July 27, 1999 99 - 169 - Adoption of an ordinance to appropriate $675,000 from the Capital Improvement Fund for the purchase of the Craney Island Landfill for the sum of $1,222,710. The City currently leases the Landfill from the U.S. Navy at a cost of $120,000 per year for the disposal of approximately 26,000 tons of bulk refuse yearly. Recommendation: · Adoption of an ordinance to appropriate $675,000 from the Capital Improvement Fund for the purchase of Craney Island Landfill. Purpose and Need: · The City of Portsmouth will purchase Craney Island Landfill from the U.S. Navy for $1,222,710. · Craney Island Landfill has been used over the years for disposal of the City's bulk refuse. Approximately 26,000 tons of bulk material is disposed yearly. Additional tonnage is disposed as needed (storm debris, capital and demolition projects). · The City currently rents the Landfill from the U.S. Navy at a cost of $120,000 per year. Financial Impact: The $675,000 requested in this agenda item is from future CIP authorizations. The remaining funds needed are already appropriated in the current CIP and Operating Budgets. · Continued use of Craney Island Landfill offers savings for the City of Portsmouth. Motion by Mr. Benn, and seconded by Mr. Whitehurst, to adopt the following ordinance, and was adopted by the following vote: "AN ORDINANCE TO APPROPRIATE $675,000 FROM THE CAPITAL IMPROVEMENTS FUND FOR THE PURCHASE OF THE CRANEY ISLAND LANDFILL." Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst Nays: None 99 - 170 - Adoption of an ordinance to revise sections 30-128(d) and 30-247(d) of the Retirement Code to allow for revocation of the joint and survivor option upon the same conditions that currently exist for substitution of a spousal recipient. The proposed change will enable a retired member to return to full pension benefits when there is no longer a spouse who is entitled to the survivor's benefit. This change is consistent with provisions of the Virginia Retirement System. Recommendation: · Adoption of an ordinance to revise sections 30-128 (d) and 30-247 (d) of the Retirement Code to allow for revocation of the joint and survivor option upon the same conditions that currently exist for substitution of a spousal recipient. Purpose and Need: · The Retirement Code as presently written does not allow for a retiree to revoke the joint and survivor option. Only a provision to substitute the spousal recipient exists. · The proposed change will enable a retired member to return to full pension benefits when there is no longer a spouse who is entitled to the survivor's benefit. · The Retirement Board voted on June 22, 1999 by a unanimous vote of the members present to forward this recommendation to the City Council for adoption.
