3¸8 <br /> <br />June 27, 1978 <br /> <br /> "As concerned parents and residents of Mimosa Road, we would like to bring to your <br />attention the hazerdous curve on our street. Practically every family here has small pre-scho <br />children or young school age children. Many motorists approaching the curve drive at a breath~ <br />taking speed and are unable to control their vehicles properly at such speeds. Numerous times <br />the small children have been playing near the street and on occasion have run out into the <br />street after a toy or have been riding bicycles in the street because of the lack of sidewalks <br />in the area. It is 81~ficult for the chilren to see approaching vehicles and just as difficul <br />for the motorists to see the children when they are driving so recklessly. We have done our <br />best as parents to keep our children off the street but it has gotten so out of hand with the <br />speeders that we~all~run to our windows and hold our breath when we hear the screaching tires <br />in fear that one of our children may have been hurt. We are requesting that ~ speed bumps <br />be erected around this curve to slow motorists down and/or ~ have a policeman equipped with <br />radar stationed on this curve to clock the speeders and/or ~ have speed limit signs posted <br />stating a safe maximum speed for this area. <br /> <br /> One of our residents has on numerous occasions had cars run up ~nto her yazd because they <br />could not negotiate the curve at the speed they were traveling. <br /> <br /> We love our children deeply and do not wish to visit them in <br />what will happen if a solution is not discovered and enacted upon <br />Thomasine E. L. BARCLAY <br />(914 HIGH STREET]. <br /> <br /> WHEREAS, the Council of the City of Portsmouth, Virginia, has determined that certain <br />property, hereinaf-ter'described is no longer required for City purposes and is surplus property; <br />and <br /> <br /> WHEREAS, the Council has, by its Resolution of May 9, 1978, authorized the City Manager <br />to advertise this property for sale upon certain terms and conditions; and <br /> <br /> WHEREAS, the City Manager has caused the said property to be advertised in accordance <br />with said authorization and the Code of the City of Portsmouth; and <br /> <br />WHEREAS, E. L. Barclay has submitted a bid in response to said advertisement; and <br /> <br /> WHEREAS, the Council finds, after due consideration, that the bid of E. L. Barclay complies <br />fully with the terms of the City's advertisement and that the bid is the highest bid received <br />and will permit, the disposition of the property on terms most favorable to the City. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by <br />the City Manager be, and he hereby is, <br />proper~y described as 914 High Street. <br /> <br />the Council of the City of Portsmouth, Virginia, that <br />directed to accept the bid of E. L.
