"Consideration of a motion to award bid to <br /> <br /> On motion:of Mr. Barnes and seconded by Mr. <br />on first reading, and by unanimous vote: <br /> <br />the lowest responsible bidder." <br /> <br /> Elliott, the following ordinance was approved <br /> <br /> "AN ORDINANCE TO APPROPRIATE $475,000 FROM THE CAPITAL IMPROVEMENT FUND <br /> FOR THE EEFINGHAM REDEVELOPMENT PROJECT, PHASE II PUBLIC IMPROVEMENTS." <br /> <br /> Motion of Mr. Barnes and seconded by Mr. Elliott, that the contract to be awarded to f' <br /> Portsmouth Paving Corporation, being the lowest responsible bidder in the amount of $755,541.4 , <br /> Lone Star Industries, Inc. to be awarded storm drainage pipe, lowest responsible bidder in the <br /> amount of $69,705.54 and Armco Steel Corporation for sanitary sewer pipe,being the lowest re- <br /> sponsible bidder in the amount of $4,120, and was adopted~by unanimous vote. <br /> <br /> 78-167 "Consideration of an ordinance on first reading to appropriate $160,000 in the <br />General Fund for Hospitalization of Indigents (SLH Claims). <br /> <br /> Due to the large number of claims for hospitalization of indigents, the City's budgetary <br />amount for SLH claims was totally expended on February 28, 1978. The City has discussed the <br />problem of rising SLH claims with the local hospitals and through a cooperative arrangement <br />have been able to develop a method of financing $160,000 of additional SLH claims for the <br />balance of this fiscal year. This appropriation will increase the budget amount for hospitali <br />zation o~ 'indigents to $425,000. The City Manager recommends adoption on first reading." <br /> <br /> On motion_of Mr. Early and seconded by Mr. Wentz, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $160,000 FROM THE GENERAL FUND FOR HOSPITALIZATION <br />OF INDIGENTS (SLH CLAIMS)." <br /> <br /> 78-168 "Consideration of an ordinance to <br />ing to the operation of a motor vehicle without <br />tion Z5~482 of said Code. <br /> <br />amend Section 23-~00.~O£ the City Code pertain- <br />a license plate~or a decal and repealing Sec- <br /> <br /> The proposed amendagent will continue the $10 fine if paid within 72 hours for those <br />persons in v~olation of~n0t displaying auto licenses or decals. The City Manager recommends adoption." <br /> <br /> On motion of Mr. Early and seconded by Mr. Barnes, the following ordinance was adopted <br />on first and final reading, and by the following vote: <br /> <br />"AN ORDINANCE TO AMEND SECTION 25-400, CODE OF THE CITY OF PORTSMOUTH, 1975, <br />PERTAINING TO THE OPERATION OF A MOTOR VEHICLE WITHOUT A LICENSE PLATE OR A <br />DECAL; REPEALING SECTION 25-482 OF SAID CODE." <br /> <br />Ayes: Barnes, Early, Elliott, Oast, Wentz, Davis <br />Nays: None <br /> <br /> 78-169 "Consideration of an ordinance closing a portion of an unnamed lane located <br />at the northeast corner of Douglas Avenue and Queen Street in the Mount Hermon section. <br /> <br /> The Portsmouth Redevelopment and Housing Authority has made application to %acate <br />and close a portion of an unnamed lane located in the Mount Hermon Urban Renewal Project. <br />The City Council authorized the appointment of viewers on April 11, 1978, for a report back <br />to Council. A copy of the viewers report and a plat showing the property to be closed is <br />attached for your information. The City.Manager recommends adoption." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Elliott, the following ordinance was adopted <br />on first and final reading, and by the following vote: <br /> <br />"AN ORDINANCE CLOSING THE FOLLOWING LANE: A PORTION OF UNNAMED LANE." <br /> <br />Ayes: Barnes, Early, Elliott, Oast, Wentz, Davis <br />Nays: None <br /> <br /> 78-170 "Consideration of a resolution to provide for the acquisition of certain propert <br />by the City of Portsmouth under Eminent Domain proceedings. <br /> <br /> Said property being necessary for the construction of improvements at the port facility. <br />This resolution and the one hereafter are necessary for the City Attorney to commence condem- <br />nation proceedings because of the owner of said property has refused consideration ~ the <br />p~chase of same. The consideration offered by the City. of Portsmouth resulted from indepen- <br />· dent appraisals of the fair market value. The City Manager recommends adoption." <br /> <br /> On motion of Mr. Early and seconded by Mr. Oast, the following resolution was adopted, <br />and by the following vote: <br /> <br /> <br />
