Ma 1978 <br /> <br /> The current City Code requires that individuals must provide proof of payment of <br />personal property taxes prior to purchase of City decals for motor vehicles. This amendment <br />would require businesses to show proof of payment on personal property taxes prior to being <br /> ~ e <br />issued a business license. Business personal property represents 54~ of th total personal <br />property taxes levied in the City of Portsmouth. Based on the 1977 personal property delin~ <br />quent report, 41.8% of the total personal property delinquencies were businesses. This <br />percentage has been growing on an annual basis since 1974 and the number of delinquent <br />accounts have increased from 52S to S86 during that period of time. The City Manager recom- <br />mends adoption." <br /> On motion of Mr. Barnes and seconded by Mr. Early, the following ordinance was adopted <br />on first and final reading, and by the following vote: <br /> "AN ORDINANCE TO AMEND SECTION 20-10, CODE OF THE CITY OF PORTSMOUTH, 1973, <br /> PERTAINING TO PREREQUISITE OF BUSINESSES PA~4ENT PERSONAL PROPERTY TAXES PRIOR <br /> TO BUSINESS LICENSE BEING ISSUED." <br /> <br /> Ayes: Barnes, Early, Blliott, Oast, Wentz, Davis <br /> Nays: None <br /> <br /> 78-165 - "Consideration of an ordinance on first reading to appropriate $10,000 from <br /> the Grants Eund for the operation of a Summer Day Camp for the Handicapped. <br /> This appropriation will provide the necessary funds to enable the Department of Parks <br /> and Recreation to operate a~Summer Day Camp for Handicapped Portsmouth youngsters. In <br /> providing recreational and social experiences for this type of child, the program's goals <br /> are to develop appropriate peer relationships and communication skills, encourage water <br /> safety, improve physical coordination, and develop interest in a variety of recreational <br /> activities. The program will be supported through $7,500 in Title XX funds and $2,S00 <br /> in City matching funds. The City Manager recommends adoption on first reading." <br /> On motioncof Mr. Barnes and seconded by Mr. Elliott, the following ordinance was approved <br /> on first reading, and by unanimous vote: <br /> "AN ORDINANCE TO APPROPRIATE $10,000 FROM THE GRANTS FUND FOR THE 1978 SUMMER <br /> DAY CAMP EOR THE HANDICAPPED." <br /> y8-164 - "Consideration of an ordinance on first reading to appropriate $27,302 from <br /> the Grants Fund for the Portsmouth Recreation Support Program within the Department of <br /> Parksiand Recreation. <br /> This appropriation will provide the necessary funds to enable the Department of Parks <br /> and Recreation to establish a summer recreation support program for disadvantaged youths <br /> within the Citygof Portsmouth. The Portsmouth Summer Recreation Support Program includes <br /> swimming instruction, cultural enrighment, talent shows, as well as day trips to Busflh Garden~ <br /> and Sleepy Hole Park. The appropriation of $27,302 represents 100% Federal funding of <br /> this program. The City Manager recommends adoption of this ordinance on first reading." <br /> On motion of Mr. Barnes and seconded by Mr. Oast, the following ordinance was approved <br /> on first reading, and by unanimous vote: <br /> <br /> "AN ORDINANCE-TO APPROPRIATE $27,302 FROM THE GRANTS EUND EOR THE 1978 SU~ER <br /> RECREATION SUPPORT PROGRAM." <br /> 78~5 "Consideration of an ordinance on first reading to appropriate $69,464 from <br /> the Grants Fund to estabIish a Summer Food Program for Children. <br /> This appropriation will provide the necessary funds to establish a Summer Lunch Program <br /> for Children to be sponsored by the Department of Parks and Recreation. The project will <br /> offer free lunches at fifteen sites to children 18 and under and will operate through the <br /> month of August. The lunch program is funded 1~0% with Federal funds from the Department <br /> of Agriculture and no local cash match is required. The City Manager recommends adoption <br /> on first reading." <br /> On motion of Mr. Barnes and seconded by Mr. Elliott the following ordinmnce was approved <br /> on first reading, and by unanimous vote: <br /> ~'~ ORDINANCE TO APPROPRIATE $69,464 FROM THE GRANTS FUND TO ESTABLISH A SU~ER <br /> FOOD SERVICE PROGRAM FOR CHILDREN." <br /> 78~66 - "Consideration of an ordinance on first reading to appropriate $475,000 from <br /> the Capital Improvements fund for the Effingham Redevelopment P~-e~t~ Phase II public <br /> improvements. <br /> This appropriation will provide a portion of the necessary funds for the construction <br /> of public improvements for the Effingham Redevelopment Project. Phase II of this project <br /> includes drainage, sanitary sewers, and street improvements as outlined in the cooperative <br /> agreement between the City of Portsmouth and the Portsmouth Redevelopment and Housing Author- <br /> ity for Effingham. The total cost of Phase II is $885,000, of which this appropriation <br /> represents $47S,000 and an additional $300,000 of Community Development funds have been <br /> allocated to this project. The remaining balance of the appropriation is available from <br /> an existing appropriation for the Effingham project. The City Manager recommends adoption <br /> on first reading." <br /> <br /> <br />
