5O <br /> <br />July 25, 1978 <br /> <br />Road was s~bm~ted: <br />the June 27, 1978 <br /> <br />School Board, and was adopted by unanimous vote. <br /> 78-218 - The following report from the City Manager concerning Mimosa <br /> "Below are my comments and observatians on the petition submitted at <br />Council meeting by parents on Mimosa Road, concerning the dangerous curve in the 100 Block of <br />said road. I have attached a map which shows the portion of Mimosa Road in question. <br /> I have received a report from the Chief of Police detailing the calls received in the <br />last six months and the results of radar enforcement. Since January 1, 1978, there have been <br />three complaints of reckless driving and one reported accident (no injuries) on Mimosa Road. <br />Four officers who have worked radar along Mimosa Road indicate that very few summonses are <br />issued. One officer indicates that he has setup for periods as long as t~o hours and issued <br />no summonses. <br /> <br /> The petition requests that one or more of the following actions be taken: (1) speed <br />bumps be installed, (2) radar enforcement be initiated, and (3) speed limit signs be posted. <br /> I recommend against installatian of speed bumps on any street due to potential liability <br />from damages to an automobile and, more importantly, due to the potential of an unsuspecting <br />driver losing control of the vehicle; thereby contributing to or causing, rather than pre- <br />venting an accident. Radar enforcement in the 100 Block of Mimosa Road would likely be less <br />effective than such enforcement in the 200 to 300 Blocks, as reported above, since the distanc <br />from the curve to either Elmhurst Lane or Vick Street is extremely short. <br /> <br /> It is recommended that I request the Traffic Engineer to investigate the feasibility <br /> of signs warning motorists of the curve, as well as insuring that the posted speed limits <br /> are visible to any persons using Mimosa Road. Additionally, the Police Department would conti <br /> periodically using radar along Mimosa Road in order to control the speeding within the re- <br /> <br />sidential area." <br /> <br /> Motion of Mr. Early and seconded <br />Manager, and was adopted by unanimous <br /> <br />by Mr. Barnes, ~o accept the recommendation of the City <br />vote. <br /> <br />The following reports from the City Manager were presented: <br /> <br /> 78-250 <br />the <br />section. <br /> <br />"Consideration of an ordinance on first reading to appropriate $56,000 from <br />Improvements Fund for the development of a new playground site in the Twin Pines <br /> <br /> This appropriation will provide the necessary funds to develop a new playground site <br />in the Twin Pines section. Approximately 18 months ago the State Highway Department notified <br />the City that the existing playground site was in the right, f-way for the new Western Freeway. <br />An agreement was?reaohed~with the Highway Department whereby they would purchase the existing <br />playground site and the City determined that such funds would be used to develop a new playg <br />ground. The City Manager recommends adoption on first reading." <br /> <br /> On motion of Mr. Barnes and seconded-by Mr. Early, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br /> "AN ORDINANCE TO APPRCPRIATE $56,000 FROM THE CAPITAL IMPROVEMENT FUND FOR <br /> DEVELOPMENT OF A NEW PLAYGROUND SITE IN THE TWIN PINES SECTION." <br /> 78-251 "Consideration of an ordinance on first reading to appropriate $8_~4,359 from <br />the Capital Improvements Fund to purchase Capital Equipment. <br /> <br /> This appropriation will provide the necessary funds to purchase capital equipment for <br />the 1978-79 Fiscal Year. Thes~ funds were previously approved in the Capital Improvements <br />Program to be funded from General Revenue Sharing Funds. The City Manager recommends adoptio~ <br />on first reading." <br /> <br /> On motion of Mr~ Holley and seconded by Mr. Early, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br /> "AN ORDINANCE TO APPROPRIATE $84,359 FROM THE CAPITAL IMPROVEMENT FUND FOR THE <br /> PURC~iSE OF CAPITAL EQUIPMENT." <br /> 78-252 "Consideration of an ordinance to amend the City Code pertaining to a late <br /> charge for overdue residential refuse bills. <br /> The City Council has previously enacted a 1 1/2% late charge for residential water bills. <br />In as much as residential refuse charges are billed on the same statement as residential <br />water bills, it is necessary to amend that portion of the City Code pertaining to refuse <br />bills to provide a 1 1/2% late charge. This will permit all charges on the quarterly statemen <br />to reflect a 1 1/2% late charge. The City Manager recommends a~option." <br /> On motion of Mr. Oast and seconded by Mr. Holley, the following ordinance was adopted on <br /> first and final reading, and by the following vote: <br /> <br />"AN ORDINANCE ~4ENDINGFTHE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, BY <br />~v~ENDING SECTION 14-46 THEREOF~ PERTAINING TO THE PA~x~ENT OF BILLS, DELINQUENT <br />CHARGES, DISCONTI?fdANCE OF SERVICE~ NOTICES." <br /> Ayes~~ Barnes, Early, Elliott, Gray, Holley, Oast, Davis <br /> Nays: None <br /> <br />ue <br /> <br /> <br />
