Roosevelt Harmon, pastor, FirJt Baptist Church, Crestwood, opened the meeting With <br />p~ayer, followed by the Pledge of Allegiance to the Flag. <br /> <br /> Mayor Davis welcomed all visitors in attendance. <br /> <br /> Motion of Mr. Early and sec0nd~d by Mr. Barnes, the minutes of ~h~,ca%ied meeting of <br />July 18, 1978; minutes or. the regular meeting of July 18, 1978, to be approved as received, <br />was adopted by unanimous vote. <br /> <br /> 78-248 - Mayor Davi~ presented Certificates of Appreciation ~o the following former <br />members of Boards and Commissions: <br /> <br /> Charles B. <br />Eastern Virginia Medical Authority; Robert M, Reed, Freddie Bowen~ Jr. <br />of the Municipal Finance Commission; Leslie L. Mr. Williams <br /> <br />reading <br /> <br />at the regular meeting of <br /> <br />"AN 6RDINANCB TO APPROPRIATE $500,000 ERO~ THE CAPITAL IMPROVB~BNT FUND ~OR THE <br />UPGRADING OVBRLAYMBNT OF SELECTED STREETS ON A CITY-WIDE BASIS." <br /> <br /> On motion of Mr. Holley and seconded by Mr. Early, the ordinance was adopted, and by <br />the following vote: <br /> <br />Ayes: Barnes, Early, Elliott, Gray,~Holley, Oast, Davis <br />Nays: None <br /> <br /> ?8-232 - The following ordinance approved on first reading at the regular meeting of <br />July 18, 1978, was taken up and read: <br /> <br />"AN ORDINANCE TO APPROPRIATE $1,360,000 FROM THE CAPITAL IMPROVEMENT FUND FOR THE <br />~UNICIPAL GAR_AGE AND PARKING RAMP; STREET AND UTILITY IMPROVEMENTS FOR THE WATER <br />FRONT PROJECT." <br /> <br /> On motion of Mr. Holley and seconded by Mr. Early, the ordinance was adopted, and by <br />the following vote: <br /> <br />Ayes: Barnes, Early, Elliott, Gray, Holley, Oast, Davis <br />Nays: None <br /> <br /> 78-233 The following ordinance approved on first reading at the regular meeting of <br />July 18, 1978, was taken up and read: <br /> <br />"AN ORDINANCE TO AMEND ORDINANCE NO. 1977-51 IMPOSING AND LEVYING TAXES FOR TiE <br />FISCAL YEAR BEGINNING JULY 1, 197~, AND ENDING JUNE 30, 1978, AND ALSO FOR EACH <br />AND EVERY FISCAL YEAR THERAFTER BEGINNING JULY ] AND ENDING JUNE 30 OF EACH <br />SUCH YEAR, UNLESS OTHERWISE CHANGED BY COUNCIL, ON REAL ESTATE, TANGIBLE PERSONAL <br />PROPERTY, AND MACHINERY AND TOOLS WITHIN THE CITY OF PORTSMOUTH, VIRGINIA, FOR THE <br />PURPOSE OF RAISING REVENUE FOR THE SUPPORT OF GOVERNMENTAL OPERATIONS AND THE <br />PUBLIC FREE SCHOOLS AND TO PAY PRINCIPAL AND INTEREST ON THE PUBLIC DEBT." <br /> <br /> Motion of Mr. Barnes and seconded by Mr. Elliott, that the ordinance to be amended~nnder <br />Section 2 (a)(b)(c), and was adopted by unanimous vote. <br /> <br /> On motion of Mr. Barnes and seconded Mr. Elliott, the ordinance was adopted as amended, <br />and by the following vote: <br /> <br />Ayes: Barnes, Early, Etliott, Gray, Holley, Oast, Davis <br />Nays: None <br /> <br /> 78-177 <br />presented: <br /> <br />The following ordinance, deferred from the regular meeting of May 30, 1978, was <br /> <br />"AN ORDINANCE TO AMEND SECTION 23-211, CODE OF THE CITY OF PORTSMOUTH, 1973, <br />PERTAINING TO PARKING OF CERTAIN VEHICLES IN RESIDENTIAL DISTRICTS." <br /> <br />Report from the School Boards was received. (See Exhibit 78-177) <br /> <br />Dr. M. E. Alford, Supterintendent of Schools, spoke and presented the following <br /> <br />"Upon motion of Mr. Whitehurst, seconded by Mr. Peanort, the Superintendent was <br />instructed to request City Council not to amend the ordinance relating to parking <br />on City Streets and to inform Council that the School Administration would handle <br />complaints relating to the parking of buses on an individual basis." <br /> <br />Motion of Mr. Barnes and seconded by Mr. Early, to concur in the recommendation of the <br /> <br /> <br />
