J_u~e 21~1978 <br /> <br /> 78-206 - Consideration of an ordinance concerning building requirements fo~ projects <br />designated as housing for the elderly. <br /> <br /> This ordinance provid'es special building requirements for housing designated for the <br />elderly. Upon adoption any housing project seeking designation as housing for the <br />WoUl'~ have to comply with the requirements listed. The City Manager recommends adoption. <br /> <br />The following letter was submitted: <br /> <br /> "As you will recall the City established a provision within its Code approximately one <br />year ago which authorized a reduction in required onsite parking for housing projects built <br />for the elderly. While most of the elderly housing projects being built today are constructed <br />with federal assistance and as a result are built under some form of elderly design criteria, <br />it is possible that privately financed housing could be built without such criteria. In the <br />absence of such building requirements, the City would be hardpressed to distinguish the elderlM <br />project from any other housing project; and, therefore could not authorize the reduction in ~ <br />onsite parking as allowed by the Code. · <br /> <br /> The ordinance before you will amend Chapter 6 of the City Code and provide specific building <br />requirements for Housing for the Elderly whether Federally financed or not. This will insure <br />that as a minimum housing for the elderly projects built in Portsmouth will subscribe to the <br />requirements set forth in this ordinance. <br /> <br /> This ordinance was developed by the Buildings Department after consultation with this off~ce, <br />the Mayor's Senior Citizens Commission, the Planning Commission, and local architects experi- <br />enced in designing, this type of housing. The ordinance in question provides the necessary assur- <br />ances that the hou§in~will be suitable for the elder~y-whit~ avoiding overregulation. It is <br />therefore recommended for your adoption." <br /> <br /> On motion of ~r. Early and seconded by Mr. Elliott, the following ordinance was adppted <br />on firs~ and final reading, and by the following vote: <br /> <br /> "AN ORDINANCE TO AMEND THE CODE OF THE CItY OF PORTSMOUTH, VIRGINIA, 1973, BY <br /> ADDING TO~CHA'PTER 6~THEREOE, ARTICLE IV, SECTION 6-50, PERTAINING TO HOUSING <br /> FOR THE ELDERLY." <br /> <br />Ayes: Barnes, Early, Elliott, Holley, Oast <br />Nays: None <br /> <br /> 78-207 - "consideration of an ordinance amending the City Code by creating a Public <br />Liability Fund f0r'~h5~ii%~officials, public employees, and commissioners appointed by City <br />Council. <br /> <br />+:~:~:~he purpos~[-~thi~fund is to provide the necessary monies to defend and pay claims <br /> if necessary on liabilities arising from the operation of city government. The types of cover~ <br /> that are subject to this f~nd will be personal injury, bodily injury, and property damages <br /> exclading the operatib~'of a motor vehicle. The City previously carried insurance with a <br /> private carrier~f~r~he~police liability insurance; and, have reached a point that we either <br /> cannot, find an underwriter or if there is one available, the cost is prohibitive. Based on <br /> our claims record-oV-er!~he past Seven years, it is the recommendation of my staff and this <br /> off$ce that the ~ity pursue selfinsurance Under this category. The limits of liability, etc., <br /> ar~:~Utlined in-the'proPOsed administrative policy directive which is attached for your inforr <br /> marion. The City Manager recommends adoption." <br /> <br /> · On motion of Mr, Early and seconded by Mr. Holley, the following ordinance was <br />on first and final reading, and by the following vote: <br /> <br />"AN ORDINANCE ~MENDING THE CODE OF THE CITY-OF PORTSMOUTH, VIRGINIA, <br />CREATING A LIABILITY MEEENSE PUND FOR OFFICERS, <br />MEMBERS APPOINTED BY THE COUNCIL OF THE CITY OF <br /> <br />19?$,BY <br /> <br />adopted <br /> <br />EMPLOYEES AND CERTAIN COMMISSION <br />PORTSMOUTH." <br /> <br /> Ayes: Barnes, Early, Elliott, Holley, Oast <br /> Nays: None <br /> <br /> ?8-208 "Consideration of a resolution authorizing the City Manager to furnish detailed <br /> information and execute documents necessary for the application of grant funds from the Virgin~ <br /> Commigsion of Outdoor Recreation, <br /> <br /> ~ , TAis resol~Zion is. necessary in order that the City of Portsmouth may continue to apply <br />= ~fo~,a~. receive ~K~p%.~un~$ from the Virginia Commission of Outdoor Recreation. The resolutio~ <br /> authorizes the City M~nager to provide such information as may be requested in applying for <br /> grant funds.
