June 157 1978 <br /> <br />for <br /> <br /> "A RESOLUTION APPROVING THE CAPITAL IMPROVEMENTS PROGRAM FOR 1978 THROUGH <br /> 1983 AND A ONE YEAR CAPITAL IMPROVEMENT WORK PROGRAM FOR 1978-79. <br /> <br />WHEREAS, the City Manager has submitted to Council the Capital Improvement Work Program <br />1978 through 1985; and <br /> <br /> WHEREAS, the City Planning Commission, the Citizens Advisory Committee and the Municipal <br />Finance Commission have reviewed said programs and endorsed it; and <br /> <br /> WHEREAS, this Council has considered the program and finds it to be in proper form <br />and expressive of Council policies in regard to necessary capital improvements. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that the aforesaid Capital Improvement Program for 1978 through 1985 and a one year Capital <br />Improvement Work Program for 1978-1979 be, and the same hereby is, approved subject to <br />the later appropriation in the ordinary course of business of the City." <br /> <br /> Ayes: Barnes, Early, Elliott, Holley, Wentz, Davis <br /> Nays: None <br /> <br /> 78-192 - "Consideration of a resolution approving the City of Portsmouth's Mental Health <br />and Mental Retardation Services Board's program for services and facilities for Fiscal Year <br />1978-79, subject to certain limitations. <br /> <br /> Section 57.1-197 of the Code of Virginia, 1950, as amended requires the Mental Health <br />and Mental Services Board to have its plan and budget approved by the governing body of the <br />political subdivision of which it is an agency. The adoption of this resolution is subject <br />to 'modification and funding as approved in the 1978-7~ Operating Budget for Mental Health'. <br />A copy of the letter from the Chairman of the Portsmouth Mental Health and Mental Retardation <br />Services Board requesting your approval of their comprehensive plan is attached for your in- <br />formation. The City Manager recommends adoption." <br /> <br /> On motion of Mr. Early and seconded by Mr. Barnes, the following resolution was adopted, <br />and by the following vote: ' <br /> <br />"A RESOLUTION APPROVING THE CITY OF PORTSMOUTH MENTAL HEALTH AND MENTAL <br />RETARDATION SERVICES BOARD'S PROGRAM FOR SERVICES AND FACILITIES FOR FISCAL <br />YEAR 1978-79, SUBJECT TO CERTAIN LIMITATIONS. <br /> <br /> WHEREAS, Section 57.1197, Code of Virginia, 1950, as amended, requires every Community <br />Mental Health and Mental Retardation Services Board to have approved its plan and budget <br />by the governing body of the political subdivision of which it is an agency; and <br /> <br /> WHEREAS, it is necessary that this Council approve and endorse such a program for <br />the City of Portsmouth; and <br /> <br /> WHEREAS, this Council has reviewed such a Program and finds it well adapted to the <br />City of Portsmouth. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that it does hereby approve and endorse the Portsmouth Mental Health and Mental Retardation <br />Services Board's Program for services and facilities for fiscal year 1978-79, subject to <br />modification in funding as approved in the 1978-79 operating budget for mental health. <br /> <br /> BE IT FURTHER RESOLVED that the City Clerk is authorized and directed to prepare a <br />certified copy of this resolution to be submitted to the appropriate state agencies." <br /> <br /> Ayes: Barnes, Early, Elliott, Holley, Wentz, DAvis <br /> Nays: None <br /> <br /> 78-195 - "Consideration of a resolution approving an agreement with the Seaboard Coast <br />Line Railroad for construction of a sidetrack to serve the Soufhside II Economic Development <br />Area. <br /> <br /> The Economic Development assistance grant for the development of the Southside II <br />Industrial park included funds for the construction of 150' of sidetrack to serve the indus- <br />trial area. This resolution authorizes the City Manager to execute such contract and other <br />documents necessary for the construction of such sidetrack. The City Manager recommends <br />adoption." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Holley, the following resolution was adopted~ <br />and by the following v~te: <br /> <br />"A RESOLUTION APPROVING AN AGREEMENT WITH SEABOARD COAST LINE RAILROAD COMPANY <br />FOR CONSTRUCTION OF A SIDETRACK TO SERVE THE SOUTHSIDE II REDEVELOPMENT AREA. <br /> <br /> WHEREAS, the Southside II Project is being developed as a light industrial area in <br />the City of Portsmouth; and <br /> <br /> WHEREAS, Seaboard Coast Line Railroad Company has agreed to construct a sidetrack <br />from its main line to serve the parcels of property in the Southside II Redevelopment Area <br />which are to be marked as industrial properties; and <br /> <br />WHEREAS, the cost of said sidetrack will be $55,016.00. <br /> <br /> <br />
