W~EREAS, there are urgent needs within the City of Portsmouth to provide employment
<br />for Young Adults; and

<br /> WHEREAS, the Parks and Recreation Department is deemed of high improvement and/or develo
<br />ment priority by said City, and shall be referred to as the Portsmouth Parks and Recreation
<br />Department;~and the current unemployment rate is 6.6%; and
<br />
<br /> WHEREAS, the proportionate project share is funded up to 100 percent (100%) by the Virgi
<br />Commission of Outdoor Recreation.

<br />NOW; THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia:
<br />
<br /> That the City Manager is hereby authorized to cause such information or materials as
<br />may be necessary to be provided to the appropriate State Agency to permit the formulation,
<br />approval and funding of the Parks and Recreation Department project.
<br />
<br /> : BE ~T. FURTHER RESOLVED, the City Council of Portsmouth, Virginia gives its assurance
<br />that its unemployment rate is currently 6.6%.
<br />
<br /> BE IT FURTHER RESOLVED that the City of Portsmouth, Virginia will abide by all applicable
<br />State and Federal regulations governing such expenditure of funds provided by the Virginia
<br />Commission~of Outdoor Recreation.

<br /> BE IT FURTHER RESOLVED that the Departments Of Agriculture and Interior and the Virginia
<br />Commission of Outdoor Recreation are respectfully requested to assist in the prompt approval
<br />and funding of the city of Portsmouth, Virginia Conservation and/or Recreation Park Project
<br />in order to enhance the standard of enjoyment for all our citizenry."

<br /> On motion of Mr. Oast and seconded by Mr. Elliott, the following resolution was adopted,

<br /> "A RESOLUTION AUTHORIZING THE ISSUANCE OF $4,525,896. OF BONDS OF THE CITY
<br /> OF PORTSMOUTH, VIRGINIA, TO BE KNOWN AS GENERAL OBLIGATION BONDS FOR THE
<br /> PURPOSES OF URBAN RENEWAL, PARKS AND RECREATION, PUBLIC SAFETY, PUBLIC
<br /> TRANSPORTATION, PURCHASE OF PROPERTY, EDUCATION, DRAINAGE AND STREET IM=
<br /> PROVEMENTS, COMMUNITY SERVICES AND WATERFRONT DEVELOPMENT.

<br /> WHEREAS, it is necessary for the City of Portsmouth to provide funds for the projects
<br />as hereinafter set forth; and

<br /> WHEREAS, there are:no funds in the tzeasury of the City of Portsmouth applicable to
<br />the payment of said expenses and the costs of said projects and it is, accordingly, necessary
<br />to issue General Obligation Bonds of~the City of Portsmouth~in the sum of Four Million, Three
<br />Hundred Twenty-Five Thousand, Eight Hundred Ninety-six ($4,325,896.) Dollars for those pur-
<br />poses.

<br /> NOW, THEREFORE, BE IT RESOLVED, by the Council of the City of Portsmouth, Virginia:

<br /> 1. For the purposes of urban renewal, parks and recreation, public safety, public
<br />transportation, purchase of propertY, education, drainage and street improvements, community
<br />servic'e~ah8 waterfront development, there shall be issued Four Million, Three Hundred Twenty-
<br />five Thousand, Eight Hundred Ninety-six ($4,325,896.) Dollars of bonds of the City of Portsmo~
<br />to be known as General Obligation Bonds pursuant to the provisions of Chapter S of Title
<br />1S.1 of the Code of Virginia, 1950, as amended, and provisions of law applicable thereto.
<br />The said bonds shall be serial bonds and shall be issued at one time and shall be in such
<br />form and of such denomination as the Council shall direct. Each issue shall be payable not
<br />exceeding forty (40) years from its date, and said bonds shall bear interest at a rate or
<br />rates~ to be hereinafter determined by the Council upon the sale of said bonds, providing
<br />that the maximum rate 'of interest shall not exceed the maximum rate of interest aUthorized
<br />by law at the time of the sale of said bonds.

<br /> 2. This resolution shall take effect from the date oY its adoption."

<br /> Consideration of a resolution adopting the 1978~9 Transit Se~vic~,iProg.ram
<br />for the City of Portsmouth as presented by the Tidewater Transportation District Commission.
<br />
<br /> This resolution adopts the 1978F~9 Transit Service Program which prepared jointly
<br />by the Tidewater Transportation District Commission staff and the City. The proposed program
<br />represents only minor changes from that ~hich is presently in operation. A joint public
<br />hearing was held on the proposed changes at City Hall on June 8~ 1978. A synopsis of the
<br />proposed changes and the public hearing results have been provided with your agenda. The
<br />City Manager recommends adoption."
