<br />EFFINGHAM REDEVELOPMENT PROJECT, PHASE II PUBLIC IMPROVEMENTS.'

<br />The following reports from the City Manager were presented:

<br /> 78-185 "Consideration of an ordinance on first reading to appropriate $9,706 from the
<br />Grants Fund for the continued development of the Adult Offender Tracking System.
<br />
<br /> This appropriation will provide the funds necessary to continue deveiopemnt of a com-
<br />puterized system which permits criminal justice agencies of Portsmouth to track an individual
<br />through its system (from the point of arrest, through the courts, into the jail and/or proba-
<br />tion or parole). The program will allow each agency to know the status of an. arrested offende~
<br />who is being processed; and, also will produce aggregate information for external and internal
<br />management purposes. The Office of the Commonwealth's Attorney, Circuit Court, and Probation
<br />and Parols will be brought on-line during this phase. Of the total appropriation $8,?36 re-
<br />presents DJCP Federal Block Funds, $485 is DJCP State Genmra] Funds, and $485 is the required
<br />local match. The City Manager recommends adoption on first reading."

<br />"AN ORDINANCE TO APPROPRIATE $9,706 FROM THE GRANTS FUND FOR THE CONTINUED
<br />DEVELOPMENT OF THE ADULT OFFENDER TRACKING SYSTEM."

<br /> 78-186 "Consideration of an ordinance on first reading to appropriate $65,000 from the
<br />General Fund for street maintenance and repairs to Twin Pines Road and West Norfolk Road.
<br />
<br /> This appropriation will provide the State's share toward the repair of Twin Pines and
<br />West Norfolk Roads, which is necessitated as a result of the heavy hauling associated with the
<br />construction of the~W~s~er~Freeway Bridge. My staff through meetings with the Suffolk District
<br />Office have reached an agreement on the pro-rata share that the Virginia Department of Highway~
<br />and Transportation will contribute toward the repairs and resurfacing. The balance of the
<br />~funds will be paid fro~ the street maintenanze account in the General Fund. Bids on the pro-
<br />ject should be received by mid-June. The City Manager recommends adoption on first reading."

<br />-187 "Consideration of an ordinance on first reading to appropriate $100,000 from t5~
<br />Improvements Fund for off-site drainage improvements at various locations within the
<br />
<br /> The Capital Improvements Program for 1977-78 allocated $~2S,000 local match for off-site
<br />drainage projects throughout the City. This ordinance appropriates $100,000 of that amount
<br />for off-site drainage for required ~mprovements at Hedge Lane and Shea Street, and West Norfol
<br />Road and Cedar Lane. The City Manager recommends adoption on first reading.

<br /> On motion of Mr. Early and seconded by Mr, Wentz, the following ordinance was approved on
<br />first reading, and by unanimous vote:

<br />"AN ORDINANCE TO APPROPRIATE $100,000 FROM THE CAPITAL IMPROVEMENT FUND FOR
<br />OFF-SITE DRAINAGE IMPROVEMENTS AT VARIOUS LOCATIONS WITHIN THE CITY."
<br />
<br /> 78-188 "Consideration of an ordinance on first reading to appropriate $35,635 in the
<br />City Garage Fund for payment of the automobile liability insurance premium for 1978-79.
<br />
<br /> The City has received premium notice for automobile liability insurance for the next 12
<br />months in the ~mount of $221,345. The premium for the next 12 months is $5,000 more than the
<br />current premium now being paid. The small increase in premium reflects the benefits from the
<br />increased monitoring and administrative measures taken through the Safety Review Committee.
<br />The City Garage Fund had an estimated $175,635 as their share in the actual cost. As part of
<br />this ordinance, ~ am reporting that the ~pprop~iated amount will be transferred from the
<br />Emergency Contingency Fund to the City Garage Fund in order to fund the additional appropriati
<br />Your adoption and approval of this ordinance will acknowledge the transfer of the funds. The
<br />City Manager recommends adoption on first reading.'
