<br />"Consideration of an ordinance on first reading to amend Section 2 (b), of
<br />1977-51, in reference to the formula for tax on real estate for public service

<br /> We have been advised of the change by the State Department of Taxation on how to cal-
<br />culate the tax rate for the unequalized portion of real properties assessed by the State
<br />Corporation Commission. The State Department of Taxation has established our 1978 ratio
<br />at 93% and has indicated that the adjusted tax rate on the unequalized protion would be
<br />derived by multiplying the real property tax rate by an unequalized amount of 55% in lieu
<br />of 40%. ~Since our ordinance specifies 100% and 40%, this amendment will correct the tax
<br />rate applied to conform to the policy of the State Department of Taxation. The current
<br />ordinance applied to the 1977-78 tax year. This amendment will set forth the tax rate
<br />for the 1978-99 tax year for public service corporations. The City Manager recommends
<br />adoption on flr~t reading.'' ~

<br />Account for the continued operation of the Jail Management and Training Program,

<br /> This motion will. provide the funds necessary to operate the Jail Management and Training
<br /> Program for the third year. While the program will continue to perform management studies
<br /> to improve general operation of the jail, greater emphasis will be given staff development
<br /> through the development of an inrservice training capability. Of the total authorization,
<br /> $15,500 represents DJCP Federal Block Funds, $861 is DJCP State General Funds and $861
<br /> is the required~local match. The City Manager recommends adoption of this motion-."

<br /> Motion of Mr. Early and seconded by Mr. Barnes, to concur in the recommendation of the
<br />Qity Manager, and was adoPted by unanimous vote.

<br /> 78-235 - "Consideration of a motion to transfer $291,159 from the Grants Contingency
<br />Account for the fourth year operation of the Southeastern Virginia Alcoholic Safety Action
<br />Project.
<br />
<br /> This motion will allow the Southeastern Virginia ASAP to operate for a fourth year.
<br />The ASAP program became operational in July 1975 and since that time has offered educational
<br />and counseling services to persons charged with driving under the influence of alcohol.
<br />The education a~d counseling programs were~ begun as alternatives to a fine and loss of
<br />license. When the program began it included only the jurisdictions of Portsmouth and Suffolk
<br />During the past three years it has expanded to include Chesapeake, Franklin, Isle of Wight,
<br />Southampton and Smithfield. The ASAP program is supported largely by fees paid by participan
<br />with each participant paying a fee of $200. In addition, the State Highway Safety DivisiOn
<br />through a grant,from the Federal Government contributes monies for the support of a treat-
<br />ment program'for persons classified as serious alcoholics. The City of Portsmouth is not
<br />required to make any cash contributions to the support of the program. The City Manager
<br />recommends adoption of this motion."

<br /> On motion of Mr. Barnes and seconded by Mr. Oast, to concur in the recommendation of
<br />the City Manager, and was adopted by unanimous vote.

<br />~' 78~256 ~ "Consideration of a motion to transfer $12,596 from the Grants Contingency
<br />Accouat to provide supplemental funds for the Anti-Litter Program and the Young Adult
<br />Conservation Corps.
<br />
<br /> ~This transfer will provide the funds necessary to increase the activities of the anti-
<br />litter campaign being conducted by the Clean Community Commission. This supplemental amount
<br />of $1,500, funded entirely by the State, will be used to purchase litter receptacles which
<br />will be placed at selected locations throughout the City. The balance of the transfer,
<br />$11,096 is an additiOnal allocation for the Young Adult Conservation Corps which will be
<br />used for wages, benefits, equipment, etc., for an additional 6 employees bringing the total
<br />YACC Program to $145,800. This total transfer is funded entirely by Federal monies. The
<br />City Manager recommends adoption of this motion."
