<br />The following reports from the City Manager were presented:
<br />
<br /> 78-160 "Consideration of an ordinance to amend Section 35~1~4 and Sectiom 35-122 of
<br />Code of the City of Portsmouth, 1973, pertaining to the Utility Service Tax.
<br />
<br /> This amendment will change the limit for utility taxes for commercial users from 20%
<br />of the first $1,000 to 20% of the first Si,S00 per monthly billing. Also this amendment
<br />will raise theilimit for utility taxes on residential gas service from 20% on the first
<br />$9 to 20% of the first $1S. The recommended changes coutd increase the maximum utility
<br />tax on commercial users by $100 per month and $1.20 per month for residential gas users.
<br />Citizens who are currently heating with electrical heat/heat pumps are paying 20% of the
<br />first $17 per month. Also, those citizens who are utilizing fuel oil are required to pay
<br />4% sales tax on the cost of fuel oil with no limit. The recommended changes would more
<br />equitably distribUte the utility tax burden to the citizens. The City Manager recommends
<br />adoption on first reading.
<br />
<br /> On motion of Mr. Early and seconded by Mr. Elliott, the following ordinance was approved
<br />on first reading, and by unanimous vote:

<br /> "AN ORDINANCE TO AMEND SECTION 5S-114 AND SECTION $S-122 OF THE CODE OF THE
<br /> CITY OF PORTSMOUTH, 1973, AS AMENDED, PERTAINING TO UTILITY SERVICES TAX."
<br />
<br /> 78-161 "Consideration of an ordinance to amend Section 58-42 of the City Code pertain-
<br />ing to payment of bills generally.
<br />
<br /> This amendment to the Code will establish a late charge of 1 1/2% per month for bills
<br />rendered with a due date specified. The items included in this amendment are billed on a
<br />quarterly basis, which means that the accounts are billed on a cycle of approximately 90
<br />days. Therefore, when the billing has taken place to the customer, it is for service that
<br />at that point is 90 days old. All bills that are not paid by the due date specified for
<br />such items as refuse collection, water, sewage disposal service will be subject to 1 1/2%
<br />add on. The City Manager recommends adoption."
<br />
<br /> On motion of Mr. Elliott and seconded by Mr. Early, the following ordinance was adopted
<br />on first and final reading, and by the following vote:

<br />"AN ORDINANCE TO AMEND SECTION 58-42 OF THE CODE OF THE CITY OF PORTSMOUTH,
<br />I~75, AS NAMED, PERTAINING TO. THE PAYMENT OF BILLS GENERALLY."
