78-274 "Consideration of a resolution appointing viewers for the closing of a portion <br />of Montclair Avenue. <br /> <br /> The City of Portsmouth has made application to close a portion of the above named <br />street. The City Planning Commission has reviewed the application and recommends the appointm <br />of viewers in adcordance with State law. This resolution authorizes the appointment of viewer <br />The City Manager recommends adoption." <br /> <br /> On motion of Mr. Holley and seconded by Mr. Elliott, the following resolution was adopted~ <br />and by the following vote: <br /> <br /> "A RESOLUTION APPOINTING VIEWERS FOR CLOSING THE FOLLOWING STREET: A PORTION OF <br /> MONTCLAIR AVENUE. <br /> <br /> WHEREAS, the City of Portsmouth has made application to vacate, close and d~scontlnue <br />the hereinafter-described portion of a certain s~reet, and it appearing that Notice of Applica~' <br />tion and request for the appointment of viewers was duly posted May 19, 1978, on the bulletin <br />board of the General District Court, Civil Division, of the City of Portsmouth, the bulletin <br />board of the Circuit Court of the City of Portsmouth, and the bulletin board of the City Hall <br />of the City of Portsmouth. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that <br />Frank N. Bilisoly, John H. Griffin, Charles R. Hudgins, R. Irvine Smith, A. N. Kendrick be <br />appointed viewers and Richard D. Ottavio be appointed an alternate viewer in the event one <br />of the preceding viewers fail to participate, said viewers to view the hereinafter described <br />portion of such street and to report to this Council in writing whether in their opinion any, <br />and if any, what inconvenience would result in vacating and closing the following: <br /> <br />mt <br />;. <br /> <br />MONTCLAIR AVENUE <br /> <br /> Beginning at the southeast corner of Portsmouth Boulevard and Montclair <br />Avenue; thence south along the east right-of-way line of Montclair Avenue approximately <br />224 feet; thence west 50 feet to the west right-of-way line of Montclair Avenue; thence <br />north along said right-of-way 224 feet to the south right-of-way line of Portsmouth <br />Boulevard; thence east along said right-of-way 50 feet to the point of origin. (Tax <br />Plate 348)" <br /> <br /> Ayes: Early, Elliott, Gray, Holley, Davis <br /> Nays: None <br /> <br /> 78-275 - "Consideration of a resolution authorizing the conveyance of a 12' utility <br />easement to VEPCO for installing lighting facilities at City Park. <br /> <br /> This easement will provide 6 feet on each side of the poles for the location of the <br />plant facilities for additional lighting installed at City Park. The City Manager recommends <br />adoption." <br /> <br /> On motion of Mr. Early and seconded by Mr. Gray, the following resolution was adopted, <br />and by the following vote: <br /> <br /> "A RESOLUTION AUTHORIZING THE CITY MANAGER TO CONWBY A 12' UTILITY EASEMENT FOR <br /> INSTALLATION OF STREET LIGHTING IN CITY PARK. <br /> <br /> WHEREAS, arrangements have been made with the Virginia Electric And Power Company for <br />the installation of additional street lighting in City Park; and <br /> <br /> WHEREAS, Virginia Electric And Power Company has completed the installation of said stre~ <br />lighting and has requested the City of Portsmouth to convey an easement for acces~ to said <br />street lighting. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that <br />the City Manager be, and he hereby is, authorized to convey a 12' utility easement to Virginia <br />Electric And Power Company for insatllation and maintenance of street lighting in City Park." <br /> <br /> Ayes: Early, Elliott, Gray, Holley, Davis <br /> Nays: None <br /> <br /> ~8~276 - "Submission of the Quarterly Report on the Comprehensive Employment and Trainin <br />Act (CETA) Titles II and VI. <br /> <br /> This report is submitted for your information. <br /> <br /> Motion of Mr. Early and seconded by Mr. Gray, the report to be received as information, <br /> <br />and was adopted by unanimous vote. <br /> <br />- NEW BUSINESS - <br /> <br /> 78-280 - Mrs. Amanda M, <br />left by her husband in 1957. <br />(See Exhibit 78-280) <br /> <br />Baker, 41 Manley Street, presented a report concerning property <br />The report was directed to the City Attorney for review. <br /> <br /> <br />
