<br /> WHEREAS, bypetition submitted in accordance with law, certain abutting landowners
<br />have petitioned the City of Portsmouth to construct a sidewalk in the 3400 block of Downes
<br />Avenue abutting 3445, 3449 Downes Avenue and the west side of 3401 Trexler Avenue, where
<br />stan.dard sidewalks do not now exist; the abutting landowners shall be assessed paying $3.00
<br />per front lineal foot of the cost of said sidewalk; and
<br />~ ~ W~EREAS, notice has been duly given to the abutting landowners, as provided by law,
<br />that a hearing would be held before the Council of the City of Portsmouth on July 25, 1978,
<br />at 7:30 P.M., in the Council Chambers; and
<br /> WHEREAS, said hearing has been duly held and in the judgment of the Council the said
<br /> sidewalk should be constructed.
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Pertsmouth, Virginia:
<br /> 1. That the construction of a sidewalk in the 3400 block of Downes Avenue abutting
<br /> 3445, 5449 Do~mes Avenue and the west side of 3401 Trexler Avenue, where standard sidewalks
<br /> do not now exist, is hereby authorized.
<br /> 2. That the abutting landowners shall be assessed at a rate of $3.00 per front lineal
<br /> foot pursuant to a petition signed by seventy-five (75%) percent of the property owners affect
<br /> by the requested improvements.
<br /> 3. That the City Clerk forthwith cause to be recorded an abstract of this resolution,
<br /> together with a st~Ltement showing the ownership and location of the property to be affected
<br /> by the proposed sidewalk and the estimated amount that will be assessed against each abutting
<br /> landowner in accordance with a statement thereof on file in his office."

<br /> 78-258 - Mrs. Ethel Rollins, 507 Norcum Circle, representing Greenwood Garden Clubi
<br />spoke regarding improvements that had been made along Victory Boulevard and thanked the
<br />Council for helping to accomplish this request; also asked for permission to place two trash
<br />cans in the area and have the city to take care of them; to be permitted to place two small
<br />signs stating "Keep Off Grass", "Keep Off Fence and Don't Litter". Also requesting again to
<br />close the unsightly ditches in the area. The matter was referred to the City Manager to
<br />investigate.
