June~27, 1~78 <br /> <br /> The following letter was submitted: <br /> <br /> "Attached please find route and service change sheets for each route for which a change <br /> in service has been recommended in the 1978-79 Transit Service Program. The Program was <br /> prepared after consultation with City staff on the results of the Comprehensive Operational <br /> Analysis (COA) which as you may recall was requested by this office after the official merger <br /> last year. <br /> <br /> The COA was performed jointly by staff from the ATE Management Company and the Tidewater <br /> Transportation District Commission (TTDC) during the summer and fall of 1977. As a result <br /> a number of transit options were recommended for Portsmouth and the contiguous service areas <br /> of Chesapeake and Suffolk. These options were in turn considered and adjusted in light <br /> of the budgets for all three cities. The Transit Service Program now before you represents <br /> only minor changes in service with one exception and is in line with the recently adopted <br /> City operating budget.- <br /> <br /> The exception noted above is the Elizabeth River Loop, Route #51, which since the first <br /> of the year has provided new service to Port Norfolk, the Portsmouth Marine Terminal and <br /> Mt. Hermon as well as connecting service to Norfolk through the Midtown Tunnel. In a short <br /> period of time the Loop has become one of the heaviest traveled routes in the Portsmouth <br /> system. The 1978-79vTransit Service Program while reducing the headway transfers this route <br /> from an experimental to a regular service status. It is anticipated that the proposed interlock <br /> with the Shea Terrace neighborhood will further the utilization of this new route. <br /> <br /> In an unusual move the City of Chesapeake has agreed to reestablish the discontinued <br />~'Bowerg Hill Route,#S5 on a limited basis with two morning and evening trips. Chesapeake <br /> has agreed to provide this service over the full route from downtown Portsmouth to Bowers <br /> Hill at their cost. This in essence represents an increase in service to Portsmouth residents <br /> from Alexander's Corner to the Chesapeake/ Portsmouth City line on Airline Boulevard at <br /> no cost to Portsmouth. <br /> <br /> Two additional <br />Route ~41, and Deep <br />areas of Chesapeake <br />of the routes will <br /> <br />service changes in Chesapeake will affect Portsmouth service in Cradock, <br />Creek, Route #43. Both of these routes will be extended into contiguous <br />at no cost to Portsmouth. However, service levels for Portsmouth sections~ <br />be affected in both instances. <br /> <br /> Overall the Transit Service Program recommended for FY 1978-79 <br />in transit service for the City of Portsmouth at a reasonable cost. <br />recommendation that the Program be adopted as presented. A copy of <br />hearing transcript is provided for your information." <br /> <br />represents an increase <br />It is therefore my <br />the June 8, 1978 public <br /> <br /> On motion of Mr. Early and seconded by Mr. Oast, the following resolution was adopted, <br />and by the following vote: <br /> <br />"A RESOLUTION'APPROVING THE 1978-79 TRANSIT SERVICE PROGRAM PRESENTED BY THE <br />TIDEWATER TRANSPORTATION DISTRICT COMMISSION. <br /> <br /> WHEREAS, the City of Portsmouth is a member of the Tidewater Transportation District; <br />and · - <br /> <br /> WHEREAS, in accordance with the agreement between <br /> Transportation District Commission, the Commission has <br />'~-~o~:~¥ 1978; and <br /> <br />the City of Portsmouth and the Tidewate~ <br />proposed a Transit Service Program <br /> <br /> WHEREAS, in accordance with the Commission rules and the policy of the City of Portsmouth, <br />a joint public hearing was held by the City and the commission on the proposed Transit Servicel <br />Program; and <br /> <br /> WHEREAS, there are sufficient funds provided within the City's operating budget for <br />FY 78-79 in order to facilitate the proposed Transit Service Program. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that the 1978-79 Transit Service Program illustrated on City of Portsmouth Transportation <br />Document TSP 78-1, is hereby approved." <br /> <br />Ayes: <br />Nays: None <br /> <br /> ~"'78-211 "Cons i~d~¥a%ion of a resolution changing <br />for J-uly 11, 1978 to July 18, 1978 at 7:30 p.m. <br /> <br /> The City Manager recommends adoption." - <br /> On motion of Mr. Elliott and seconded by Mr. Early, the following resolution was <br />and by the following vote: <br /> <br /> "A RESOLUTION CHANGING THE REGULAR SCHEDULED CITY COUNCIL MEETING OF JULY 1~, <br /> 1978 to JULY~IS~ 1978. <br /> <br />Barnes, Early, Elliott~ HolLey~, Oast <br /> <br /> the City Council Meeting scheduled <br /> <br />adopted, <br /> <br /> BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that the regular <br />scheduled City Council meeting of July 11, 1978 is changed to July 18, 1978." <br /> <br />Ayes: Barnes, Early, Elliott, Holley, Oast <br />NaMeg 'None <br /> <br /> <br />
