78-253 - "Consideration of an ordinance to amend the CitY Code pertaining to sewer <br />connection fees. <br /> <br /> The present City Code section provides for a sewer connection fee whenever a building <br />has been removed from a site and a new building replaces same. For example; this charge <br />would be applicable when an apartment house is replaced by a single family dwelling. This <br />ordinance will provide that a sewer connection charge will have to be paid only if the replace- <br />ment building requires increased service. The City Manager recommends adoption." <br /> <br /> On motion of Mr. Holley and seconded by Mr. Gray, the following o~dinance was adopted <br />on first and final reading, and by the following vote: <br /> <br /> "AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, BY <br /> ~4ENDING SUBSECTION 118.12 OF SECTION 6-8 THEREOF, PERTAINING TO CHARGES FOR <br /> SEWER CONNECTION." <br /> <br />Ayes: Barnes, Early, Elliott, Gray, Holley, Oast, Davis <br />Nays: None ~ <br /> <br /> ~8-254 "Consideration of a resol~ <br />receive bids for the sale of City~wned <br />School.' <br /> <br /> This resolution will authorize the <br />adjacent to the Churchland Academy Elem~ <br />School Board and the City of Portsmouth <br />the City pursuant to the 1960 Annexatio~ <br />the bids are required to state for what <br />recommends adoption." <br /> <br /> On motion of Mr. Barnes and second~ <br />and by the following vote: <br /> <br /> tion authorizing the City Manager to advertise and <br />~roperty adjacent to the Churchland Academy Elementary <br /> <br />City Manager to advertise and receive bids for propert <br />~ntary School, which has been declared surplus by the <br /> This property was part of parcels conveyed to <br />~ Agreement. The City Manager <br /> <br />d by Mr. Holley, the following resolution was adopted, <br /> <br /> "A RESOLUTION AUTHORIZING THE CITY MANAGER TO ADVERTISE AND RECEIVE BIDS FOR <br /> CERTAIN CITY-OWNED PROPERTY ADJACENT TO CHURCHLAND ACADEMY ELEMENTARY SCHOOL. <br /> <br /> WHEREAS, the City of Portsmouth presently owns certain'Parcels of property located <br />adjacent to the Churchland Academy Elementary School, which parcels were conveye~ to ~the <br />City of Portsmouth pursuant to the terms of the 1968 annexation of property of the City <br />of Chesapeake, Virginia (Norfolk County); and <br /> <br /> ~FHEREAS, said land is no longer needed by the City of Portsmouth or the Portsmouth <br />School Board and it is, therefore, declared to be surplus property. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that the City Manager be, and he hereby is, authorized to advertise and receive bids for <br />the hereinafter described property on such terms and subject to such minimum bid restrictions <br />as he may deem propers. <br /> <br />The property to be advertised is more particularly described as follows: <br /> <br /> All those certain~lots, pieces or parcels of land, situate, lying and <br />being in the City of Portsmouth, Virginia, known, n~mbered and designated <br />as lots 25, 26 and 27, Block 21 on the plat of Churchland Land Company, <br />recorded in the Clerk's Office of the Circuit Court of the City of Chesapeake, <br />Virginia." <br /> <br />Ayes: Barnes, Early, Elliott, Gray, Holley, Oast, Davis <br />Nays: None <br /> <br />78-255 - Deleted <br /> <br /> 78-256 - "Consideration of a resolution authorizing the construction of sidewalks <br />the 3400 Block of Downes Street where standard sidewalks do now exist; at a rate of $3 <br />per frontal lineal foot. <br /> <br />in <br /> <br /> A petition has been submitted in accordance with the law by abutting land owners request- <br />ing construction of sidewalks where sidewalks do not now exist. Notice has been given to <br />the affected land owners that a public hearing would be held by Council this date. The <br />abutting land owners shall be assessed at the rate of $5 per frontal lineal foot. ' <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Early, the~llowing resolution was adopted <br />and by the following vote: ' <br /> <br />"A RESOLUTION AUTHORIZING THE CONSTRUCTION OF A SIDEWALK IN THE 3400 BLOCK <br />OF DOWNES AVENUE ABUTTING 3445, 3449 DOWNES AVENUE AND THE WEST SIDE OF 3401 TREXLER <br />AVENUE, WHERE STANDARD SIDEWALKS DO NOT EXIST THE ABUTTING LANDOWNERS S~LL BE <br />ASSESSED AT THE COST OF $3.00 PER FRONT LINEAL FOOT; AND DIRECTING THAT AN ABSTRACT <br />OF THIS RESOLUTION BE RECORDED WITH A STATEMENT SHOWING THE ESTIB~ATED AMOUNT THAT <br />WILL BE ASSESSED SUCH LANDOWNERS. <br /> <br /> <br />
