,37 <br /> <br />.hme 27. 1978 <br /> <br /> 78-212 - "Consideration of a motion authorizing award to the lowest responsible bidder <br />for construction work at the intersection of West Norfolk Road and Cedar Lane." <br /> <br /> Motion of Mr. Early and seconded by Mr. Elliott, that the contract for construction to <br />be awarded to Portsmouth Paving Corporation, being theftowest responsible bidder, in the <br />amount of $95,709.50; contract for pipes to be awarded to Empire Sales, being lowest responsi[ <br />bidder, in the amount of $6,50S.80, and was adopted by unanimous vote. <br /> <br /> 78-215 - <br />aceounts-for <br />Portsmouth. <br /> <br />"Consideration of a motion designating the Director of Finance to audit the <br />those persons holding permits to operate bingo games within the City of <br /> <br /> Pursuant to Section 18.2~335 of the Code of Virginia, annual reports are required <br />to be filed with the Commissioner of Accounts or other local official as the local <br />governing body may designate to audit these organizations. The Commissioner of Accounts <br />has requested that the City designate an appropriate person within the City government <br />to audit these accountings and file such annual reports as necessary. The City Manager <br />recommends adoption." <br /> <br /> Motion of Mr. Holley and seconded by Mr. Early, that the Director of Finance to be <br />designated to audit the accounts for those persons holding permits to operate bingo games <br />w%thin the City, and was adopted by unanimous vote. <br /> <br /> 78-214 "Submission of a report from the City Manager outlining t:he .itatus of mainten- <br />ance as it relates to railroad crossings within the City of Portsmouth. <br /> <br /> This report outlines the railroad crossings that have been upgraded, as well as <br />detailed information on the proposed repairs by the three railroads within the City of <br />Portsmouth. This report is being submitted for your information as part of the Administra- <br />tion's continuing policy to keep the Council informed on railroad crossings." <br /> <br />The following report was submitted: <br /> <br /> "Attached please find a brief report from the Department of Public Works concerning <br />the status of railroad crossings in the City. As you can see from the report and supporting <br />documents, the railroads are showing marked improvement in their cooperation with the <br />City on railroad crossings. <br /> <br /> As you will recall the General Assembly this past session authorized cities tb make <br />repairs to railroad crossings and to bill the railroad accordingly. Previously only <br />the Virginia Department of Highways and Transportation had such authority. As you are <br />well aware this left the cities without the proper leverage to deal with uncooperative <br />railroads. <br /> <br /> After the passage of the new bill I authorized the Director of Public Works to notify <br />all of the railroads operating in the City of Portsmouth that they would have to submit <br />reasonable work schedules for all unacceptable crossings and adhere to them or else the <br />City would make the repairs at their expense. As you can see from the attachments we <br />are at last making progress. <br /> <br /> This report is submitted for <br />at the completion of all repairs. <br />call me." <br /> <br />your information and will be followed up in the future <br />If I can be of further service in this matter, please <br /> <br /> Motion of Mr. Elliott and secnnded by Mr. Early, that the report to be received as <br />information, and was adopted by unanimous vote. <br /> <br />NEW' BUS~NESS <br /> <br /> 78-215 - Mr. Roger W. rhacker, 5621 Darby Close, representing Brandon Square Civic <br /> League, spoke regarding the formation of the-new Civic League, presenting their goals and <br /> concerns in the area - to promote a better place to <br /> <br /> Mr. Thacker and his group were complimented on the forming of the League. <br /> <br /> 78-216 The following citizens spoke regarding the closing of Mayflower Road: <br /> <br /> Mr. Leonard Spratley, 215 Leonard Road presented pictures showing problems of the <br /> streets in the area, including Mayflower,:-Leonard, Florence and Hodges Ferry Roads. <br /> <br /> Mr. Otis L. ¥ick, Jr., 1317 Hodges Ferry Road spoke protesting against the closing <br />of Mayflower Road and causing the traffic to be directed through Hodges ~er~y section, and <br />presented an addftional petition signed by Mr. & Mrs. C. E. Adkins, 100 Hodges Manor Road. <br /> <br /> Mr. J. W. Zemienieuski, 1318 Modges Ferry Road, spoke regarding his concern of the <br />children ~n the area having to use the streets to go to and from school <br /> <br /> The City Manager informed those present that the report would be furnished at the <br />meeting of July 18; 1978, first item under "Unfinished Business" and residents present at <br />both meetings would be notified. (See rtem 1978~194) <br /> <br /> 78-218 The following petition presented from citizens of Mimosa Road: <br /> <br /> <br />
