June 13, 1978 <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Elliott, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $35,635 FROM THE CITY~ GARAGE FUND FOR PAYMENT OF THE <br />AUTOMOBILE LIABILITY INSURANCE PREMIUM FOR 1978-79." <br /> <br /> 78-189 "Consideration of an ordinance to adopt the City Classification and Pay Plan <br />for the Fiscal Year July 1, 1978 through June 30, 1979. <br /> <br /> This ordinance adopts the Classification and Pay Plan for compensating all full-time <br />officers and employees of the City for the Fiscal Year 1978-79. The Classification and Pay Pi~ <br />incudes a Schedule A and Schedule B for setting compensation by classes or positions assigned <br />to pay grades. Schedule A will be effective through August 31, 1978 and Schedule B will be <br />effective September 1, 1978 which incorporates a 5~ general wage increase for all employees <br />covered by the plan. The City Manager recommends adoption." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Wentz, the following ordinance was adopted <br />on first and final reading, and by the following vote: <br /> <br />"AN ORDINANCE TO PROVIDE FOR THE CLASSIFICATION OF EMPLOYMENT; TO PROVIDE A <br />COMPENSATION PLAN FOR EMPLOYEES; AND TO REGULATE THE ADMINISTRATION OF THE <br />1978-79 CLASSIFICATION AND PAY PLAN OF THE CITY OF PORTSMOUTH, VIRGINIA.' <br /> <br /> Ayes: Barnes, Early, Elliott, Holley, Wentz, Davis <br /> Nays: None <br /> <br /> 78-189(a) - The following letter to be forwarded to Mr. Dave Vermilya, City Assessor, <br />advising of h~s appointment was presented: <br /> <br /> "The City Council has requested me to advise you of its decision to appoint you to the posI <br />of City Assessor for the City of Portsmouth at the salary of $25,000.00 per year. Such appoint <br />ment and salary are subject to review as of July 1, 1979. Such revmew is conditioned upon your <br />having been designated a Residential Member of the American Institute of Real Estate Appraisers <br />and having completed requirements for the designation of Certified Assessment Evaluator from <br />the International Association of Assessing Officers. <br /> <br /> The City Council and I extend our congratulations and best wishes to you in your new <br />office. Davis, Mayor" <br /> <br /> Motion of Mr. Wentz and seconded by Mr. Barnes, that the Mayor be authorized to forward <br />the letter to Mr. Vermilya at~heisalary stated in the letter, and was adopted by unanimous <br />vote. <br /> <br /> 78-190 "Consideration of an ordinance to amend the City Code, Section 2-18 pertaining <br />to mandatory retirement for employees not covered by the retirement systems by extending the <br />age of retirement to 70 years of age. <br /> <br /> The Federal Government has passed legislation enabling employees to work to age 70. The <br />mandate becomes effective 180 days after the President signed the legislation into law. The <br />effective date is October 1, 1978. The City has entered into discussions with our actuaries <br />concerning the proposed changes to the retirement ordinance, life insurance, hospitalization, <br />etc., and will have a recommendation which will affect the employees by October 1, 1978. The <br />recommended amendment is for employees not covered by the retirement systems; therefore, the <br />financial impact from anacturial standpoint does not exist. The City Manager recommends <br />adoption." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Holley, the following ordinance was adopted <br />on first and final reading, and by the following vote: <br /> <br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF POR%SMOUTH, VIRGINA, 1973, BY <br />AMENDING SECTION 2-18 THEREOF, PERTAINING TO MANDATORY RETIREMENT OF THOSE OFFICERS <br />AND EMPLOYEES NOT SUBJECT TO THE RETIREMENT SYSTEM." <br /> <br />Ayes: Barnes, Early, Elliott, Holley, W~ntz, ~Davis <br />Nays: None <br /> <br /> 78-191 "Consideration of a resolution approving the Capital Improvements Program for <br />1978 through 1983 and the one year Capital Work Program for 1978-79. <br /> <br /> The Capital Improvements Program for 1978-79 through 1982-83 totals $48,578,160 of which <br />$12,172,077 is allocated to the first year's work program. There is $4,671,789 of General <br />Obligation Bond commitments included in the $12,000,000 first year work program. The balance <br />of the funds as outlined on the attached letter are funded from Revenue Sharing, Economic <br />Development, Community Development, Public Utility Bonds, and others. Even though the level <br />of General Obligation Bonds is consistent with previous years, commitments on projects already <br />under construction total almost 3.4 million dollars; therefore, there is only 1.2 million <br />dollars ~n new projects being recommended as genera] obligation type improvemtns. Copies <br />of letters from the Municipal Finance Commission and the City Planning Commission recommending <br />approval of the program are attached for your information.
