTING NEW SECTIONS 40-46, 40-46.1, <br />AND 40-46.2 PERTAINING TO THE CREATION OF PARKING OVERLAY <br />DISTRICTS." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst <br />Nays: None <br /> <br />- City Manager's Report - <br /> <br />99 - 167 - Adoption of a motion to transfer $107,748 from the Grants Contingency <br />Account to fund the Major Drug Violator/Repeat Drug Offender Investigation Unit. <br /> <br />This is the final year of a four-year grant designed to implement an <br />effective and comprehensive approach to investigating, prosecuting and <br />conducting surveillance of major and repeat drug offenders. <br /> <br />Recommendation: <br /> <br />· Adoption of a motion to transfer $107,748 from the Grants Contingency Account to <br />fund the Major Drug Violator/Repeat Drug Offender Investigation Unit. <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Benn, to adopt the following <br />ordinances, and was adopted by the following vote: <br /> <br /> <br />
