78-274 "Consideration of a resolution appointing viewers for the closing of a portion of Montclair Avenue. The City of Portsmouth has made application to close a portion of the above named street. The City Planning Commission has reviewed the application and recommends the appointm of viewers in adcordance with State law. This resolution authorizes the appointment of viewer The City Manager recommends adoption." On motion of Mr. Holley and seconded by Mr. Elliott, the following resolution was adopted~ and by the following vote: "A RESOLUTION APPOINTING VIEWERS FOR CLOSING THE FOLLOWING STREET: A PORTION OF MONTCLAIR AVENUE. WHEREAS, the City of Portsmouth has made application to vacate, close and d~scontlnue the hereinafter-described portion of a certain s~reet, and it appearing that Notice of Applica~' tion and request for the appointment of viewers was duly posted May 19, 1978, on the bulletin board of the General District Court, Civil Division, of the City of Portsmouth, the bulletin board of the Circuit Court of the City of Portsmouth, and the bulletin board of the City Hall of the City of Portsmouth. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that Frank N. Bilisoly, John H. Griffin, Charles R. Hudgins, R. Irvine Smith, A. N. Kendrick be appointed viewers and Richard D. Ottavio be appointed an alternate viewer in the event one of the preceding viewers fail to participate, said viewers to view the hereinafter described portion of such street and to report to this Council in writing whether in their opinion any, and if any, what inconvenience would result in vacating and closing the following: mt ;. MONTCLAIR AVENUE Beginning at the southeast corner of Portsmouth Boulevard and Montclair Avenue; thence south along the east right-of-way line of Montclair Avenue approximately 224 feet; thence west 50 feet to the west right-of-way line of Montclair Avenue; thence north along said right-of-way 224 feet to the south right-of-way line of Portsmouth Boulevard; thence east along said right-of-way 50 feet to the point of origin. (Tax Plate 348)" Ayes: Early, Elliott, Gray, Holley, Davis Nays: None 78-275 - "Consideration of a resolution authorizing the conveyance of a 12' utility easement to VEPCO for installing lighting facilities at City Park. This easement will provide 6 feet on each side of the poles for the location of the plant facilities for additional lighting installed at City Park. The City Manager recommends adoption." On motion of Mr. Early and seconded by Mr. Gray, the following resolution was adopted, and by the following vote: "A RESOLUTION AUTHORIZING THE CITY MANAGER TO CONWBY A 12' UTILITY EASEMENT FOR INSTALLATION OF STREET LIGHTING IN CITY PARK. WHEREAS, arrangements have been made with the Virginia Electric And Power Company for the installation of additional street lighting in City Park; and WHEREAS, Virginia Electric And Power Company has completed the installation of said stre~ lighting and has requested the City of Portsmouth to convey an easement for acces~ to said street lighting. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that the City Manager be, and he hereby is, authorized to convey a 12' utility easement to Virginia Electric And Power Company for insatllation and maintenance of street lighting in City Park." Ayes: Early, Elliott, Gray, Holley, Davis Nays: None ~8~276 - "Submission of the Quarterly Report on the Comprehensive Employment and Trainin Act (CETA) Titles II and VI. This report is submitted for your information. Motion of Mr. Early and seconded by Mr. Gray, the report to be received as information, and was adopted by unanimous vote. - NEW BUSINESS - 78-280 - Mrs. Amanda M, left by her husband in 1957.
