A~p_ust 8. 1918 <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that the City Manager be, and he hereby is, authorized to convey to the City of Norfolk <br />a water line easement 15' in width beginning at Station 00.O0 plus OO and continuing between <br />parallel lines 1S' apart to Station 12 plus 0.2.24 as shown on Sheet No. 2 of the plans <br />entitled, "Plans For The Construction Of Pinners Point Sewage Treatment Plant Improvements, <br />Relocation Of City Of Norfolk's Raw Water Main", prepared by Greeley and Hanson, Engineers, <br />Chicago, Illinois, Richmond, Virginia, dated June, 1978, on file in the office of the DirectoI <br />of Public Utilities, City of Portsmouth, Virginia. <br /> <br /> BE IT FURTHER RESOLVED that the City Manager be, and he hereby is, authorized to execute <br />such documents and agreements as may be necessary in accordance with this resolution." <br /> <br />Ayes: Early, Elliott, Gray, Holley, Davis <br />Nays: None <br /> <br /> 78-270 " ' <br /> Conszderation of a resolution authorizing the School Board to apply for, <br />receive, and expend funds through grant applications from State, Federal and other agencies. <br /> <br /> This is the annual resolution which is normally adopted during the first part of the <br />fiscal year which will permit the School Board to make application for, receive, and expend <br />funds through grant applications. This resolution includes a requirement that all information <br />on grant applications and funds shall be forwarded in report format on a periodic basis <br />for City Council review. The City Manager recommends adoption." <br /> <br /> On motion of Mr. Early and seconded by Mr. Holley, the following resolution was adopted, <br />and by the following vote: <br /> <br />"A RESOLUTION AUTHORIZING THE SCHOOL BOARD OF THE CITY OF PORTSMOUTH TO MAKE <br />APPLICATION FOR, RECEIVE AND EXPEND FUNDS FROM FEDERAL, STATE AND OTHER AGENCIES <br />NOT PRESENTLY BUDGETED IN THE 1978-79 BUDGET; DIRECTING THE SCHOOL BOARD TO REPORT <br />RECEIPT AND EXPENDITURE OF SUCH FUNDS TO THE CITY ~NAGER. <br /> <br /> WHEREAS, educational funds <br />during the fiscal year; and <br /> <br />WHEREAS, in many occasions, <br /> <br />from a variety of governmental agencies become available <br />priority of funding is based upon time application. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth that the School <br />Board of the City of Portsmouth is authorized to make application for, receive and expend <br />funds from fede~.~l, state and other governmental agmncies not presently budgeted in the <br />1978-79 school budget. <br /> <br /> BE IT FURTHER RESOLVED that the Superintendent of Schools is directed to <br />City Manager of the total sum received and expended. <br /> <br />This resolution shall be effective from the date of its adoption." <br /> <br />advise the <br /> <br />Ayes: Early, Elliott, Gray, Holley, Davis <br />Nays: None <br /> <br /> 78-271 - "Consideration of a resolution appointing viewers for the closing of a portion <br />of Newport Avenue. <br /> <br /> Surry Associates has made application to close a portion of the above named street. <br />The City Planning Commission has reviewed the application and recommends the appointment <br />of viewers~in accordance with State law. This resolution authorizes the appointment of <br />viewers. The City Manager recommends adoption." <br /> <br /> On motion of Mr. Gray and seconded by Mr. Holley, the following resolution was adopted, <br />and by the following vote: <br /> <br /> "A P~SOLUTION APPOINTING VIEWERS FOR CLOSING THE FOLLOWING STREET: A PORTION OF <br /> NEWPORT AVENUE. <br /> <br /> WHEREAS, Surry Associates have made application to vacate, close and discontinue the <br />hereinafter-described portion of a certain street, and it appearing that Notice of Applicatio~ <br />and request for the appointment of viewers was duly posted July 17, 1978, on the bulletin <br />board of the General District Court, Civil Division, of the City of Portsmouth, the bulletin <br />board of the Circuit Court of the City of Portsmouth, and the bulletin board of the City <br />Hall of the City of Portsmouth. <br /> <br /> NOW, THEREFORE, BB IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that Frank N. Bilisoly, John H. Griffin, Charles R. Hudgins, R. Irvine Smith, A. N. Kendrick <br />be appointed viewers and Richard D, Ottavio be appointed an alternate viewer in the event <br />one of the preceding viewers fail to participate, said viewers to view the hereinafter <br />described portion of such street and to report to this Council in writing whether in their <br />opinion any, and if any, what inconvenience would result in vacating and closing the followin <br /> <br />NEWPORT AVENUE <br /> <br /> Beginning at the southeast intersection of High Street and Newport Avenue <br />and from thence running east along the south side of High Street 60 feet; thence <br />south and parallel with Newport Avenue 208 feet to Meander Road; thence westerly <br />along Meander Road to Newport Avenue; and thence north along Newport Avenue 176 <br />feet more or less to the Point of Beginning." <br /> <br /> <br />
