Funded under the Comprehensive Employment and <br /> Training Act, Special Projects Title VI, the project will be supervised by the Department <br /> of Public Works. The City Manager recommends adoption of this motion., <br /> Motion of Mr. Early and secnnded by Mr. Holley, to concur in the recommendation of the <br /> City Manager, and was adopted by unanimous vote. <br /> 78-£38 - Consideration of a motion to transfer $18,500 from the Grants Contingency <br /> Account to provide continuation funds for the operation of the Status Offender Program of <br /> the City of Portsmouth. <br /> ~ ~his transfer will provide the funds necessary to continue the activities of the Status <br /> Offender Diversion Program conducted by the Juvenile and Domestic Relations Court. The <br /> prog=am provides services to the status offender and his family and help divert them from <br /> the juvenile justice system. Of the total appropriation $16,650 represents the DJCP Federal <br /> Block Funds, $925 represents DJCP State Funds, and $925 is the required local match. The <br /> City Manager recommends adoption of this motion." <br /> Motion of Mr. Barnes and seconded by Mr. Holley, to concur in the recommendation o£ the <br /> City Manager, and was adoPted by unanimous vote. <br /> 78-259 - "Consideration of a motion to transfer $15,000 from the Grants Contingency <br /> Account for the continuation of the annual Police Training Program. <br /> ~his motion will transfer the funds necessary to continue the annual Police Training <br /> Program which w~ permit members of the Portsmouth Police Department to receive instruction <br /> in current law enforcement techniques and procedures. Of the total $15,000 grant, $13,500 <br /> represents DJCP".BI~Ck Funding, $750 is State General Fund appropriation, and $750 is local <br /> cash match. The City Manager recommends adoption of this motion." <br /> Motion of Mr. Oast and seconded by Mr. Barnes, th?concur in the recommendation of the <br /> City Manager, and was adopted by unanimous vote. <br /> 78-240 - "Consideration of a motion to transfer $54,605 from the Grants Contingency <br /> Account to provide continuation funds for the operation of the Emergency Shelter Care Program <br /> for the City of Portsmouth. <br /> ~his transfer will provide the funds necessary to continue the activities of the Emer- <br /> gency Shelter Care Program being conducted by the Crisis Interventib~~Unit under the~:~dmini- <br /> stration of the Portsmouth Social Services Department. The program offers counseling, <br /> follow-up; and where necessary, emergency shelter care to status offenders in order to divert <br /> them from being detained in secure facilities. Of the total transfer~ $49,14~ represents <br /> the DJCP Federal Block Funds, $2,730 represents the DJCP State General Funds, and $2,750 <br /> is the required local match. The City Manager recommends adoption of this motion. <br /> Mot¢on of Mr. Barnes and seconded by Mr. Holley, to concur in the recommendation of the <br /> City Manager, and was adopted by unanimous vote. <br /> 78~41 "COnsideration of a motion to transfer $18,000 from the Grants Contingency <br /> Accour~t to provide continuation funds for the operation of the Witness/Victim Program of <br /> the'City of Portsmouth. <br /> This transfer will provide the funds necessary to continue the activities of the <br /> ~ Witness/Victim~P~rogram being conducted through t~e Commonwealth Attorney's Office. Of th <br /> total~transfer $16,200 represents the DJCP Federal Block Funds, $900 is DJCP State Genera~ <br /> Funds, and $900 is~the required local match. The City Manager recommends adoption of this <br /> mOtion. <br /> Motion of.Mr. Barnes and seconded by Mr. Elliott, to concur in the recommendation of the <br /> City Manager, and was adap~di~by unanimous vote. <br /> 78-242 - "Consideration of a motion to transfer $S0,498 from the Grants Contingency <br /> Account to provide continuation funds for the operation of the Status Offender Alternative <br /> Program of the City of Portsmouth. <br /> This transfa~~will provide the funds necessary to continue the activities of the Status <br /> Offender Alternafive Program being administered through the Department of SPecial Education <br /> and Special Services under the School Board in order to provide resources and an additional <br /> treatment option for the juvenile court to handle status offenses. Of the total transfer <br /> $4S,448 represents the DJCP Federal Block Funds, $2,52S represents DJCP State General Funds, <br /> ' ~and $2,S2S is the required local match.
