<br /> Since this matter was last presented to Council, this office has discussed the situation
<br /> ' 7:the a licant on numerous occasions. During the last such discussion, it was pointed

<br />-~he~'~otential and danger of settlement and its impact on public facilities such as streets,
<br />storm drainage, waterlines and sanitary sewers. Should the rezoning be approved, the appli-
<br />cants .only alternative would be to apply for a use ipermit to operate a mobile home park. I
<br />mention this because such a use permit would have to be filed with the Planning Commission
<br />and also approved by City Council subsequent to approval of the rezoning.
<br /> ~ Based on the above discussion, my recommendation is similar to that previously reported
<br /> to you on March 28, 1978. It is my recommendati°n that this application be denied and that
<br /> appropriate City agencies be instructed to work with the applicant to determine a more appro-
<br /> pria%e use. A copy of my previous reportTis attached for your reference."

<br /> The following reports from the City Manager were presented:

<br /> 78-2~1 - "Consideration of an ordinance on first reading to appropriate $500,000 in
<br /> the Capital Improvements Fund for the upgrading and overlayment of selected streets on a
<br />
<br /> This appropriation represents the $500,000 previously authorized of General Revenue
<br />~ -~S~Ari~g funds for the-upgrading and overlaying of selected streets within the City. The
<br /> Ci%y Council ha~i!previously been furnished information outlining the particular streets that
<br /> have helen selected as part of the overall project for street maintenance. The City has recei'
<br /> bids for the cost of overlaying the streets and has notified the contractor to proceed in
<br /> order to complete the project by early Fall of this year. The City Manager recommends adop~
<br /> tion on first reading."
<br /> On motion of Mr. Barnes and seconded by Mr. Early, the following ordinance was approved
<br /> on first reading, and by unanimous vote:
<br /> "AN ORDINANCE TO APPROPRIATE $500,000 FROM THE CAPITAL IMPROVEMENT FUND FOR THE
<br /> UPGRADING OVBRLA~4ENT OF SELECTED STREETS ON A CITY-WIDE BASIS."
<br /> 78-252 - "Consideration of an ordinance on first reading to appropriate $1,360,000
<br /> fro~ the Capital Improvements Fund for the Municipal Garage and Parking Ramp; street and
<br /> utiliDy improvements for the Waterfront Project.
<br /> This appropriation will provide the necessary funds for the second year commitment,
<br /> in accordance with the development agreement, on the construction of the Municipal Garage
<br /> and Parking Ramp. There is $1,090,000 of ~this appropriation allocated for that purpose. The
<br /> balance of the appropriation $270,000 is for street and utility improvements required as
<br /> of the Twin Office Towers and the PrOPOsed High Rise Residential Tower as outlined in thePart
