July 27, 1999 <br /> <br />99 - 169 - Adoption of an ordinance to appropriate $675,000 from the Capital <br />Improvement Fund for the purchase of the Craney Island Landfill for the sum of <br />$1,222,710. <br /> <br />The City currently leases the Landfill from the U.S. Navy at a cost of <br />$120,000 per year for the disposal of approximately 26,000 tons of bulk <br />refuse yearly. <br /> <br />Recommendation: <br /> <br />· Adoption of an ordinance to appropriate $675,000 from the Capital Improvement <br />Fund for the purchase of Craney Island Landfill. <br /> <br />Purpose and Need: <br /> <br />· The City of Portsmouth will purchase Craney Island Landfill from the U.S. Navy for <br />$1,222,710. <br /> <br />· Craney Island Landfill has been used over the years for disposal of the City's bulk <br />refuse. Approximately 26,000 tons of bulk material is disposed yearly. Additional <br />tonnage is disposed as needed (storm debris, capital and demolition projects). <br /> <br />· The City currently rents the Landfill from the U.S. Navy at a cost of $120,000 per <br />year. <br /> <br />Financial Impact: <br /> <br />The $675,000 requested in this agenda item is from future CIP authorizations. The <br />remaining funds needed are already appropriated in the current CIP and Operating <br />Budgets. <br /> <br />· Continued use of Craney Island Landfill offers savings for the City of Portsmouth. <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Whitehurst, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $675,000 FROM THE CAPITAL <br />IMPROVEMENTS FUND FOR THE PURCHASE OF THE CRANEY ISLAND <br />LANDFILL." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst <br />Nays: None <br /> <br />99 - 170 - Adoption of an ordinance to revise sections 30-128(d) and 30-247(d) of the <br />Retirement Code to allow for revocation of the joint and survivor option upon the same <br />conditions that currently exist for substitution of a spousal recipient. <br /> <br />The proposed change will enable a retired member to return to full pension <br />benefits when there is no longer a spouse who is entitled to the survivor's <br />benefit. This change is consistent with provisions of the Virginia <br />Retirement System. <br /> <br />Recommendation: <br /> <br />· Adoption of an ordinance to revise sections 30-128 (d) and 30-247 (d) of the <br />Retirement Code to allow for revocation of the joint and survivor option upon the same <br />conditions that currently exist for substitution of a spousal recipient. <br /> <br />Purpose and Need: <br /> <br />· The Retirement Code as presently written does not allow for a retiree to revoke the <br />joint and survivor option. Only a provision to substitute the spousal recipient exists. <br /> <br />· The proposed change will enable a retired member to return to full pension benefits <br />when there is no longer a spouse who is entitled to the survivor's benefit. <br /> <br />· The Retirement Board voted on June 22, 1999 by a unanimous vote of the members <br />present to forward this recommendation to the City Council for adoption. <br /> <br /> <br />
